Ohio Contractor License Requirements
Ohio licenses the trade, not the general contractor. The Ohio Construction Industry Licensing Board (OCILB), part of the Department of Commerce, issues a statewide contractor license (a "Master License") under ORC ch. 4740 in exactly five commercial trades — electrical, HVAC, hydronics, plumbing and refrigeration. It requires a PSI examination, five years' trade experience, $500,000 liability insurance and a background check, and the individual's license is assigned to a contracting company. There is no statewide general or residential contractor license and no state surety bond: residential work is regulated locally and by the ch. 4722 contract rule over $25,000. Every claim below is traced to an official source with a verification date.
01 The Ohio model
Ohio is not a general-contractor licence state. It is a commercial-only specialty license jurisdiction: one board licenses five trades for commercial construction, residential work is local, and a residential contract over $25,000 carries a statutory written-contract rule.
- Five trades are licensed — ORC 4740.13(A) bars acting as a licensed contractor without a ch. 4740 license, and 4740.01(A) names the five licensed trades: electrical, HVAC, hydronics, plumbing and refrigeration. (Rules OH-LICENSE-REQUIRED, OH-TRADE-LICENSE.) S-OH-4740-13
- Commercial only — a "construction project" excludes a residential building (4740.01(F)); local building and health departments regulate residential contractors. (Rule OH-COMMERCIAL-ONLY.) S-OH-4740-01
- No statewide general contractor license — only the five trades are state-licensed. (Rule OH-NO-STATEWIDE-GC.) S-OH-OCILB-HOME
- No state bond — the conditions are $500,000 liability insurance, not a bond. (Rules OH-INSURANCE, OH-NO-BOND.) S-OH-OCILB-CONTRACTORS
- The residential contract rule — ch. 4722 requires a written contract and $250,000 GL for home construction services at $25,000+; it is a CONTRACT rule, not a credential. (Rule OH-HCSSA.)S-OH-4722-02
We publish no local permit fee or municipal licensing amount — no Ohio municipal code was opened, so the local layer is LOCAL_AUTHORITY_REQUIRED. The bond is a verified absence, and the fire-protection fee/CE details are NOT_VERIFIED. The CE hours are a documented conflict (CONFLICT-OH-001) rendered in full below.
02 Who regulates
The OFFICIAL publisher of the Ohio Revised Code and Ohio Administrative Code. Primary authority for the whole Ohio model: ch. 4740 (construction industry licensing board), ch. 4722 (home construction service suppliers) and OAC 4101:16 (the board's rules). RETRIEVAL LIMITATION (disclosed, not hidden): codes.ohio.gov timed out on every request made during the 2026-10-05 research and law.justia.com returned HTTP 403, so the individual ORC section text came from the FindLaw mirror of the Ohio Revised Code, which states 'Current as of January 01, 2026' and is labeled on each source row; the OAC fee rule 4101:16-2-09 was NOT machine-readable and is therefore not the source of any seeded amount.
https://codes.ohio.gov/The Testing and Registration Bureau 'issues licensing credentials for: Fire Protection Individuals and Fire Protection Companies' (page read 2026-10-05), alongside hotels/motels, fireworks, explosives and underground storage tanks. Publishes an OTTER login and an SFM License Lookup in the CAVU e-License database. This is a fire-protection credential FAMILY separate from the ch. 4740 OCILB license; only the licensing surface was read, so the fire-protection fee and CE details are NOT_VERIFIED.
https://com.ohio.gov/divisions-and-programs/state-fire-marshal/licensing-and-certificationhttps://com.ohio.gov/divisions-and-programs/state-fire-marshal/licensing-and-certificationODOT verbatim (page read 2026-10-05): 'Contractors must be prequalified to bid on highway construction projects.' Prequalification is a BIDDING precondition (not an occupational license), with 'over 50 prequalification categories for heavy highway construction contractors'. There is a Prequalified Contractor Listing. The specific application mechanics were not researched to a conclusion (NOT_VERIFIED).

