Nevada Contractor License Requirements
How contractor licensing actually works in Nevada: a license required at any price — NRS 624.700 makes it unlawful to engage in the business or submit a bid without an active license, and an unlicensed bid or contract is void ab initio — with no statewide dollar threshold anywhere (a verified absence, not a gap), a license that belongs to the business rather than the qualifier, a Board-set monetary ceiling on every license, a mandatory bond of $1,000–$500,000 and twelve statutory exemptions with their own conditions. Every claim below is traced to an official source with a verification date.
01 The Nevada model
Nevada is not California, Florida, Arizona, Texas or Georgia. It has a statewide license with NO price gate at all — the statute asks only whether you are acting as a contractor:
- License required — at any price — NRS 624.700 (verbatim): unlawful to "engage in the business or act in the capacity of a contractor within this State" or "submit a bid on a job situated within this State … without having an active license therefor … unless that person … is exempted from licensure pursuant to NRS 624.031"; an unlicensed bid or contract "shall be deemed void ab initio." S-NV-624-700
- No statewide threshold — verified absence — neither NRS 624.700 nor the board FAQ contains any dollar figure; price never decides this question. The $1,000 in NRS 624.031(6) is a CONDITIONAL repair exemption, not a threshold. S-NV-624-700
- The license belongs to the business — NSCB (verbatim): "Licenses may be issued to individuals, partnerships, corporations, limited liability companies or joint ventures. The license belongs to the business and not the qualifying party" — qualified by an individual with four full years of classification experience in the preceding 15 years. S-NV-624-020
- Monetary limit = a ceiling, not a trigger — the Board sets every license a monetary limit, "the maximum contract a licensed contractor may undertake on one or more construction contracts on a single construction site or subdivision site for a single client"; bidding over it is discipline (NRS 624.3015(2)). S-NV-624-220
- Penalties are real — first offense: misdemeanor ≤ $1,000 and/or ≤ 6 months; second: gross misdemeanor $2,000–$4,000 and/or ≤ 1 year; third+: category E felony $5,000–$10,000 and/or 1–4 years. S-NV-FAQ
We do not publish local permit amounts, timelines or registration rules beyond the documented City of Las Vegas example — those are LOCAL_AUTHORITY_REQUIRED, and no other Nevada locality was researched in this phase. CONFLICT-NV-001 (the board's "$500 or more" sentence vs the statute) is unresolved and both sides are shown below.
02 Who regulates
Created by NRS 624.040 — 'There is hereby created the State Contractors' Board to consist of seven members to be appointed by the Governor.' Licenses businesses in classification + subclassification with a Board-set monetary limit and a Board-set bond; publishes the license requirements, FAQ, classifications, exemptions, renewal and owner-builder pages plus the official application PDFs. The official license search (search by license number, company name, or principal/qualified individual name) answered HTTP 200 on 2026-10-04. www.nscb.nv.gov redirects to www.nvcontractorsboard.com — both are one official source.

https://dir.nv.gov/LOCAL EXAMPLE — NOT STATEWIDE: official city permit pages read 2026-10-04 (served HTML, HTTP 200). 'Only a Nevada licensed contractor may obtain a building permit for commercial construction'; 'A valid Nevada State Contractor's license and city of Las Vegas business license are required for the issuance of permits to contractors' (Permit Fee Estimator). Clark County and every other locality were not researched — local specifics are LOCAL_AUTHORITY_REQUIRED throughout this site.
https://www.lasvegasnevada.gov/The Nevada State Contractors Board (created by NRS 624.040 — seven members appointed by the Governor) licenses every contractor in classification + subclassification, sets the monetary limit and the bond, and publishes the official application, FAQ and lookup; the Legislature publishes NRS/NAC; PSI Licensure is the board-contracted exam vendor; the Division of Industrial Relations administers workers' compensation; and the City of Las Vegas documents the local permit layer. All are official sources here.
