RE-VERIFIED 2026-10-01: conflict CONFIRMED REAL — both sources are live and disagree today. The simplified reading "license required above $1,000" is wrong: all five conditions must hold, and any failure returns license_required_under_chapter_9. Other statutory exemptions (owner-builder §7044, agricultural §7049) were NOT evaluated by this rule.
