Arkansas Contractor License Requirements
Arkansas runs two licensing statutes under one board: commercial work needs a licence at $50,000 or more — expressly excluding single-family residences — and residential work needs one above $2,000, with a roofing registration and a subcontractor registration as the two non-licence paths. Every applicant — either chapter — passes the same PSI Arkansas Business and Law examination, the money is net worth plus a $10,000 bond, and unlicensed work is a misdemeanour per day with an unenforceable contract. Every claim below is traced to an official source with a verification date.
01 Commercial — the $50,000 ladder
The commercial trigger is drafted as a cost test with a carve-out: a licence (with the proper classification) is required whenever the work in Arkansas costs $50,000 or more — "except single-family residences" (§ 17-25-101(a)(1), (c)) — so vertical single-family work lives in the residential statute instead, and the two chapters never overlap on it.
- $50,000 or more, single-family excluded — and the exception itself carries the anti-splitting sentence: dividing work into separate contracts under $50,000 to circumvent the chapter does not work (§ 17-25-101(b)). - Eight classifications, one licence, 124 specialties — Heavy, Highway/Railroad/Airport, Municipal & Utility, Building, Light Building, Mechanical, Electrical (five years' experience or the exam each) and Specialty (one year, 124 named sub-classifications) — a holder of a broad class may perform any specialty of that class (17 CAR 255-208(a)(2)); a Specialty holder only the named specialty. - Restricted vs unrestricted — an OPEN conflict — the current form (Eff. 10/2026) caps a Restricted Commercial licence at projects less than $750,000 while 17 CAR 255-401(a)(2)(C) defines the same licence as authorising less than $1,500,000 for a single project. Both official figures are published side by side — CONFLICT-AR-001 — and this site does not pick a winner.
- Three classifications are pinned to PEOPLE — Electrical needs a full-time master electrician, Mechanical a full-time master plumber and a full-time Class A/B HVACR licensee, and gated specialties (plumbing, HVACR, gas fitter, boilers, lead, water wells …) require the other authority's licence first (17 CAR 255-208(d)–(h)). - Subcontractors register instead of licensing — a subcontractor of a properly licensed contractor files a $100/yr registration with the $10,000 bond — but any contract with the owner makes it a PRIME contractor, which needs the full licence. (Rule AR-SUBCONTRACTOR-REGISTRATION.) S-AR-SUB-APP
02 Who regulates
Administers the Commercial Contractors Licensing Law (Ark. Code Ann. §§ 17-25-101–317), the Arkansas Contractors Bond Law (§§ 17-25-401–409) and 17 CAR 255, and seats the Residential Contractors Committee. 4100 Richards Road, North Little Rock, AR 72117; fax (501) 372-2247; contractors.licensing.board@arkansas.gov; www.arkansas.gov/clb. Issues the commercial licence (restricted/unrestricted, eight classifications), the subcontractor registration, the $10,000 contractor's bond condition, the net-worth tiers of 17 CAR 255-401 and the PSI Arkansas Business and Law exam requirement.
Seven-member committee created by § 17-25-503 (Governor appoints five, each with ≥ 5 years' residential construction experience), located with the board: issues residential builder, residential remodeler, home improvement and residential specialty licences (subch. 5; 17 CAR 295) and the residential roofing registration certificates (subch. 6; 17 CAR 295 subpart 4).

03 Entry — one exam, experience tiers
Both chapters funnel through the same PSI examination — the NASCLA "Arkansas Business and Law" (Arkansas Edition), open book, 50 questions, 2 hours, $84 — while experience is tiered by classification and three references must be no more than 90 days old.
- PSI Business and Law for every path — commercial and residential applicants alike; the qualifying party must have passed the board-required exam (17 CAR 255-201(b)(2), § 17-25-509, 17 CAR 295-108). There is no second, classification-specific CLB exam — that is a verified absence. (Rule AR-EXAM.) S-AR-COMM-APP
- Experience: 5 years commercial, 4/2 years residential — HC / HRA / MU / B / LB / M / E need five years or the exam; a Specialty needs one year; residential builder four years, remodeler two, specialty appropriate experience — or the exam, with an equivalent out-of-state licence waiving the experience requirement. - 90-day temporary licence, once — issued one time regardless of classification, only with an equivalent out-of-state licence or demonstrated competence (17 CAR 255-201(d)). The temporary application fee was NOT read this phase — WITHHELD_BY_NAME. (Rule AR-TEMPORARY.) S-AR-COMM-APP
04 Residential — the $2,000 ladder
The residential statute draws its own line at $2,000 (with the same anti-splitting sentence) and two licensing dates baked into the Code: no one may act as a residential building contractor after July 1, 2001 or a home improvement contractor after January 1, 2012 without a licence or an exemption — each day a separate Class A misdemeanour.