The board has 17 members in four sections — Plumbing/Hydronics, HVAC/Refrigeration, Electrical and Administrative. Verbatim: 'Licenses issued by the Board are Contractor Licenses and also referred to as Master Licenses.' Verbatim: 'The Ohio Contractor Licensing Law (ORC 4740), requires building and health departments who have a registration in place to require the State License before issuing commercial permits. All local building and health departments regulate residential contractors. However, the State Licensing Law allows those building and health departments to require the State commercial license for their residential contractors.' Official lookup = the OCILB eLicense Center (elicense4.com.ohio.gov). The board licenses COMMERCIAL work only; 'construction project' excludes residential buildings (4740.01(F)).
https://com.ohio.gov/divisions-and-programs/industrial-compliance/boards/ohio-construction-industry-licensing-boardhttps://elicense4.com.ohio.gov/03 State vs local
Ohio splits the commercial state license from the local permit and residential regulation; the state licenses the trade, the locality permits the job:
| Question | State answer | Local answer |
|---|---|---|
| Contractor credential | License under ch. 4740 in five commercial trades (rule OH-LICENSE-REQUIRED). S-OH-4740-13 | No statewide GC/residential license; a local registration must also require the state trade license (4740.12). S-OH-OCILB-HOME |
| Residential work | Outside ch. 4740's scope (4740.01(F)); ch. 4722 contract rules at $25,000+. S-OH-4740-01 | Building and health departments regulate residential contractors — LOCAL_AUTHORITY_REQUIRED. S-OH-OCILB-HOME |
| Local registration | 4740.12(A): a subdivision may require registration only if the ordinance also requires the ch. 4740 license. S-OH-4740-12 | Localities may still regulate the trades and register tradespersons (4740.12(B)). |
| Building permit | The permit itself is a local document. | The city/county issues the permit and applies its own rules — LOCAL_AUTHORITY_REQUIRED. S-OH-OCILB-HOME |
04 The five licensed trades
The 7 classification rows below are the complete STATE credential surface — five ch. 4740 trade licenses, the contracting-company assignment credential and the State Fire Marshal fire-protection credential:

05 Commercial-only scope and the $25,000 residential contract rule
The chapter governs commercial projects; residential work is local:
- The commercial boundary — 4740.01(F) excludes residential buildings from a "construction project". (Rule OH-COMMERCIAL-ONLY.)
- No statewide GC licence — a general or residential contractor holds no state credential in Ohio. (Rule OH-NO-STATEWIDE-GC.) S-OH-OCILB-HOME
- The HCSSA is a contract rule — written contract, supplier details, $250,000 GL certificate at $25,000+; excess costs over $5,000 need an estimate. (Rule OH-HCSSA.) S-OH-4722-02
- Low-voltage carve-out — electrical licensure does not reach systems under 50 volts (fire/burglar alarm, cabling, tele-data sound, communication, landscape lighting/irrigation). (Rule OH-LOW-VOLTAGE.) S-OH-4740-13
06 What an applicant must show
- PSI examination — every OCILB license requires it; failures may be retaken after 60 days (five failures require reapplication), after a state/federal background check. (Rules OH-EXAM, OH-QUALIFICATIONS.) S-OH-OCILB-HOME
- Five years' experience — or a registered Ohio engineer with three years, or other experience acceptable to the section. (Rule OH-EXPERIENCE.) S-OH-4740-06
- $500,000 liability insurance — in a single contracting company name; a lapse is disciplinable. (Rule OH-INSURANCE.) S-OH-OCILB-CONTRACTORS
- Assign the license to one company — the individual holds the license; the company operates under it, and reassignment waits 90 days. (Rule OH-COMPANY-ASSIGNMENT.) S-OH-4740-07
- Reciprocity — licensure without examination under a written agreement for substantially equal states. (Rule OH-RECIPROCITY.) S-OH-4740-08
07 Bond and insurance
Ohio conditions no construction credential on a state bond: the ch. 4740 conditions are contractor liability insurance (a minimum $500,000 per the board) and the OCILB application/renewal documents list no bond. A LOCAL registration may require its own bond. S-OH-OCILB-CONTRACTORS
| Coverage | Status | Applies when / amount | Source |
|---|---|---|---|