03 State vs local
Nevada draws the OPPOSITE boundary from Georgia's preemption: the state owns the credential, and NRS 624.035 expressly lets every county and city require MORE:
| Question | State answer | Local answer |
|---|---|---|
| Contractor license | Required statewide at ANY price (NRS 624.700); exemptions only via NRS 624.031. S-NV-624-700 | Counties and cities may require an ADDITIONAL contractor's license with reasonable and necessary standards (NRS 624.035). S-NV-624-035 |
| Building / trade permit | The residential contractor "shall apply for and obtain all necessary permits" (NRS 624.970(6)) — the state does not issue them. S-NV-624-970 | The city/county issues the permit, sets fees and inspects — Las Vegas example below. S-NV-LV-FEE-EST |
| Out-of-classification work | Licensed contractors: incidental/supplemental multi-craft work, plus a < $1,000 no-permit relief that never covers plumbing, electrical, refrigeration or AC (NRS 624.220(4)). S-NV-624-220 | — |
| Local business license | — | A city business license exists independently of the NSCB credential (Las Vegas example: both are required for contractor permit issuance). S-NV-LV-FEE-EST |
Permit fee schedules, plan-review timelines, local bonds and every other city's rules beyond the Las Vegas example are LOCAL_AUTHORITY_REQUIRED.
04 Credential model
Nevada has ONE credential shape — deliberately simpler than Georgia's triad and unlike Arizona's (no classifications on a generic business license: Nevada classifies the LICENSE itself):
- Qualifying party — at least four full years of experience as journeyman, supervising employee or contractor in the specific classification within the preceding 15 years; a natural person may not qualify more than one active license without the 25%-ownership / common-parent / public-benefit-corporation exceptions (NRS 624.260(5)(6)). S-NV-624-020
- Financial statement always required — "regardless of the size/amount of the monetary limit requested", with four tiers by requested limit (≤ $25k self-prepared band in conflict with the brochure's < $10k CPA line — CONFLICT-NV-002 below). S-NV-REQ-PAGE
- Owner-builder is an applied-for exemption — NRS 624.031(5) owners "must apply to the Board for the exemption" (affidavit filed with the permit), may not sell/lease within 1 year, and must license every subcontractor. Not a credential — an exemption.
05 Classifications
These 14 rows are the product-relevant official credential categories — Class B with its three residential/commercial subclasses, and eleven primary C specialty classifications (the board publishes 36 primary C classifications in total; subclasses combine under one primary license, FAQ #10). Each row carries the credential that issues it:
| Code | Credential | Category | Source |
|---|---|---|---|
| B-2 | business license | Residential and Small Commercial | S-NV-NAC-170 |
| B | business license | General Building contractor | S-NV-CLASS-PAGE |
| B-6 | business license | Commercial Remodeling | S-NV-NAC-170 |
| B-7 | business license | Residential Remodeling | S-NV-NAC-170 |
| C-1 | business license | Plumbing and heating contracting | S-NV-NAC-190 |
| C-2 | business license | Electrical contracting | S-NV-NAC-200 |
| C-3 | business license | Carpentry, maintenance and minor repairs | S-NV-NAC-210 |
| C-4 | business license | Painting and decorating | S-NV-NAC-220 |
| C-5 | business license | Concrete contracting | S-NV-NAC-230 |
| C-15 | business license | Roofing and siding | S-NV-NAC-320 |
| C-20 | business license | Tiling | S-NV-NAC-370 |
| C-21 | business license | Refrigeration and air-conditioning | S-NV-NAC-380 |
| C-37 | business license | Solar contracting | S-NV-NAC-540 |
| C-39 | business license | Installing heaters | S-NV-NAC-560 |
06 Exemptions and thresholds
All twelve exemptions live in ONE statute — NRS 624.031 — and each keeps its own conditions. Nothing here is combined into a generic "minor work" rule:
- $1,000 repair/maintenance exemption — under $1,000 including labor and materials, unless ANY carve-out applies: permit required; plumbing/electrical/refrigeration/heating/AC work; HSW-affecting classification; part of a ≥ $500 project or split-contract evasion; or performed by a licensee or their employee. (Rule NV-REPAIR-EXEMPT.)
- Owner-occupant builder — own occupancy, not for sale or lease, Board exemption applied for; a sale/lease within 1 year creates a rebuttable presumption. (Rule NV-OWNER-BUILDER.)
- Employee work — "as the employee of another with wages as the sole compensation" is outside the contractor definition; subcontractors and specialty contractors are INSIDE it. (Rule NV-EMPLOYEE-WORK.)
