Rhode Island Contractor License Requirements
Rhode Island does not licence the general contractor at the state level — it registers everyone instead. R.I. Gen. Laws § 5-65-3(a) requires that "A person shall not undertake, offer to undertake, or submit a bid to do work as a contractor on a structure unless that person has a current, valid certificate of registration" — for residential or commercial work, and for every subcontractor too. There is no examination and no surety bond; the conditions are a $500,000 insurance, a 5-hour course, a 2.5-hour CE renewal and a $150 fee on a one-year cycle. The CRLB separately issues four regulated licences, and the Department of Labor & Training separately licenses electrical, HVAC and plumbing.
01 The model: one universal registration, four regulated licences, three trade licences
- No exam-based statewide general contractor licence — the mandatory credential is a registration, not a licence. S-RI-CRLB-REG

02 The universal contractor registration
R.I. Gen. Laws § 5-65-3(a) verbatim: 'A person shall not undertake, offer to undertake, or submit a bid to do work as a contractor on a structure unless that person has a current, valid certificate of registration for all construction work issued by the board.' A partnership, corporation, limited liability company or joint venture may do the work only if THAT entity is registered and a designated individual is jointly and severally liable for the fee and for compliance. The CRLB restates it (read 2026-10-05): 'Rhode Island General Laws require anyone doing residential or commercial construction work—like building, remodeling, or repairs—needs to be registered with the Rhode Island Contractors' Registration and Licensing Board (RICRLB).'
- Who must register — individuals and businesses doing residential or commercial construction, ALL subcontractors, and handyman / remodeling / repair work. S-RI-5-65-3
- The named subcontractors — carpenters, siding, roofers, foundation (concrete and form), drywall, plasterers, insulation, ceramic tile, floor covering and swimming-pool installers must each hold a certificate before starting work. S-RI-5-65-3

- One registration per business entity — a named individual designee is jointly and severally liable. S-RI-5-65-1
- Scope — § 5-65-1(7) brings wells, garages, decks, docks, sheds, fencing, driveways, retaining walls, swimming pools and parking lots inside the definition. S-RI-5-65-1
03 The conditions: course, insurance and fee
- 5-hour pre-registration course — state-approved, with an exemption if work will be exclusively on commercial structures (the basis of CONFLICT-RI-002). S-RI-CRLB-APPLY
- $500,000 insurance — combined single limit, bodily injury and property damage, plus workers' compensation; evidence at registration and renewal. S-RI-5-65-7
- $150 fee — no cash; OpenGov card or check; incomplete applications are rejected after three months. S-RI-CRLB-APPLY
- No reciprocity — "Reciprocity is unavailable for a General Contractors' Registration". S-RI-CRLB-APPLY
- Out-of-state applicants need a Rhode Island registered agent at a street address (no P.O. boxes). S-RI-CRLB-APPLY
04 The four CRLB regulated licences
- Commercial Roofing — stacks on the registration; residential roofers need only the registration (roofers are a named § 5-65-3(i) subcontractor). S-RI-CRLB-LICENSES
- Home Inspector / Associate Home Inspector — a distinct credential family, not a contractor registration. S-RI-CRLB-LICENSES

05 The DLT trade licences — a separate agency
The CRLB itself directs contractors to the Department of Labor & Training: "Please contact Rhode Island Dept. of Labor & Training for the below License Trades: Electrical, HVAC, Mechanical, Plumbing." DLT's Professional Regulation unit licenses across five boards and 67 trade jobs.

06 The permit gate and § 5-65-3(g) exclusivity
- No permit without registration — "A city, town, or the state shall not issue a building permit to anyone required to be registered under this chapter who does not have a current, valid registration", and the number is printed on the permit. S-RI-5-65-3
- Exclusive against municipalities — no city or town may require or issue a contractor registration or charge a registration fee; a general, non-discriminatory business-licence fee and business tax survive. S-RI-5-65-3
- Local business licence still applies — and the applicant must state their registration is in force (§ 5-65-3(d)).

08 Renewal
- One-year term — "A certificate of registration shall be valid for one (1) year from the date of issuance", renewable by the same procedure. S-RI-5-65-8

The CRLB apply page (read 2026-10-05 through a browser rendering; crb.ri.gov returned HTTP 403 to the fetcher) requires 'proof of completing a state-approved, 5-hour pre-registration course' of a first-time applicant, and then states verbatim: 'Course Exemption: Exemption from the 5-hour pre-registration course if work will be exclusively on commercial structures.' The renew page repeats the exemption for the 2.5-hour CE course ('if working exclusively on commercial structures'). Read alone, a contractor who works only on commercial structures never has to take the pre-registration course.