| CGL | required by board | at application and throughout every license year for any OCILB license, in a single contracting company name; the board no longer requires proof with the renewal form but a lapse is disciplinable all five ch. 4740 trades OCILB verbatim: 'Carry minimum $500,000 contractor liability coverage.' ORC 4740.06(B)(4) requires it 'only in one contracting company name'; 4740.10(B)(1)(j) makes a lapse disciplinable. | S-OH-OCILB-CONTRACTORS |
| CGL | required by law | for a 'home construction service supplier' contracting with an owner for residential work — the HCSSA definition requires the policy to be in force residential home construction service (ORC 4722) ORC 4722.01(D): a supplier is a person who 'maintains in force a general liability insurance policy in an amount of not less than two hundred fifty thousand dollars'; 4722.02(A)(8) requires the certificate as a contract exhibit. | S-OH-4722-01 |
08 Renewal and continuing education
All licenses a contractor holds share one annual expiration date (4740.06(H)):
ORC 4740.06(H) verbatim: 'All licenses a contractor holds pursuant to this chapter shall expire annually on the same date, which shall be the expiration date of the original license the contractor holds. An individual holding a valid, unexpired license may renew the license, without reexamination, by submitting an application to the appropriate specialty section of the board not more than ninety calendar days before the expiration of the license, along with the renewal fee the specialty section requires and proof of compliance with the applicable continuing education requirements.' Within one calendar year after expiration a section may waive requirements on excusable neglect and 'assess a late filing fee of not more than double the usual renewal fee'. (I) Inactive (escrow) status is available. S-OH-4740-06
Continuing education (disputed hours): ORC 4740.04(G)(2)(a) requires 'an individual who holds any number of valid and unexpired licenses accrue a total of TEN HOURS of continuing education courses per year'; 4740.05(F) caps specific course requirements at five hours/year and total CE at ten hours/year across all held licenses. The OCILB page states instead: 'All trades must complete 8 hours of CE for one-year renewals or 24 hours for three-year renewals. Electrical trade must have half of the required hours in code courses.' See CONFLICT-OH-001. S-OH-4740-04
09 State fees
The 7 verified state fees — the OCILB published schedule. The PSI exam fee and all local fees are deliberately withheld:
| Fee | Amount | Kind | Source |
|---|---|---|---|
| OCILB licensing (issuance) fee — per trade approved OCILB checklist verbatim: '$25 licensing fee per trade approved'. | $25 | license | S-OH-OCILB-CONTRACTORS |
| OCILB contractor license — annual escrow (inactive) renewal OCILB verbatim: 'While in escrow you do not need to take CE each year or maintain liability insurance, but you must pay the $60 renewal fee annually.' | $60 | renewal | S-OH-OCILB-CONTRACTORS |
| OCILB late filing fee — statutory maximum (twice the usual renewal) ORC 4740.06(H): a section that waives renewal requirements 'may … assess a late filing fee of not more than double the usual renewal fee.' With the board's published $60 renewal, the statutory MAXIMUM is $120; the actual late fee is set by the section and is NOT independently published. | $120 | miscellaneous | S-OH-4740-06 |
| OCILB company name change — per trade OCILB checklist verbatim: '$25 company name change fee per trade'. | $25 | miscellaneous | S-OH-OCILB-CONTRACTORS |
| OCILB examination application fee — per trade OCILB checklist verbatim: '$25 application fee per trade'. ORC 4740.06(A) requires the application fee with the application. | $25 | application | S-OH-OCILB-CONTRACTORS |
| Board continuing-education provider fee — annual, per approved person ORC 4740.04(G)(2)(b): the board charges '$25 annually for each person approved to provide courses, not more than ten dollars plus one dollar per credit hour for each course submitted … and one dollar per credit hour of instruction per attendee'. Only the $25 annual approval fee is a whole-dollar single figure and is seeded here. | $25 | miscellaneous | S-OH-4740-04 |
| OCILB contractor license — annual renewal OCILB page: the annual renewal fee is $60 (also charged annually while the license is in escrow/inactive status). ORC 4740.09 leaves the amount to each specialty section. | $60 | renewal | S-OH-OCILB-CONTRACTORS |
10 Penalties and specialty programs