- Four residential licence classes — builder (new 1–4 unit single-family, 4 years' experience, also absorbs remodeling), remodeler (structural changes and additions, 2 years), home improvement (pre-existing single-family specialty work only — "This license does not allow you to build a home or remodel a home") and residential specialty (one named specialty). Limited licences cap at $50,000 projects; Unlimited has no cap. (Rule AR-RESIDENTIAL-BUILDER.) S-AR-RB-APP
- Home improvement is the narrowest licence — painting, windows, flooring and other defined work on a PRE-EXISTING single-family residence above $2,000; it may never build or remodel a home, and it carries the chapter's workers'-comp carve-out (under $50,000 of work). - Roofing is a REGISTRATION since July 1, 2021 — $20/year + a $15,000 bond, needed for residential roofing over $2,000; builders and remodelers do NOT need it, but a home-improvement licensee holding the roofing specialty DOES; § 17-25-610(5) exempts an RBC/HI licensee whose roofing is ≤ 50% of total project cost with no door-to-door sales. 05 Bond, net worth and insurance
- $10,000 contractor's bond — a condition of licensure — § 17-25-404(b)(1) verbatim: "In a penal sum of ten thousand dollars ($10,000.00)", demanded on the commercial, subcontractor AND residential checklists; a cash bond is the statutory alternative, surety cancellation needs 60 days' notice. - Net worth $50,000 / $20,000 / $5,000, half in cash — Building, Heavy, HRA and Municipal & Utility at $50,000; Light Building, Mechanical and Electrical at $20,000; Specialty at $5,000 — with one half of the minimum in cash for a new applicant and positive working capital (17 CAR 255-401(b)–(c)). - Surety of 10 × net worth replaces the STATEMENT, not the bond — § 17-25-304(c)(2): a surety bond equal to ten times the classification's net worth may be filed instead of the financial statement ($500,000 for Building, for example) — form instruction 6b confirms it does NOT replace the $10,000 contractor's bond. 06 Term and renewal
- Expiry at midnight the day before the anniversary of issuance — annual term; a renewal may cover 1, 2 or 3 years at the statutory $100/year; timely renewal is $50, within-30-days is reinstated retroactively not covering the gap, and after two years a new application and exam are required (§ 17-25-307; 17 CAR 255-203). 07 Enforcement
Unlicensed or misclassified work is a Class A misdemeanour — each day a separate offence — plus a civil penalty of $100–$400/day capped at 3% of the project, and the contract itself is unenforceable by the unlicensed contractor.

08 Exemptions
- Commercial exemptions — government work, design professionals within their discipline, manufacturers installing their own products, registered subcontractors, and owners acting on their own property (§ 17-25-101(a)(2), § 17-25-102). (Rule AR-EXEMPTIONS.) S-AR-COMM-LAW
- Residential exemptions — six by statute — building one's own residence (≤ 1 per calendar year), owner as own home improvement contractor, work ≤ $2,000 (anti-splitting), subcontractor of a committee-licensed contractor, licence from another Arkansas agency within scope, and roofing under subch. 6 (§ 17-25-513). 17 CAR 255-307: electrical contracting — 'Note. § 17-25-102(4)(A) exempts from the chapter 'Subcontractors of a licensed subcontractor who are properly registered with the board under this chapter'; (B) the board may set the registration process, application fees and civil penalties. 17 CAR 255-202(a): the contractor completes the board's form, pays the fee, 'may register for any of the specialty classifications listed in 17 CAR 255-308' and 'must certify its competence and financial ability'; (b) 'The registration fee, for both original and renewal, shall be one hundred dollars ($100).' The form (Eff. 09/2026): '$100.00 Filing Fee', 'A Registered Contractor will have to renew their registration yearly', still requires the '$10,000.00 Contractor's Bond' in principal name and EIN and any trade licence the specialty demands.
17 CAR 255-302 (highway, railroad and airport construction) — includes the HRA miscellaneous and specialty items of 255-308(b)(47): traffic safety (pavement markers, signaling, guardrails, attenuators, roadway lighting), landscaping (seeding, sodding, chemical brush control), pavement rehabilitation (pressure grouting, grinding and grooving, concrete joints, underdrains) and miscellaneous concrete (sidewalks, driveways, curb and gutter, box culverts). 17 CAR 255-304: 'This classification includes all of the specialty classes below' — the building specialties of 255-308(b) (carpentry, ceilings, concrete, demolition, drywall, floors, glazing, insulation, masonry, painting, remodeling, roofing, siding, skylights, solar, swimming pools, tile …). 17 CAR 255-208(a)(2): a holder 'is authorized to perform any of the specialties associated with the classification'; five years' experience or the exam (255-208(b)(1)(A)). Required to act after July 1, 2001 (§ 17-25-505(a)) for projects above $2,000 (§ 17-25-513(3)); Class A misdemeanor per day otherwise (§ 17-25-505(c)). § 17-25-601(4): 'Roofing contractor' means a person, including a subcontractor or nonresident, that in the ordinary course of business '(i) engages in the business of residential roofing services for a fee; or (ii) offers to engage in or solicits residential roofing-related services, including construction, installation, renovation, repair, maintenance, alteration, and waterproofing' — excluding demolition/cleanup crews and the roofing contractor's own employees or day laborers. § 17-25-603(a): 'A person shall not act as a roofing contractor after July 1, 2021' without a registration certificate or an exemption; (b) Class A misdemeanor per day. § 17-25-604: application under oath (18 years of age, name, address …). § 17-25-609(a): expires one year after issuance; (b) fee ≤ $100. 17 CAR 295-204: 'New and renewal registration fees shall be twenty dollars ($20.00) … nonrefundable.'
