Idaho Contractor License Requirements
Idaho has no exam-based contractor license for private work — the state's own FAQ says "The Act requires registration, not licensure." What the state does have: a Contractor Registration with the Idaho Contractors Board (DOPL) for construction jobs exceeding $2,000(materials + labor) under the Idaho Contractor Registration Act (ch. 52, title 54), the § 45-525 residential disclosures above that same threshold, and a separate Public Works Contractor license (ch. 19) for government-funded work. Every claim below is traced to an official source with a verification date.
01 The Idaho model
Idaho does not license contractors for competency on private work: the credential is a registration — no exam, no experience, no continuing education — but skipping it costs the contractor its lien rights, exposes it to a misdemeanor, and bars it from suing for compensation. Government-funded work carries a real license with an exam and seven financial classes.

No contractor bond exists for Idaho private work (verified absence — § 45-525(2) gives the HOMEOWNER the right to require one). Public works renewal fee amounts are NOT_VERIFIED as currently charged (biennial transition announced) and are never seeded; trade boards (electrical, plumbing, HVAC) are separate DOPL licences out of scope this phase; municipal permit fees are LOCAL_AUTHORITY_REQUIRED.
02 Who regulates
Official host of the Idaho Code. Chapter 52 of title 54 (Idaho Contractor Registration Act: §§ 54-5204 registration required, 54-5205 exemptions, 54-5208 lien denial, 54-5217 penalties) and chapter 19 (Public Works Contractors: §§ 54-1902 unlawful without licence, 54-1903 exemptions, 54-1904 classes and fee caps) were read there on 2026-10-05 via text-extraction proxy.
Administers the Contractor Registration Act (ch. 52): registration — NOT licensure — for construction jobs exceeding $2,000 (materials + labor); $300,000-single-limit general liability including products/completed operations plus workers' compensation (or a statement why not required); fee table effective July 1, 2026 ($120 initial, $60 annual renewal, $120 biennial, $40 reinstatement); biennial transition began October 14, 2025. DOPL also hosts the Public Works Contractors Licensing Board (ch. 19).
Licenses PUBLIC WORKS contractors (ch. 19, title 54): a 70%-pass exam on the Idaho public works statutes/rules and the Contractor's Business and Law Reference Manual; seven classes (Unlimited, AAA, AA, A, B, CC, C) keyed to net worth and working capital with bid limits; four types (heavy, highway, building, specialty); annual renewal on the anniversary of issue (biennial transition from April 1, 2026). CONFLICT-ID-001: the live fee table (effective 2025-01-01) and the Fact Sheet (updated 2025-01-30) disagree by a factor of two, and both exceed the § 54-1904 statutory caps — the live table is encoded.
03 Contractor Registration — ch. 52, title 54
DOPL FAQ verbatim: "Any person who engages in a construction job with a dollar amount exceeding $2000.00 (materials & labor) and is not otherwise exempt." § 54-5204(1): "On and after January 1, 2006, it shall be unlawful for any person to engage in the business of, or hold himself out as, a contractor within this state without being registered."
- Insurance — a general liability policy "in the sum of not less than $300,000 single limit," including products and completed operations, from an insurer authorized in Idaho, plus workers' compensation "or a statement by the contractor as to why such certificate or coverage is not required." - Consequences of skipping it — lien rights "denied and … conclusively waived" (§ 54-5208); a misdemeanor with a fine up to $1,000 and/or up to 6 months in jail (§ 54-5217(1)); and no court action for compensation without proving registration (§ 54-5217(2)). (Rule ID-LIENS-PENALTIES.) S-ID-54-5208
- Display duty — the registration number must be prominently displayed within 60 days at the place of business and jobsite and on all advertising, contracts, building permits, letterheads, purchase orders and subcontracts (§ 54-5209 per the FAQ).
04 Who does NOT register
- § 54-5205 exemption list — persons licensed, registered or otherwise regulated by Idaho acting within their profession (chapters 3, 10, 12, 19, 26, 45 and 50 of title 54 — including public works licensees, electricians, plumbers, HVAC, architects, engineers); wage employees and bona fide volunteers; suppliers who do not install or fabricate; "casual, minor, or inconsequential" projects under $2,000 (with the anti-splitting proviso); farmers and ranchers; owners contracting with registered contractors on their own property (12-month sale limitation); owners on their own personal residential real property; commercial owners/lessees with their own crews; and more. - Existing licensees — a public works contractor or construction manager contracting outside the license's scope must register but is fee-exempt (DOPL FAQ).
05 Residential disclosures — § 45-525
For contracts with a homeowner or residential purchaser in excess of $2,000, § 45-525(2) requires a disclosure statement — the right to require lien waivers; the right to proof of liability insurance including completed operations and workers' compensation; the opportunity to buy an extended title-insurance policy; and the right to require a surety bond up to the project value — with a receipt signed by the homeowner retained by the contractor. § 45-525(3) adds a completion disclosure before final payment or closing listing every subcontractor, materialman and equipment provider with a direct contract of value over $500. 06 Public Works Contractor license — ch. 19
§ 54-1902(1): "unlawful for any person to engage in the business or act in the capacity of a public works contractor within this state without first obtaining and having a license." The exam requires 70% to pass; licences carry four types (heavy, highway, building, specialty) and seven classes set by net worth and working capital: Unlimited (contracts over $5,000,000; $1,000,000 net worth + $600,000 working capital), AAA (≤ $5,000,000), AA (≤ $3,000,000), A (≤ $1,250,000), B (≤ $600,000), CC (≤ $400,000) and C (≤ $200,000) — with bid aggregates including subcontractor bids. Single projects under $100,000 are exempt (§ 54-1903(9)).
- Initial licence fees — Unlimited $880, AAA $720, AA $560, A $400, B $240, CC $200, C $160, Construction Manager $320 (live board table, effective January 1, 2025). - Subcontract cap — subcontracting over 80% of the work is unlawful (§ 54-1902(2)); licenses are non-transferable (Fact Sheet).

The fourth of the Fact Sheet's four licence TYPES — '4. Specialty Construction' — with the type defining 'the scope of work that can be performed as a Public Works Contractor' and 'Detailed work history must be provided to determine if applicants qualify for the chosen construction type.' § 54-1902(3)(b) makes it unlawful to 'accept bids to sublet any part of any contract for specialty construction from a specialty contractor who at that time does not possess the appropriate license.'

10 Verified absences and conflicts