- Public/governmental exemptions — NRS 624.031 exempt items (verbatim structure): (1) work performed exclusively by an authorized representative of the United States Government, the State of Nevada, or an incorporated city, county, irrigation district, reclamation district, or other municipal or political corporation or subdivision of this State; (3) an officer of a court acting within the scope of office; (4) work performed exclusively by a public utility operating under Public Utilities Commission of Nevada regulations on construction, maintenance or development incidental to its business; (9) federally financed or title-held federal site or reservation work (NRS 624.031(9)). S-NV-624-031
- Remaining NRS 624.031 exemptions — NRS 624.031 exempt items (verbatim structure): (2) a 501(c)(3) entity contracting with a public body to facilitate repair/maintenance (weatherization etc.) where the work is performed by a licensed contractor and the nonprofit is a party to the contract; (7) sale or installation of any finished product, material or article of merchandise which is not fabricated into and does not become a permanent fixed part of the structure (the material-only exemption); (8) construction, alteration, improvement or repair of personal property; (10) agricultural/farming property structures for the owner's own use, not intended for sale or lease; (11) disaster recovery construction oversight by a qualified person for a long-term recovery group under an NRS 414.070 proclamation — coordination and oversight of volunteer labor, and it does NOT authorize unlicensed contracting acts; (12) real-estate licensees/property managers assisting owners in scheduling repair/maintenance under a written agreement — only if no building permit is required and value ≤ $10,000 per residential property during the agreement term (or ≤ 6 months for property management), and it expressly does NOT authorize performing licensed work or paying unlicensed persons for it. S-NV-624-031
The NSCB Owner-Builder page states "anyone who contracts for or bids on a construction project valued at $500 or more … must be licensed" — which cannot be reconciled with NRS 624.031(6)'s $1,000 repair exemption for a $500–$999 repair job, nor with NRS 624.700's no-threshold rule. Statute governs the rules on this site; the board sentence is preserved here and in the conflicts table, never used as a fact. S-NV-OB-PAGE
07 Local layer (Las Vegas example)
LOCAL EXAMPLE — NOT STATEWIDE. The City of Las Vegas is used here only to show what the local layer contains. No other Nevada locality was researched, and nothing below applies automatically to any other city or county.
The state issues the credential but does NOT issue permits: NRS 624.970(6) puts the permit duty on the residential contractor, and NRS 624.035 expressly lets each county or city require an additional local license "subject to the applicant meeting such additional standards as are reasonable and necessary for the protection of the public." S-NV-624-035
City of Las Vegas (official pages, read 2026-10-04): Building & Offsite Permits — 'Only a Nevada licensed contractor may obtain a building permit for commercial construction.' Permit Fee Estimator — 'A valid Nevada State Contractor's license and city of Las Vegas business license are required for the issuance of permits to contractors.' Example local fees published on that page (labeled examples, NOT a fee schedule): Residential Construction Tax (habitable space only, effective 2024-01-01) 1% of construction valuation or $1,000 per dwelling unit in apartments/condos, whichever is less; Clark County Transportation Tax Act $1,000 per single-family dwelling unit; privileged tax $1.00 per commercial/industrial square foot. Also: homeowner amnesty program for self-disclosing non-permitted work; plan/no-plan permit tracks; e-plan submission mandatory for new plans since 2020-01-01; 2021 IBC/IFC adopted (effective 2023-03-23). S-NV-LV-FEE-EST
Permit fees beyond the published examples, exemption lists, timelines and every other city's or county's rules are LOCAL_AUTHORITY_REQUIRED. Clark County runs its own building department (named, not researched).
