North Carolina Contractor License Requirements

North Carolina runs three boards and one dollar threshold. The Licensing Board for General Contractors requires a licence for any project "costing $40,000 or more" (G.S. 87-1 — raised from $30,000 on 2023-10-01), and below that line there is no North Carolina general contractor licence at all. The licence itself is a matrix: a limitation (Limited ≤ $750,000, Intermediate ≤ $1,500,000, Unlimited) across five classifications, entered on financial responsibility instead of any bond or insurance. The trades sit with two other boards — NCBEEC licenses electrical work on value and voltage, and SBEPHFS licenses plumbing, heating, fuel piping and fire sprinklers at any price, with no continuing education since 2012.

Verified 2026-10-0937 requirements20 classificationsthree boards, one threshold$40,000 since 2023-10-01Indexation gate: passed

01 The threshold: $40,000, and what falls outside it

GENERAL — $40,000+ (NCLBGC)|ELECTRICAL — any price (NCBEEC)|PLUMBING/HEATING — any price (SBEPHFS)
  • The $40,000 test — the board's own words: "Any project that is less than forty thousand dollars ($40,000) does not require a valid general contractor's license in North Carolina." At or above the line the licence is required for "any building, highway, public utilities, grading or any improvement or structure". S-NC-LBGC-BUZZ
  • Project cost, not price — G.S. 87-10(a1): "the value of the project minus the cost of the land and ancillary improvements to the land" — the same measure the limitation ladder uses. S-NC-LBGC-FAQ
  • Six statutory exceptions — contracts under the threshold; industrial and power-plant equipment, radial brick chimneys and monuments; buildings on land you own and occupy yourself (local-government own-force capped at $500,000, or $200,000 labor-only); farm buildings on the farmer's own land for the farmer's own use; public buildings under G.S. 87-1.1 where a licensed GC does all GC work and GC work is ≤ 25% of the bid; and modular installation under a $5,000 surety bond (G.S. 143-139.1). Quoted through the School of Government because ncleg.gov blocked this fetcher — disclosed, never presented as machine-read statute. S-NC-SOG-87-1
  • Owner-builder — the owner "shall actively manage and superintend the project", hire, manage and pay every subcontractor and be physically present for every inspection, then occupies and controls the property 12 months before any sale or lease. No power of attorney, no spouse-by-deed substitution, no consideration for occupancy. S-NC-LBGC-FAQ

02 The licence: limitation × classification, money instead of bond

  • The matrix — five classifications (Building — which covers "all building construction … and all residential building construction" — Residential, Highway, Public Utilities, Specialty — 21 NCAC 12A .0202) crossed with three limitations (Limited ≤ $750,000, Intermediate ≤ $1,500,000, Unlimited without restriction — G.S. 87-10(a1)). S-NC-LBGC-CLASS
  • Financial responsibility — Limited: current assets exceeding current liabilities by $17,000 OR a net worth of $80,000; Intermediate: working capital ≥ $75,000; Unlimited: working capital ≥ $150,000, the top two evidenced by an agreed-upon-procedures report or audited statement. S-NC-LBGC-CLASS
  • Bond only in lieu — rule .0204(e): $175,000 Limited, $500,000 Intermediate, $1,000,000 Unlimited, with the State of North Carolina as obligee — and in its own words the bond "shall be in addition to and not in lieu of any other bond required … by law, regulation, or any party to a contract". S-NC-LBGC-CLASS
  • Verified absences — no bond, no insurance — the board FAQ, twice: "There is not an insurance requirement for licensing" and "There is not an insurance or bonding requirement for a general contractor's license." Workers' compensation is a separate NC-law duty, not a licence condition. S-NC-LBGC-FAQ
  • The qualifier sits the exam — a "responsible managing employee, owner, officer, or member" qualifies up to two licences; PSI after an eligibility letter, the NASCLA exam accepted for Building, and seven state waivers (SC, TN, LA, GA, MS, AL, FL) that still require the NC Business & Law exam. The exam fee is set by PSI and was never published on the pages read — withheld by name. S-NC-LBGC-FAQ
  • Selective CE — 8 hours a year (a 2-hour Board course + 6 elective) for Building, Residential and Unclassified qualifiers only, CE year January 1 – November 30; Highway, Public Utilities and the 18 Specialty classifications take none. S-NC-LBGC-FAQ
  • Annual renewal, Oct 1 – Dec 31 — the next licence year is effective January 1, and the provider must upload the qualifier's CE before the licensee can submit and pay. Inactive status suspends CE; four consecutive invalid years and the licence "cannot be renewed and will be archived". S-NC-LBGC-BUZZ
  • Fees — application $75 limited / $100 intermediate (laws book verbatim); renewals capped "not to exceed" $125 unlimited / $100 intermediate — the charged amounts and the unlimited application figure were never exposed in an official snippet, so they stay withheld. S-NC-LBGC-LAWS S-NC-LBGC-LAWS

