Washington Contractor Registration Requirements
How contractor licensing actually works in Washington: a registration state, not a licence state. Every construction contractor must register with the Department of Labor & Industries under ch. 18.27 RCW — there is no examination, and the registration is backed by a $30,000 general / $15,000 specialty continuous surety bond, general-liability and workers'-compensation conditions. Layered over it are two separate trade-credential regimes: electrical (ch. 19.28 RCW) and plumbing (ch. 18.106 RCW), each with its own contractor licence, individual certificates, bonds and continuing education. Every claim below is traced to an official source with a verification date.
01 The Washington model
Washington is not California, Florida, Arizona, Texas, Georgia, Nevada or Colorado. It is a registration jurisdiction: the state registers construction contractors to do business — it does not test them — and then regulates two trades on entirely separate statutory tracks:
- Every contractor must register — and it is NOT a licence — RCW 18.27.020 requires every contractor to register with L&I before advertising, bidding or working; unregistered work is a gross misdemeanor plus per-day and per-worksite infractions ($1,200–$10,000). - No examination anywhere in the registration — a full read of the ch. 18.27 table of contents and the L&I registration steps shows no examination provision; a general or specialty contractor registers on bond, insurance, workers' compensation and business identity alone. - General vs specialty is decided by trade count — a "general" contractor works in more than one building trade or craft on a single job or permit, or superintends/consults; a "specialty" contractor works in one. - Two trades live outside the registration — electrical (ch. 19.28) and plumbing (ch. 18.106) each require their own contractor licence and certified individuals; since 2021-07-01 a general contractor cannot even bid plumbing work. - LOCAL permits are a separate system — RCW 18.27.130 preempts LOCAL contractor licences (with carve-outs for a general business licence and non-registrable contractors), but a city or county still issues the permit for the job and RCW 18.27.110 makes it verify your registration first. We do not publish a statewide electrical work-permit fee schedule, local permit fee amounts or city business-licence fees — each is named as NOT_VERIFIED or LOCAL_AUTHORITY_REQUIRED, never estimated. 02 Who regulates
The OFFICIAL host of the Revised Code of Washington and the Washington Administrative Code. Every RCW/WAC citation in this seed was read on app.leg.wa.gov on 2026-10-04 with HTTP 200 — no mirror was needed (unlike Phase 10 Colorado). Primary authority for the whole Washington model: ch. 18.27 RCW (registration), ch. 19.28 RCW (electrical), ch. 18.106 RCW (plumbing), ch. 296-200A / 296-46B / 296-400A WAC (the three program rule sets).

03 State vs local
Washington is not Colorado's "no state licence at all" model and not a state-plus-locals additive model. The state registers contractors and preempts local contractor licences; cities keep their permits and their general business licences:

Permit fee schedules, plan-review timelines and every jurisdiction beyond the five researched rows are LOCAL_AUTHORITY_REQUIRED. A city general business licence is not a contractor licence — RCW 18.27.130 says so.
04 Registration vs licence
The terminology is the point. Washington's ch. 18.27 credential is a registration — a business-authorisation regime keyed to a bond and insurance, not a tested licence. The word "licence" in Washington belongs to electrical and plumbing:
- Registration is a prerequisite to sue — RCW 18.27.080 bars a contractor who was unregistered when contracted from maintaining an action; substantial compliance demands the application information, the bond and the insurance in force AT ALL TIMES. (Rule WA-REG-TO-SUE.) S-WA-18-27-080

- An electrical-only business is a known open question — L&I's registration page says "all construction contractors" must register while its electrical page frames registration as additionally required "if other work" — an unresolved conflict shown in full below (CONFLICT-WA-002). 05 Credential model
Washington issues 6 credential shapes across the registration and the two trade regimes. The split matters: a registration lets a construction business operate; a trade licence lets an electrical or plumbing business operate; a trade certificate lets an individual work at the trade:
- Registration for the business, certificates for the workers — the contractor registration is a business credential; electricians (01 journey, 02 residential, specialty, trainee) and plumbers (PL01 journey, PL02 residential, PL04 residential service, trainee, specialty) hold individual certificates. 07 Exemptions and thresholds
Washington has real, statutory money thresholds — the feature Colorado does not have. Three bands decide most small jobs, and none of them is a generic loophole:
- Under $500 — exempt, with carve-backs — RCW 18.27.090(9) exempts casual or minor work under $500 in the aggregate, but not when it is part of a larger operation, split to evade the threshold, or when the person holds out as a contractor. (Rule WA-MINOR-500.) S-WA-18-27-090
- Handyman — a $2,000 registered specialty, no permit work — WAC 296-200A-016(26) defines a limited specialty registration for an individual (no employees) doing residential maintenance/repair under $2,000 time-and-materials; permit-required work is OUT. (Rule WA-HANDYMAN-2K.) S-WA-WAC-296-200A-016
- Own-property and homeowner paths — RCW 18.27.090(11)–(13) exempt an owner working on their own property, owner maintenance/repairs and own employees, and an owner hiring a registered contractor; but an owner employing more than one trade on one job or permit IS a contractor. S-WA-LNI-REGISTER10 Renewal and continuing education
Two cadences: the registration runs a 24-month cycle with NO continuing education (verified absence — bonds and insurance are the conditions), while the trade certificates carry a 3-year cycle with continuing education:
RCW 18.27.060 (read 2026-10-04): '(1) A certificate of registration shall be valid for two years and shall be renewed on or before the expiration date.' '(4) Renewal of registration is valid on the date the department receives the required fee and proof of bond and liability insurance …' (receipt/delivery proof serves until verification arrives). '(3)' bond/insurance impairment = automatic suspension with tracked notice within 2 days (2026 c 77 added a tracked electronic option with first-use non-electronic opt-out). 12 Permits and inspection
- The permit issuer must verify your registration — RCW 18.27.110 forbids issuing a building permit for registrable work without verification, requires the number printed and a homeowner-risk notice, and forfeits the permit if the exemption was falsified; ch. 18.106.440 is the plumbing twin. 13 Solar and photovoltaics
Solar in Washington is electrical work — there is no standalone solar licence (verified absence), with solar-thermal handled under the plumbing/HVAC/R specialties:
- No generic solar licence — verified absence — Verified by enumerating all 63 WAC 296-200A-016 specialties (read in full 2026-10-04): no solar classification exists; solar-related scope appears only inside HVAC/R (28, 'systems that utilize solar energy') and boiler/steam/process piping (4, 'solar heating equipment associated with these systems').