08 Bonds
Nevada MANDATES a license bond — the direct contrast with Georgia's empty bond table. Four seeded rows, every range quoted from statute or the board page:
| Row | Type | Amount | Rule | Source |
|---|---|---|---|---|
| BOND-NV-LICENSE | contractor | $1,000 – $500,000 | MANDATORY before license issuance (NRS 624.270(1)): surety bond fixed by the Board with reference to the contractor's financial/professional responsibility and magnitude of operations, but 'not less than $1,000 or more than $500,000' (NRS 624.270(4)). Continuous form; surety authorized in Nevada with long-term obligations rated 'A' or better; a surety may cancel only by giving 60 days notice — 'Your license must have a continuous bond with no lapse' (NSCB page). Failure to file/maintain = cause to deny, revoke, suspend or refuse to renew (NRS 624.270(3)). Bond relief: after 'not less than 5 consecutive years' as a licensee the Board MAY relieve the requirement and may re-impose it (NRS 624.270(5)). The statewide answer: Nevada MANDATES a license bond (research §G). Amount is Board-set per license — no single number exists to publish, so the statutory band is seeded (min/max). | S-NV-624-270 |
| BOND-NV-CASH | contractor | $1,000 – $500,000 | Cash deposit IN LIEU of the surety bond (NRS 624.270(1)(b)): established with the Board (cashier's check payable to the State Contractors Board), same Board-set $1,000–$500,000 band. Carries a $200 biennial administrative fee for all cash bond deposits (NAC 624.130; NSCB page). Cash deposits are held 2 years after license termination (claims statute of limitations), withdrawable thereafter. The alternative to surety — same purpose, different custody and a recurring administrative fee (research §G). | S-NV-624-270 |
| BOND-NV-POOL-CONSUMER | contractor | $10,000 – $400,000 | CONDITIONAL — residential pool/spa licensees file an ADDITIONAL consumer-protection bond or cash deposit 'not less than $10,000 or more than $400,000' (NSCB License Requirements page quoting the statute), Board-set within that band. Applies only to the pool/spa classification context; a typical non-pool licensee never files it. Published with the word CONDITIONAL attached so it is never read as a universal licensing prerequisite (research §G). | S-NV-REQ-PAGE |
| BOND-NV-POOL-PERF | contractor | ≥ 50% of contract | CONDITIONAL — for contractors in the NRS 624.270(7) trouble categories, performance and/or payment bonds of 'not less than 50% of the contract amount' may be required (NSCB page; NRS 624.270(7)–(8)). Percentage is quoted; no dollar amount is seeded because it derives from each contract. Risk-category bond, not a routine requirement; the percentage (≥50% of contract) is the official figure — no dollar amount invented (research §G). | S-NV-REQ-PAGE |
- Before issuance, continuous forever — the Board fixes the amount ($1,000–$500,000) from the contractor's responsibility and operational magnitude; the bond must be continuous, a surety cancels only on 60 days notice, and failure to maintain it is cause to deny, revoke, suspend or refuse to renew. S-NV-624-270
- Bond relief after 5 years — after five consecutive years as a licensee the Board MAY relieve the requirement (and re-impose it) — discretion, never automatic.
- Local bonds — some Nevada cities or counties may require bonds as part of local permitting or registration; never researched to a verifiable amount, so none is published — LOCAL_AUTHORITY_REQUIRED.
09 Insurance and financial responsibility
Nevada requires industrial insurance at issuance and has NO verified statewide general-liability requirement — published as an absence, never as a gap:
| Coverage | Status | Applies when / amount | Source |
|---|---|---|---|
| WC | required by law | proof of compliance with industrial insurance OR an exemption affidavit at license issuance; if the license is qualified by an Employee, the qualifier is an employee and Workers' Compensation Insurance is required; owner-builders must cover anyone they employ The coverage DUTY is Nevada industrial-insurance law (NRS ch. 616A–617 — DIR section numbers NOT_VERIFIED, DIR fetch-blocked); the licensing DUTY is proof or exemption affidavit, seeded from the NSCB's own words (research §H). | S-NV-FAQ |
| CGL | not required | no verified statewide general-liability insurance requirement for NSCB licensure — absence verified across NRS ch. 624, NAC 624.130, the License Requirements page and the application form Published as a VERIFIED ABSENCE: local permits, contracts and third parties may still require GL (LOCAL/CONTRACT AUTHORITY). No GL limit is invented — the direct contrast with Georgia's $300k/$500k board-rule requirements (research §H). | S-NV-REQ-PAGE |
