Pennsylvania Contractor License Requirements

Pennsylvania does not license the general, residential, electrical, plumbing or HVAC contractor at the state level. The Department of Labor & Industry states it plainly: "The Commonwealth of Pennsylvania currently has no licensure or certification requirements for most construction contractors (or their employees)." 03 The contract rules

These are separate credential families — a crane licence, an asbestos certificate and the HICPA registration are never collapsed into one "contractor licence".

05 The municipal layer and the § 517.12 preemption

The dominant Pennsylvania fact for electricians, plumbers and HVAC contractors is that licensing is municipal and the Commonwealth keeps no list. Any Philadelphia, Pittsburgh or Allentown requirement is LOCAL_AUTHORITY_REQUIRED here.

07 Renewal
