Connecticut Contractor License Requirements
Connecticut has no general contractor licence. What it has instead is three registration families and one threshold regime: the Home Improvement registration (ch. 400 — a consumer-protection registration with a $200 statutory floor), the New Home Construction registration (ch. 399a — required before a permit issues), and the Major Contractor registration (ch. 393c — switching on only above § 29-276b's five limit lines), sitting over nine trade licences under one chapter (ch. 393: electrical, plumbing, heating/cooling/sheet metal, solar, elevator, sprinkler, irrigation, glass, well drilling on the four-year-apprenticeship ladder). Everything else — the permit, the inspection, the local call — is municipal.
01 The registration layer: HIC, new home, major contractor
- Home Improvement registration (ch. 400) — "No person shall hold such person out to be a contractor or salesperson without first obtaining a certificate of registration" (§ 20-420(a)), for work where "the total price … exceeds two hundred dollars" (§ 20-419(5)(A)) — with the anti-split partner: a "contractor" is anyone whose totals with ALL customers exceed $1,000 in any twelve consecutive months(§ 20-419(4)(B)). $120 application + $100 Guaranty Fund — DCP charges and labels $220 (CONFLICT-CT-003, resolved by composition). S-CT-CGA-400 S-CT-CGA-400 S-CT-CGA-400
- Insurance and the DISCIPLINARY bond — proof of general liability "not less than twenty thousand dollars" with the application (§ 20-421(a)(3)); the only bond in ch. 400 is the § 20-426a $15,000 bond the commissioner "may require" as a condition of issuance — a disciplinary instrument, never an entry ticket. Residential heating-oil-tank contractors add $1,000,000 liability and DEEP training; radon mitigation needs National Radon Safety Board or NEHA certification (§ 20-420(a)). S-CT-CGA-400 S-CT-CGA-400
- The contract and the cooling-off period — § 20-429(a)(1)(A): written, signed, entire agreement, dated, with the contractor's name, address and REGISTRATION NUMBER, the cancellation notice, a starting AND completion date and the five-year ownership disclosure; a free copy at execution; three business days to cancel (Saturday counts — DCP), midnight deadline, no work in the cooling-off period. S-CT-CGA-400
- New Home Construction registration (ch. 399a) — separate from HIC (new homes are excluded from "home improvement"): $120 + $240 Guaranty = $360 (DCP prints the labels transposed — CONFLICT-CT-002, resolved by the statute's composition), certificates expiring annually on March 31, and the permit gate of § 20-417h: no permit issues to an unregistered new home contractor. The owner-builder's consequence is DCP's own words: "all framers, foundation workers, sheetrockers, carpet installers, etc. must be registered new home contractors." The $3,500 aggregate exemption (§ 20-417j) sits beside it — contracts on the same new home below that line stay outside the registration. S-CT-CGA-399A S-CT-CGA-399A-SUP S-CT-DCP-NHCA-CONSUMER S-CT-CGA-399A
- Major Contractor registration (ch. 393c) — the only credential called "contractor" statewide that switches on by PROJECT SIZE: above § 29-276b's limits (four stories · sixty feet · 150-foot clear span · 150,000 sq ft · 1,000 persons), "roofing, masonry and structural frame work" included; DAS-prequalified contractors get it free, and ch. 393 licensees are exempt while working inside their licence. S-CT-CGA-393C
02 The trade licences: one chapter, nine occupations, one ladder
- The duty and the ladder — § 20-334(a): no engaging in, practising or offering any listed occupation "or listing" without the licence first; § 20-334a(a): four-year apprenticeship → journeyman (exam) → two years as journeyman → contractor, with apprentices working "only under the supervision of a licensed contractor or journeyman". S-CT-CGA-393 S-CT-CGA-393
- Exams, fees and the annual clock — § 20-333(b) (P.A. 25-111): department-run examinations with PSI as vendor (no published price — the row says not published); $90 journeyman-class / $150 contractor-class application, $150/$120 initial licence, annual expiry with a one-month renewal window and a >2-year requalification rule (§ 20-335). S-CT-CGA-393-SUP S-CT-CGA-393
- The number travels everywhere — § 20-334(b): all commercial vehicles and "all advertisements, bid proposals, contracts, invoices and on all stationery" — up to $500 per violation, no fine for the first. Ownership need not vest in a licensee (§ 20-337), but "all the work and services … shall be performed by persons licensed for such work." S-CT-CGA-393 S-CT-CGA-393
- Hiring ratios are statutory now — § 20-332b (P.A. 25-47): 1:1 up to two licensees rising stepwise to 3:1 at ten ("Ratio continues at 3 Journeypersons To 1 Apprentice"), with § 20-332e board criteria for relief. S-CT-CGA-393-SUP