NSCB License Requirements page (official): 'A financial statement IS REQUIRED regardless of the size/amount of the monetary limit requested.' Tiers: ≤ $25,000 — current CPA statement OR Board-form statement OR accounting-software balance sheet + affidavit (self-prepared/compiled current within 6 months); > $25,000 and < $500,000 — compiled (CPA, ≤ 6 months) OR reviewed/audited (CPA, ≤ 1 year); ≥ $500,000 and < $1,000,000 — compiled WITH FULL DISCLOSURES (CPA, ≤ 6 months) OR reviewed/audited (≤ 1 year); ≥ $1,000,000 — reviewed or audited by an independent CPA, ≤ 1 year. Plus a Bank Verification Form in every case; indemnification option available (NRS 624.263-compatible). CONFLICT-NV-002 (OPEN): the official License App Brochure (2024) states 'Unless you are requesting a monetary limit of less than $10,000, you will be required to have a Certified Public Accountant prepare your Financial Statement' — a $10,000 line differing from the page's $25,000 self-prepared line; both official NSCB publications, both preserved, NO single number asserted for the $10,000–$25,000 band. S-NV-REQ-PAGE
10 Renewal and continuing education
A Nevada license expires 2 years after issuance; missing the renewal date = automatic suspension; reinstatement lives for 6 months. And there is no continuing education — a verified absence:
NRS 624.283 verbatim: 'Each license issued under the provisions of this chapter expires 2 years after the date on which it is issued, except that the Board may by regulation prescribe shorter or longer periods and prorated fees to establish a system of staggered biennial renewals. Any license which is not renewed on or before the date for renewal is automatically suspended.' Renewal requires application + renewal fee + any NRS 624.470 assessment (residential contractors) + all renewal information; the Board may require demonstration of financial responsibility at any time. Reinstatement: within 6 months of automatic suspension, upon renewal application + 'a fee for reinstatement fixed by the Board' if otherwise in good standing with no pending complaints; after 6 months the license may be cancelled and 'a new license may be issued only upon application for an original contractor's license.' Active-duty military exceptions: reinstatement without penalty; fee-waiver conditions (NRS 624.283(5)(6)). S-NV-624-283
NRS 624.282: a licensee in good standing may place the license on inactive status; no licensed work while inactive (enforced by NRS 624.3015(6)); while inactive the licensee is exempt from the bond requirement (NRS 624.270) and from the experience qualification; the inactive license is valid for 8 years; there is no refund of the pre-inactivation renewal fee; renewal fees for inactive status are set by regulation — $300 to issue or renew an inactive license, $75 late (NAC 624.130). S-NV-624-282
NRS 624.283(2) enumerates the complete renewal requirements (application, renewal fee, Recovery Fund assessment if residential, renewal information) and contains NO continuing-education element. The NSCB's own publication Horizons (Nov 2019, official board PDF) states: 'Continuing education is not required in order to maintain a Nevada contractor's license.' The Board separately supports CE through journeyman/master plumber CERTIFICATION renewal — a DIFFERENT credential, not the contractor license, and labeled as such. S-NV-624-283
11 State fees
The 25 verified whole-dollar LICENSING fees — NAC 624.130 rows plus the statutory Recovery Fund caps, all charged by the NSCB. Local permit fees are deliberately absent (the Las Vegas examples live above, never here):

| Residential Recovery Fund assessment — statutory cap, monetary limit up to $1,000,000 (per biennium) NRS 624.470 statutory CAP ('not to exceed … $200 per biennium'), paid in addition to the license fee. Published as a ceiling, never as an asserted invoice amount; actual assessments NOT_VERIFIED. CONFLICT-NV-003: statute says 'per biennium', the board FAQ says 'semi-annual assessment' — OPEN, cadence only, amounts unaffected. | $200 | miscellaneous | S-NV-624-470 |
| Residential Recovery Fund assessment — statutory cap, monetary limit above $1,000,000 but limited (per biennium) NRS 624.470 statutory CAP ('not to exceed … $500 per biennium'). Ceiling, not an invoice; CONFLICT-NV-003 cadence divergence noted. | $500 | miscellaneous | S-NV-624-470 |
| Residential Recovery Fund assessment — statutory cap, unlimited monetary limit (per biennium) NRS 624.470 statutory CAP ('not to exceed … $1,000 per biennium'). The Board must reduce assessments when the account reaches 150% of the prior fiscal year's largest balance. Ceiling, not an invoice; CONFLICT-NV-003 noted. | $1,000 | miscellaneous | S-NV-624-470 |