- Unlicensed acting — misdemeanor ladder — a minor misdemeanor on the first violation and a fourth-degree misdemeanor subsequently (4740.99); the attorney general may seek an injunction. (Rule OH-PENALTY.) S-OH-4740-99
- Fire protection — a separate family — the State Fire Marshal's Testing & Registration Bureau licenses fire protection individuals and companies. (Rule OH-FIRE-PROTECTION.) S-OH-FM-LICENSING
- ODOT prequalification — a bidding precondition for highway construction (not a license). (Rule OH-ODOT-PREQUAL.) S-OH-ODOT-PREQUAL
11 Solar
- No standalone solar license — verified absence — a commercial rooftop photovoltaic install is electrical work, so an OCILB electrical contractor license is the credential; the low-voltage carve-out does not cover PV power circuits. (Rule OH-SOLAR-CREDENTIAL.) S-OH-OCILB-HOME
12 Official lookup
Before hiring, check the official lookups — linked, not mirrored, so the status vocabulary is whatever the agency publishes:

- Ohio Department of Transportation (ODOT) — Office of Contracts, Contractor Prequalification Section — https://dotcontracts.my.site.com/s/pre-qualified-contractors
- Ohio Construction Industry Licensing Board (OCILB) — Ohio Department of Commerce, Division of Industrial Compliance — https://elicense4.com.ohio.gov/
- The OCILB eLicense Center searches licences for the five trades; the State Fire Marshal publishes its own SFM License Lookup, and ODOT a prequalified contractor listing.

15 Known conflicts and limitations
ORC 4740.04(G)(2)(a) (read 2026-10-05): the board's rules must include 'a requirement that an individual who holds any number of valid and unexpired licenses accrue a total of TEN HOURS of continuing education courses per year'; 4740.05(F): 'No contractor may be required to take more than ten hours per year in continuing education courses. The ten hours shall be the aggregate of hours of continuing education for all licenses the contractor holds.'
ORC 4740.04 — Administrative section dutiesOCILB Contractors & Contracting Companies page (read 2026-10-05): 'All trades must complete 8 hours of CE for one-year renewals or 24 hours for three-year renewals. Electrical trade must have half of the required hours in code courses.'
OCILB — Contractors & Contracting CompaniesOPEN — the statute's 10-hour figure and the board's published 8/24-hour figures cannot both be the operative requirement, and the OAC fee/CE rules (codes.ohio.gov) were not machine-readable to reconcile them. HANDLING: BOTH are published side by side (REQ-OH-CE-001) and the deterministic rule OH-CE returns NOT_DETERMINED for the exact hours rather than choosing one. The electrical code-course fraction (one half) is published from the board's text.
Analysis notes
Detected 2026-10-05 while seeding REQ-OH-CE-001. Exactly the kind of statute-vs-agency mismatch the site must never smooth over (research §Q).
ORC 4740.06(H) (read 2026-10-05): 'All licenses a contractor holds pursuant to this chapter shall expire annually on the same date, which shall be the expiration date of the original license the contractor holds.'
ORC 4740.06 — License application, qualifications, renewalOCILB Contractors & Contracting Companies page (read 2026-10-05) describes three-year renewals ('Three-year renewals: Up to 12 hours self-guided/self-paced over the three-year period') and CE framed as '8 hours of CE for one-year renewals or 24 hours for three-year renewals'.
OCILB — Contractors & Contracting CompaniesRESOLVED WITH METHOD — the statute sets the license EXPIRATION at annual (4740.06(H)); the board's 'three-year' language is published as a multi-year CE-compliance period, not as a change to the statutory annual expiration. Both statements are shown beside each other (REQ-OH-RENEWAL-001, REQ-OH-CE-001) and the rule OH-RENEWAL treats the cycle as annual while surfacing the three-year CE option.
Analysis notes
Detected 2026-10-05 while seeding REQ-OH-RENEWAL-001. The annual expiration is statutory; no official page read here purports to amend it, so the higher authority governs the cycle.
- Local permit fees and any municipal licensing — no municipal code was opened; LOCAL_AUTHORITY_REQUIRED.
- The fire-protection fee, exam and CE — only the licensing surface was read; NOT_VERIFIED.
- The exact CE hours — CONFLICT-OH-001 (statute 10 vs board 8/24), unresolved; the rule returns NOT_DETERMINED.
- The PSI examination fee — a testing-provider charge with no board-published amount.
