Pennsylvania Contractor Registration and Credential Types
Pennsylvania classifies credentials narrowly: 5 rows are seeded here across the HICPA home improvement contractor registration (the only general residential credential) and the four narrow state families — the crane operator licence, the asbestos and lead certifications and the manufactured housing installer certification. There is no statewide general, residential, electrical, plumbing or HVAC contractor licence; the trades are municipal. A local trade licence is deliberately NOT seeded as a state row.
01 One registration, four specialty families, zero statewide trade licence
- HICPA registration — 73 P.S. § 517.3(a): register with the Bureau of Consumer Protection before holding out as or performing as a home improvement contractor. (Rule PA-HIC-REGISTRATION.) S-PA-517-3
- Residential scope — a "home improvement" is work over $500 at a private residence (up to two units, or a condo/co-op unit); new-home construction and commercial use are excluded. S-PA-517-2
- Insurance, not a bond — $50,000 personal injury + $50,000 property damage. S-PA-517-4
- No statewide trade licence — the trades are municipal. S-PA-LI-CONTRACTOR-LICENSING
02 HICPA home improvement contractor registration — Office of Attorney General
| Code | Credential | Classification | Official scope | Citation | Source |
|---|---|---|---|---|---|
| HOME-IMPROVEMENT-CONTRACTOR | Home Improvement Contractor Registration (HICPA certificate — PA Office of Attorney General, Bureau of Consumer Protection; 73 P.S. §§ 517.1–517.19; $50,000 personal-injury and $50,000 property-damage insurance; residential home improvement over $500; excludes a contractor whose total home improvements are under $5,000 in the previous taxable year and excludes new-home construction; registration preempts local home-improvement registration under § 517.12) | Home Improvement Contractor Registration (HICPA certificate) | 73 P.S. § 517.3(a) verbatim: 'No person shall hold himself out as a contractor, nor shall a person perform any home improvement without first registering with the bureau, as provided for in this act.' § 517.2 defines 'contractor' as any person who owns and operates a home improvement business or who undertakes, offers to undertake or agrees to perform any home improvement, but NOT (1) a person for whom the total cash value of all home improvements is less than $5,000 during the previous taxable year or (2) a home improvement retailer with a net worth over $50,000,000. 'Certificate' means a certificate of registration issued by the Bureau of Consumer Protection, bearing a registration number. | 73 P.S. §§ 517.2, 517.3 | S-PA-517-3 |
There is no examination, no experience requirement and no bond; the condition is the $50,000/$50,000 insurance. Once registered, § 517.12 precludes a local government from charging a separate home-improvement registration fee — while keeping its own electrician/plumber licensing. S-PA-LI-CONTRACTOR-LICENSING

DCED administers the installer-certification programme. | Manufactured Housing Improvement Act, Act 158 of 2004 | S-PA-LI-CONTRACTOR-LICENSING |
The crane licence (Act 100 of 2008), the asbestos and lead certifications (Act 44 of 1995) and the manufactured housing installer certification (Act 158 of 2004) are distinct credential families with their own agencies and conditions. 04 Deterministic scope limits
- pa:home-improvement-contractor — residential home improvement over 500 after registration (73 P.S. §§ 517.2, 517.3(a)) S-PA-517-3The registered scope: residential home improvement over $500 on a private residence (rule PA-HIC-REGISTRATION).
- pa:home-improvement-contractor — new home construction excluded from hicpa (73 P.S. § 517.2) S-PA-517-2New-home construction is outside HICPA and Pennsylvania has NO statewide new-home builder registration — a different shape from Maryland's Home Builder Registration (rule PA-HIC-SCOPE).
- pa:home-improvement-contractor — commercial or business use excluded from hicpa (73 P.S. § 517.2) S-PA-517-2
- pa:home-improvement-contractor — home improvement on private residence up to two units and condo units (73 P.S. § 517.2) S-PA-517-2A building of three or more units is not a 'private residence' under HICPA except as to an individual unit.
- pa:home-improvement-contractor — local home improvement registration preempted by hicpa registration (73 P.S. § 517.12) S-PA-517-12The preemption covers home-improvement REGISTRATION; it preserves municipal trade licensing (SCOPE-PA-MUNICIPAL-TRADE-PRESERVED) and building permits.
- pa:home-improvement-contractor — municipal trade licensing preserved for electricians plumbers and other trades (73 P.S. § 517.12) S-PA-517-12A separate CREDENTIAL FAMILY the state does not issue: any Philadelphia/Pittsburgh/Allentown trade licence is LOCAL_AUTHORITY_REQUIRED (rule PA-MUNICIPAL-LICENSE).
- pa:crane-operator — pennsylvania crane operator licence (Crane Operator Licensure Act (Act 100 of 2008); 49 Pa. Code ch. 6) S-PA-DOS-CRANEA separate state LICENCE family, not HICPA registration (rule PA-CRANE-LICENSE).
- pa:asbestos-contractor — dli asbestos certification (PA Department of Labor & Industry — Asbestos Occupations) S-PA-DLI-ASBESTOSA separate state CERTIFICATION family (rule PA-ASBESTOS-CERT).
- pa:lead-certification — dli lead certification (PA Department of Labor & Industry — Lead Occupations (Act 44 of 1995)) S-PA-DLI-LEADA separate state CERTIFICATION family (rule PA-LEAD-CERT).
- pa:manufactured-home-installer — dced manufactured housing installer certification (Manufactured Housing Improvement Act (Act 158 of 2004)) S-PA-LI-CONTRACTOR-LICENSINGA separate state certification family; only the L&I statement and the DCED pointer were read, so the fee/term details are NOT_VERIFIED (rule PA-MH-INSTALLER).
- solar-installation — hicpa registration no solar specific credential (73 P.S. § 517.2) S-PA-517-2Project-scope row (no solar classification exists). 'reported' because the conclusion is assembled from the HICPA list plus the absence of a solar credential (rule PA-SOLAR-CREDENTIAL).
- roof-replacement — hicpa registration roofs expressly listed (73 P.S. § 517.2) S-PA-517-2Roof replacement at a private residence over $500 is squarely a HICPA home improvement (rule PA-HIC-REGISTRATION).
- bathroom-remodel — hicpa registration plus municipal plumbing electrical licensing (73 P.S. §§ 517.2, 517.12) S-PA-517-12Two layers: a state registration and a possible municipal trade licence (rules PA-HIC-REGISTRATION, PA-MUNICIPAL-LICENSE).
- minor-work — no state credential below the hicpa thresholds (73 P.S. § 517.2; L&I contractor-licensing page) S-PA-517-2C_not_determined reflects that the answer depends on the caller's annual total and job price plus the unread municipal layer (rules PA-HIC-THRESHOLD, PA-NO-STATEWIDE-GC, PA-MUNICIPAL-LICENSE).
These limits feed the deterministic rules (PA-HIC-REGISTRATION, PA-HIC-SCOPE, PA-MUNICIPAL-LICENSE, PA-SOLAR-CREDENTIAL) that project pages evaluate — missing facts return NOT_DETERMINED, never a forced answer. There is no state bond: S-PA-517-4