- The three families contractors meet daily — electrical (E-1/E-2 plus the restricted C/L/T/PV pairs; the 24-volt lawn-sprinkler exclusion in § 20-330(2); CONFLICT-CT-001 holds DCP's own 720-vs-576 E-2 hours dispute), plumbing (P-1/P-2 — individuals only: "company applications are not accepted") and the heating/cooling family (S/D/B/G/SM series — B-2 capped at "500,000 BTU's", S-10 at 35 tons). S-CT-DCP-ELEC-PATH S-CT-DCP-PLUMB-SCOPE S-CT-DCP-HVAC-SCOPE
- CE exists in exactly two families — electricians 4 h/year by June 30 (statutory band 4–7), plumbers 5 h/two years (ceiling 7), while § 20-334d is drafted for electricians and plumbers ONLY: heating/cooling has no statutory CE — a scoped absence, seeded as such. S-CT-DCP-CE-ELEC S-CT-DCP-CE-PLUMB S-CT-DCP-HVAC
03 What Connecticut does not have
- No statewide general contractor licence — ch. 393's § 20-330(1) closes the occupation list without general building work; the two contractor-facing chapters are registrations whose certificate "DOES NOT REPRESENT … THAT THE … DEPARTMENT OF CONSUMER PROTECTION ENDORSES THE … COMPETENCY"; DCP's credential sweep publishes no general contractor entry. Confidence reported — assembled, never recited. S-CT-CGA-393
- No roofing licence — roofing appears only as home improvement above $200 (§ 20-419(5)(A)) and as major-contractor structural work above § 29-276b (§ 20-341gg(a)(2)); a roofer holds the HIC registration. S-CT-CGA-400
- No entry bond, no higher statewide GL, no HVAC CE, no handyman or home-inspector credential in the ch. 393 list — the four remaining verified absences (research §I.3–§I.6): § 20-334d's scope, § 20-426a's discretionary character, the $20,000 floor standing alone, and the closed occupation list. S-CT-DCP-HVAC S-CT-CGA-400
04 Exemptions and the municipal layer
- The owner-occupant line (§ 20-340(11)) — work "in and about single-family residences owned and occupied or to be occupied by such persons" is exempt — but "subject to inspection and approval by the building official … and shall conform to the requirements of the State Building Code": the exemption never waives the permit. S-CT-CGA-393-SUP
- The six-unit sheet-metal carve-out (§ 20-340(16)) — hoods and fans, dryer exhaust, radon vents, fireplaces and chimneys and stand-alone stoves in residential buildings of six units or less, performed by ch. 399a or ch. 400 registrants — a closed list, not a general pass. S-CT-CGA-393-SUP
- Permits are municipal, the Code is statewide — DCP: "The permit must be in hand before the work begins." § 20-338c bars commencing without it; § 20-338b lets an agent sign only with an ORIGINAL letterhead letter listing every licence number; § 20-417h adds the registration number for new homes; DAS maintains the list of appointed building officials — and since the 2025 amendment a missing permit is an express DCP violation ground (§ 20-341(b)). S-CT-DCP-BUILDING
- Gas hearth is the overlay — a home improvement contractor "shall not perform gas hearth product work … unless" holding the limited contractor or journeyman gas hearth installer licence (§ 20-420(d)) — the one place ch. 400 work demands a ch. 393 credential. S-CT-CGA-400
05 Renewal cycles: annual everywhere, CE in two families
- Nine verified cycles — HIC and new-home registrations share the March 31 clock; every ch. 393 licence is annual with its own family date (electrical Sept 30 · plumbing Oct 31 · heating/cooling and elevator Aug 31 · well drilling Apr 30); CE attaches to electricians (4 h/year) and plumbers (5 h/two years) only. 06 Enforcement: the 2025 upgrade
- HIC — class B misdemeanour (class A above $10,000 for the refund violation), every violation "deemed an unfair or deceptive trade practice" (§ 20-427(c)), and § 20-427a withholds the unregistered contractor's COMMERCIAL MOTOR VEHICLE registration until compliance. S-CT-CGA-400-SUP
- New home — class A misdemeanour for violating § 20-417d, treble damages for the disclosure violation, civil penalties of $500 / $750 / $1,500 (first / second within three years / third) under § 20-417f. S-CT-CGA-399A
- Trades (§ 20-341, 2025) — civil penalties up to $3,000 per violation, stop-work orders served personally, by tracked mail/e-mail or posting, notices of violation that now expressly include failure to obtain a permit, half the penalty remitted to the municipality that reported it, and the written-determination prerequisite before misdemeanour charges. Full detail — all 17 figures with the charging authority, the nine renewal cycles and the by-name withheld list (PSI exam prices, trainee fees, gas hearth and stair-lift schedules, municipal rates) — is on the fees page.