NRS 624.280: the application fee 'must not exceed $550'; the license fee 'must not exceed $900' biennially; the examination fee 'must not exceed $300'. The NAC 624.130 charged amounts sit inside these caps: application $300, issue/renew $600, exam fee unknown (withheld). S-NV-624-280
NRS 624.470 (statute heading: 'collection of biennial assessment') verbatim caps: in addition to the license fee, a RESIDENTIAL contractor pays an assessment 'not to exceed': monetary limit ≤ $1,000,000 → $200 per biennium; > $1,000,000 but limited → $500 per biennium; unlimited → $1,000 per biennium. The Board must reduce assessments when the Recovery Fund account reaches 150% of the prior fiscal year's largest balance. CONFLICT-NV-003 (OPEN, minor): the NSCB Recovery Fund FAQ says contractors pay a 'semi-annual assessment' while the statute says 'per biennium' — both official, both preserved; the statute governs the CAP, the board page describes collection cadence. Amounts are seeded as statutory CAPS, never as asserted actual invoices. S-NV-624-470
The current License Requirements page allows self-prepared financial statements up to $25,000; the 2024 official brochure says a CPA is required unless the limit is under $10,000. Two official NSCB publications, no statute fixing either — no number is published for that band; the conflict is shown in full below.
Withheld on purpose (never guessed): the current PSI Business & Law / trade exam fee and re-exam fee (statutory cap $300 published instead; the 2009 bulletin's $85/$130 are HISTORIC), the reinstatement fee amount ("fixed by the Board" — absent from NAC 624.130), any actual Recovery Fund invoice (only statutory caps), and any local permit fee.
12 Exams and experience
Business and Law (CMS) + classification-specific trade exam via PSI — 3 attempts, 6-month pass window
NSCB License Requirements page (official) verbatim: 'The qualifying individual for a contractor's license is required to pass the Business and Law (CMS) and trade examination specific to the classification requested, unless he or she meets the requirements for waiver.' FAQ #24: all qualifying individuals must pass the standard Business and Law examination plus a trade exam covering the specific trade — 'Not all classifications require a trade exam' (the list of exam-free classifications is NOT published on the pages read → no classification is asserted as exam-free). Vendor: 'The Nevada State Contractors Board has contracted with PSI Licensure (PSI) to conduct the testing' — PSI centers in Las Vegas, Reno and Elko. Attempts (NAC 624.600(4) verbatim): 'The person qualifying for the applicant must take and pass the examination within 6 months after the filing of the application. If he or she fails the third examination, the application becomes void. The applicant may apply again with a new application and fee 30 days or more after the date of the last examination.' FAQ #33: three attempts, wait 2 weeks before retaking. Exam fee: statutory cap $300 (NRS 624.280(3)); current PSI fee NOT_VERIFIED (the newest reachable PSI bulletin is rev. 4/15/2009 — historic only).

Carries: the exam requirement ('The qualifying individual for a contractor's license is required to pass the Business and Law (CMS) and trade examination specific to the classification requested, unless he or she meets the requirements for waiver') with PSI as vendor; the bond operational details ('$1,000 to $500,000', 'Bonds must be continuous in form. A surety may cancel the bond by giving 60 days notice… Your license must have a continuous bond with no lapse', cash-bond $200 biennial fee); the four financial-statement tiers by requested monetary limit ('A financial statement IS REQUIRED regardless of the size/amount of the monetary limit requested') — Side A of CONFLICT-NV-002 (self-prepared allowed ≤ $25,000); and the exam-eligibility flow (application + experience verified → Examination Eligibility letter with Candidate ID → schedule with PSI).
Exam waivers — endorsement (4 years active) and discretion; B&L treatment in conflict (CONFLICT-NV-004)
NAC 624.600(2)–(3): mandatory waiver for endorsement-state exams approved by the Board and NASCLAI-accredited exams with transcripts; discretionary waiver where 'the experience and qualifications of the applicant … justify granting the license without examination.' NSCB FAQ #5: endorsement requires 4 years of active licensure in the endorsing state with no discipline — and states applicants 'must still qualify by taking and passing the Business and Law Examination.' NSCB FAQ #19 describes the waiver as covering the TRADE exam and experience certification only. CONFLICT-NV-004 (OPEN): the two official board FAQs do not agree on whether the Business and Law exam is always required for endorsement applicants — both texts preserved; rules stay conservative (no deterministic claim about the B&L waiver).