03 Track 1 — NC State Board of Examiners of Electrical Contractors (Article 4)

  • Licensed at any price — ten classifications: Limited, Intermediate, Unlimited and seven Special Restricted classes, plus a separate certificate and fee for each place of business with one listed qualified individual. There is no dollar floor anywhere in Article 4. S-NC-BEEC-LIC
  • Two ceilings on Limited — "a value not in excess of sixty thousand dollars ($60,000) AND … rated at not more than 600 volts"; Intermediate stops at $150,000; Unlimited is "any electrical contracting project regardless of value"; each Special Restricted class covers "only a limited phase" (the phase list lives in rule .0800, not machine-readable this pass). S-NC-BEEC-LIC
  • $125 PSI exam — 100 questions in 6 hours for L/I/U, pass grade 70, open book (NEC 2020, NFPA 72-2013, the NASCLA NC Electrical Edition), a 90-day authorization window and a 90-day retest wait. S-NC-BEEC-EXAM
  • Entry money and bonding ability — Intermediate and Unlimited applicants must furnish a bonding ability statement or a bank line of credit under G.S. 87-43.2(a)(4); the AMOUNT was not published and is withheld by name. S-NC-BEEC-0400
  • CE in two tiers — 8 hours for U/I/L/SFD ("8 classroom hours OR 4 classroom + 4 online"), 4 hours for the other Special Restricted classes, with at least half obtained in person since 2008-07-01. S-NC-BEEC-CE
  • One-year term — licences expire one year after issuance with staggered monthly renewals; applications are due 30 days before expiry, a $25 late administration fee applies after it, reinstatement without an exam runs 12 months, and beyond that you need 500 hours of primary experience in the preceding 12 months. S-NC-BEEC-LIC
  • Two published fee tables — the Licensing page says $100 / $150 / $200 / $100 a year while rule .0404's schedule says $95 / $140 / $190 / $95. Both are official; CONFLICT-NC-001 keeps them side by side, unresolved. S-NC-BEEC-LIC

04 Track 2 — NC State Board of Examiners of Plumbing, Heating & Fire Sprinkler Contractors (Article 2)

  • 31 qualifications, no threshold — plumbing/heating contractor, Restricted Limited Plumbing, fuel piping, fire sprinkler installation and inspection, residential fire sprinkler and the technician tiers — none of them gated by dollars. S-NC-PHFS-APPL
  • Experience gates — 2 years (4,000 hours) on-site for plumbing or heating with up to half substitutable academic training (45 quarter / 30 semester hours); 9 months (1,500 hours) for Restricted Limited Plumbing; 1 year (2,000 hours) for fuel piping; NICET Level III for fire sprinkler installation; an active plumbing contractor licence (2 years) plus a 16-hour Board course for residential fire sprinkler. S-NC-PHFS-APPL
  • The examination fee is a live conflict — 21 NCAC 50 .1101(c) requires "one hundred dollars ($100.00), consisting of an application fee of twenty-five dollars ($25.00) and an examination fee of seventy-five dollars ($75.00)", while the board's own FAQ says "The examination application fee is $150.00 and is non-refundable." CONFLICT-NC-002, unresolved. S-NC-PHFS-1101
  • PSI, seven centres — Asheville, Charlotte, Winston-Salem, Raleigh, Fayetteville, Greenville and Wilmington; a 90-day authorization window, open book, a 90-day retest wait, and results that must be activated within 45 days or the candidate retests. S-NC-PHFS-APPL
  • No CE — abolished 2012-12-31 — "The requirement for continuing education as a condition of renewal was eliminated on December 31, 2012 … The mandatory continuing education requirement was replaced with Disciplinary Education." S-NC-PHFS-FAQ
  • December 31, every year — the renewal window opens about October 1; an expired licence stays renewable for three years with back and late fees, and past that the candidate must re-examine. S-NC-PHFS-FAQ
  • No moonlighting — "Can I 'moonlight' with my license? No." Work only in the licence name; when the listed licensee leaves, "all contracting activity … must cease until another licensee is put in place" — work in progress included. S-NC-PHFS-FAQ
  • No reciprocity — the South Carolina technical waiver still needs the NC business law exam, and the Neighbor State License Recognition Act covers permanent NC residents licensed in GA, SC, TN, VA or WV. S-NC-PHFS-APPL
  • Ceded federal land — where land is ceded under G.S. 104-7 for a federal project, "state licensing regulations are not applicable" — but state, county, municipal and leased federal property (a post office, say) stay fully licensed. S-NC-PHFS-FAQ
  • Licence fees — $150 a year for the plumbing/heating/fuel-piping contractor and every fire sprinkler line, $150 Restricted Limited Plumbing, $75 for a technician listed second-or-later, $30 without a Board exam, $25 for a local inspector. S-NC-PHFS-1102