09 Conflicts and verified absences
- Three official-vs-official records travel with every answer — CONFLICT-CT-001 (UNRESOLVED): DCP's two pages machine-read the same day disagree on E-2 classroom hours, 720 vs 576 — neither chosen; CONFLICT-CT-002 and CONFLICT-CT-003 (both resolved by composition): the $360 and $220 totals are DCP labels whose statutory components the statute itself fixes. S-CT-DCP-ELEC-PATH S-CT-CGA-400
- Six verified absences carry the shape — no GC licence, no roofing licence, no statutory HVAC CE, no entry bond, no higher statewide GL figure, no handyman/home-inspector credential in the closed occupation list (research §I). S-CT-CGA-393 S-CT-CGA-400
- Named gaps stay out of the seed — PSI examination prices, HVAC CE (no page exists; scoped inference only), trainee fees, municipal licensing, the full § 20-426 grounds, gas-hearth and stair-lift fee schedules, and ch. 399b pool contractors (TOC read, operative text not extracted) — each withheld by name.
Both figures are published by the same agency on the same day; REQ-CT-ELECTRICAL-001 carries confidence `conflicting` and both numbers are shown on the classifications page and in the rule caveats. No third DCP page was found that breaks the tie (the 576 figure matches the plumbing and heating journeyperson rungs, which is context only).
Analysis notes
The 8,000 OJT hours agree across both pages — only the classroom component diverges. An applicant should confirm with DCP before building a 720-hour training plan; nothing in the seed picks a side.
Method: the statute's composition governs (application $120 + Guaranty Fund $240), because § 20-417i(b) was amended to $240 in the 2025 sessions and § 20-417b(b) was cut to $120 by P.A. 21-197 — the DCP page's parenthetical transposes the two labels while preserving the correct $360 total. FEE-CT-NHC-COMBINED-001 records the page's wording; FEE-CT-NHC-APPLICATION-001 and FEE-CT-NHC-GUARANTY-001 carry the statutory components.
Analysis notes
A contractor reading only the DCP page would describe the fee backwards to a client; both readings travel side by side in the seed so the difference is visible, not hidden.
Method: one payment, two statutory components — $120 (§ 20-421(b)) + $100 (§ 20-432(b)) = the $220 DCP labels as the application fee, and the same $220 reappears on the renewal page. No money disagrees; only the label does. The seed publishes both the composite row and the two components.
Analysis notes
The identical structure at $360 for new home construction (CONFLICT-CT-002) shows DCP labels composites as application fees across both registration families — a pattern worth knowing when reading any Connecticut fee page.

Retrieval note: cga.ct.gov fails TLS validation for the research fetchers ("unable to verify the first certificate"), so the statutory text was fetched with a certificate-chain-relaxed client against the SAME official host and path scheme (disclosed on every source row) — the content is the General Assembly own publication, not a mirror. portal.ct.gov/dcp pages answered directly and were machine-read 2026-10-12; elicense.ct.gov renders client-side and is seeded as the verification surface only.