Subsection 4 verbatim: retake 'following any waiting period established by the independent testing service'; 'The person qualifying for the applicant must take and pass the examination within 6 months after the filing of the application. If he or she fails the third examination, the application becomes void. The applicant may apply again with a new application and fee 30 days or more after the date of the last examination.'
Qualifying individual — 4 full years in the classification within the preceding 15 years; one active license
NRS 624.260(6): the qualifying individual must hold 'at least four full years of experience as a journeyman, supervising employee or contractor in the specific classification' within the preceding 15 years. NRS 624.260(5): a natural person may not qualify more than one active license unless the 25 %-ownership / common-parent / public-benefit-corporation exceptions apply. The qualifying individual must be a bona fide member or employee of the licensed business (NSCB General Requirements). Companion criteria: NRS 624.262 (financial solvency), 624.263 (net worth, liquid assets, working capital, bonding, credit, litigation, bankruptcy, form of organization, reputation), 624.265 (good character + fingerprints) — the factors behind the monetary limit (NRS 624.220(2)).

The current PSI fee schedule is NOT VERIFIED (the newest reachable bulletin is revised 2009), and the board never published WHICH classifications lack a trade exam ("Not all classifications require a trade exam") — rather than publish a half-guessed page, all verified exam facts (B&L + trade, PSI centers, 3 attempts/6-month window/30-day reapply, the NAC 624.600 waivers and CONFLICT-NV-004) live here. NOT_DETERMINED beats a plausible invention.

Every project page runs the deterministic rule first: missing facts return NOT_DETERMINED, never a forced answer. Two absences are deliberate: no solar page (the classification answer is published, but NRS 624.855's PV-contract text was located and NOT read in full — withheld instead of asserted) and no home-addition page (the answer is fully determined by the B-7/B-2 boundary + NRS 624.700 + local permits — would be template filler).

18 Known conflicts and limitations
NSCB Owner-Builder Information page (official, updated 2025-11-19, read 2026-10-04): 'By law, anyone who contracts for or bids on a construction project valued at $500 or more (total labor and materials) must be licensed by the NSCB.'
Owner-Builder Information | Nevada State Contractors BoardNRS 624.031(6): repair/maintenance work 'the value of which is less than $1,000, including labor and materials' is exempt subject to five carve-outs; NRS 624.700 contains NO dollar threshold for construction/alteration (license required at any price unless exempt). For a $500–$999 repair job with no carve-out, the statute says exempt while the board page says licensable.
NRS 624.031 — Exemptions (mirror + official leg.state.nv.us anchor)OPEN — no board reconciliation found. HANDLING: the STATUTORY text governs the deterministic rules (authority hierarchy: statute > board page): rule NV-REPAIR-EXEMPT evaluates NRS 624.031(6)'s $1,000 test with its five carve-outs; the board's $500 sentence is PUBLISHED BESIDE it (minor-work page and this row), never deleted and never used as a fact. The $500 figure appears in the statute only as the larger-project/evasion number inside carve-out (d) — possibly the origin of the board's sentence, but that reading is not asserted.
Analysis notes
Detected 2026-10-04 while seeding REQ-NV-NO-THRESHOLD-001. Material to anyone quoting a Nevada threshold — exactly why neither side is silently chosen (research §B/§O).
NSCB License Requirements page (official, read 2026-10-04): financial-statement tiers — ≤ $25,000: current CPA statement OR Board-form statement OR accounting-software balance sheet + affidavit (self-prepared/compiled current within 6 months); plus 'A financial statement IS REQUIRED regardless of the size/amount of the monetary limit requested.'
License Requirements | Nevada State Contractors BoardLicense App Brochure (official board PDF, 2024, text-extracted 2026-10-04): 'Unless you are requesting a monetary limit of less than $10,000, you will be required to have a Certified Public Accountant prepare your Financial Statement, which must be submitted with your application. If applying for a monetary limit less than $10,000, you may use the Board's form to generate a self-prepared statement.'