05 Enforcement and the consumer's remedy

  • The Board cannot fine you — its own FAQ, twice: "No, the Board has no specific authority to impose civil fines or penalties" and "No, the Board has no authority to require a contractor to make repairs or make reimbursement of funds." Enforcement is criminal or civil, never administrative. S-NC-LBGC-FAQ
  • Unlicensed bidding is criminal — G.S. 87-13 makes it a Class 2 misdemeanor to bid on a construction project without a licence: up to 60 days and a $1,000 fine (quoted through the School of Government — ncleg.gov blocked this fetcher). S-NC-SOG-87-1
  • Homeowners Recovery Fund — $10 per permit unit — collected on single-family attached or detached residential permits and alterations (decks, porches, roofing, siding, windows), per unit: "if there are 6 townhomes, the permit office shall collect $10.00 for each unit". Apartments pay nothing; detached garages, bulkheads, piers and docks are excluded; $9 is forwarded quarterly under G.S. 87-15.6(b). S-NC-HRF-ROWAN S-NC-LBGC-FAQ
  • Verified absence of other trade licences — no state roofer, solar, painter, framer or handyman credential exists; "HVAC" is only the SBEPHFS heating licence plus the electrical licence for the wiring. Confidence reported — an absence assembled from the three boards' published credential families. S-NC-LBGC-CLASS
  • State/local boundary — no North Carolina municipal code, permit schedule or local registration was opened this pass, so Charlotte/Mecklenburg, Wake and every other city stay LOCAL_AUTHORITY_REQUIRED. The one state fact that touches the counter: the $10 recovery-fund fee is collected there. S-NC-LBGC-FAQ

08 Conflicts and verified absences

Open conflictCONFLICT-NC-001NCBEEC annual licence fees: the board's Licensing page ($100/$150/$200/$100 per year) vs the board's own rule .0404 fee schedule ($95/$140/$190/$95)
Source AS-NC-BEEC-LIC

NCBEEC Licensing page (machine-read 2026-10-09) publishes verbatim: 'Limited License - $100/year … Intermediate License - $150/year … Unlimited License - $200/year … Special Restricted Licenses - $100/year' — the board's own current-facing page.

The board's own rule .0404 fee schedule (machine-read 2026-10-09; .0404 amended effective 2020-07-01) states $95.00 / $140.00 / $190.00 / $95.00 / $95.00 — the operative rule text. No amendment record reconciling the schedule with the licensing page's rounded figures was found this pass.

NCBEEC — Section .0400 licensing requirements (rule .0404 fee schedule)
retrieved 2026-10-09
Statusneither value published

UNRESOLVED — both figures are official and current-facing: the rule .0404 schedule is the operative fee provision the board itself publishes, and the licensing page is what applicants are shown today. The $5 gap on every tier looks like a rounded marketing figure against the rule text, but NO amendment record, effective date or correction notice reconciling the two was machine-readable this pass, so that inference is NOT asserted. Both tables are seeded as fee rows (FEE-NC-ELEC-LIC-*-PAGE-001 and FEE-NC-ELEC-LIC-*-RULE-001) and published beside each other on the fees page, which shows both schedules side by side and never picks one.

Analysis notes

Detected 2026-10-09 while seeding the NCBEEC fee ladder. Both sides are the SAME board on the SAME host — a true same-authority seam, unresolved because the reconciliation (if any exists) lives in an amendment history no page read this pass exposes.

21 NCAC 50 .1101(c) (amended effective 2023-03-01; machine-read 2026-10-09 on the Cornell LII mirror, host disclosed) states verbatim: an 'application for a license by examination requires a fee of one hundred dollars ($100.00), consisting of an application fee of twenty-five dollars ($25.00) and an examination fee of seventy-five dollars ($75.00), which is nonrefundable'.

The board's FAQ (machine-read 2026-10-09) states verbatim: 'The examination application fee is $150.00 and is non-refundable.' The FAQ may predate the 2023 amendment, but no correction notice was found this pass.

SBEPHFS — FAQ (exam fee, CE elimination, renewal mechanics)
retrieved 2026-10-09
Statusneither value published

UNRESOLVED — the rule .1101(c) was amended effective 2023-03-01 and is the operative fee provision; the FAQ is the board's current-facing page and states $150.00 without qualification. The plausible reading — the FAQ predates the amendment — is NOT verified (no correction notice or dated FAQ revision was machine-readable), so it is not asserted and no figure is dropped. Both figures are seeded as fee rows (FEE-NC-PLB-EXAM-RULE-001 $100 and FEE-NC-PLB-EXAM-FAQ-001 $150) and published beside each other; rule NC-PLB-EXAM returns whichever side the caller cites and never picks one.

Analysis notes

Detected 2026-10-09 while seeding the .1102 licence schedule against the FAQ. The licence fee due within 45 days of results (.1102) is NOT in conflict — only the examination application is.

  • No bond or insurance for licensing — two board sentences, both machine-read; entry is financial responsibility instead, with the surety bond available only in lieu. S-NC-LBGC-FAQ
  • No continuing education at SBEPHFS — abolished 2012-12-31 and replaced by Disciplinary Education: a dated absence, not a blank. S-NC-PHFS-FAQ
  • No standalone trade credential — no state roofer, solar, painter, framer or handyman licence; confidence reported. S-NC-LBGC-CLASS
  • Statute host blocked — ncleg.gov returned 403 on every URL this pass, so § 87-1, § 87-13 and §§ 87-15.5–15.9 are quoted THROUGH the board's own publications and the School of Government, and 21 NCAC 50 was read through the Cornell LII mirror.