License App Brochure (2024) | Nevada State Contractors BoardOPEN — two official NSCB publications disagree on whether a self-prepared statement is allowed between $10,000 and $25,000. HANDLING: the current page's four tiers are published (REQ-NV-FINANCIAL-STATEMENT-001, confidence 'conflicting'); NO single number is asserted for the $10k–$25k band — the band is named as contested on the fees and hub pages.
Analysis notes
Detected 2026-10-04 while seeding REQ-NV-FINANCIAL-STATEMENT-001. Both sides preserved; a future official page/brochure alignment would resolve it (research §E/§O).
NRS 624.470 (statute heading: 'collection of biennial assessment', mirror read 2026-10-04): residential contractors pay an assessment 'not to exceed' $200 (limit ≤ $1,000,000) / $500 (> $1,000,000 but limited) / $1,000 (unlimited) PER BIENNIUM; the Board must reduce assessments when the account reaches 150% of the prior fiscal year's largest balance.
NRS 624.470 — Collection of biennial assessment (mirror + official anchor)NSCB Residential Recovery Fund page/FAQ (official, read 2026-10-04): contractors 'pay a semi-annual assessment into the Residential Recovery Fund.'
Residential Recovery Fund | Nevada State Contractors BoardOPEN (cadence only — amounts unaffected). HANDLING: the statute governs the CAPS, which are seeded as statutory ceilings ('not to exceed', FEE-NV-RECOVERY-* rows and REQ-NV-RECOVERY-001); the board page's 'semi-annual' cadence is preserved here and never merged with the statute's 'per biennium'. No actual invoice amount is published.
Analysis notes
Detected 2026-10-04 while seeding REQ-NV-RECOVERY-001. Minor: the conflict changes how often a payment is described, never the numbers (research §I/§O).
NSCB General Requirements FAQ #5 (official, read 2026-10-04): endorsement requires 4 years of active licensure in the endorsing state with no discipline — and applicants 'must still qualify by taking and passing the Business and Law Examination.'
FAQ for General Requirements #5 | Nevada State Contractors BoardNSCB General Requirements FAQ #19 (same page, same read): the endorsement waiver is described as waiving the TRADE exam and the experience certification — silent on the Business and Law exam, implying it is not what the endorsement waives.
FAQ for General Requirements #19 | Nevada State Contractors BoardOPEN — both texts sit on the SAME official board page and do not clearly agree on whether a B&L waiver is available to endorsement applicants. HANDLING: REQ-NV-EXAM-WAIVER-001 carries confidence 'conflicting' and publishes both readings; NO deterministic rule asserts that the B&L exam can be waived by endorsement (rule engine stays conservative — research §J/§O).
Analysis notes
Detected 2026-10-04 while reading FAQ #5/#19 for REQ-NV-EXAM-WAIVER-001. NAC 624.600(2)-(3) waiver mechanics are not themselves in conflict — only the B&L overlay.
- The official NRS/NAC host (leg.state.nv.us) returns HTTP 403 to this environment — statutory text was read on a non-commercial mirror with the official section anchors retained (accessed 2025-05-26) and regulation text on Cornell LII's official reproductions; NRS 624.970 was corroborated on FindLaw (current 2025-01-01). Where the board quotes the same statutes, board and mirror text were compared and agree.
- Current PSI exam and re-exam fees are NOT VERIFIED (newest reachable bulletin revised 2009 — historic only) and the reinstatement fee amount is NOT VERIFIED ("fixed by the Board") — no number is shown.
- Which classifications lack a trade exam was never published on the pages read — no classification is asserted as exam-free.
- NRS 624.855's residential-photovoltaic contract text was located but NOT read in full — the solar project page is withheld for that reason (page policy "absent").
- The board's classifications page says "42 Subcategories" while FAQ #9 says 36 primary C classifications and the NAC enumerates 36 — a soft inconsistency inside the board's own pages; the statutory/NAC enumeration governs here.
- Local permit fees, exemption lists, timelines and registration beyond the City of Las Vegas example are LOCAL_AUTHORITY_REQUIRED.
- Rules evaluate only the facts provided; anything unresolved returns NOT_DETERMINED.
