Vermont Contractor License Requirements
Vermont has no exam-based general-contractor license — the Office of Professional Regulation's professions routing and the Division of Fire Safety's program list contain no contractor board. What the state does have: a Residential Contractor registration (Act 182 of 2022, 26 V.S.A. ch. 106) required before contracting with a homeowner for more than $10,000, and trade licenses from the Division of Fire Safety — plumbers (26 V.S.A. ch. 39) and electricians (26 V.S.A. ch. 15). Every claim below is traced to an official source with a verification date.
01 The Vermont model
Vermont does not license contractors for competency: the registration it added in 2022 is, by its own statute's words, a shield against fraud — not a workmanship standard (§ 5503(a)). The trades are licensed separately by the Division of Fire Safety.

No bond exists for Vermont construction (verified absence). The RC renewal fee amount, all DFS electrician fees, the trade renewal fees and the T-series certification fees are NOT_VERIFIED and are never seeded; municipal permit fees are LOCAL_AUTHORITY_REQUIRED. The DFS electrician page publishes no license-class list — per-class electrician claims are withheld.
02 Who regulates
Official host of the Vermont Statutes Annotated (unofficial copy published as a convenience by the General Assembly). 26 V.S.A. § 5501 (registration required) and § 5501(b) (definition of residential construction) were read there on 2026-10-05.
Administers the Residential Contractor registration created by Act 182 of 2022 (26 V.S.A. ch. 106): registration required as of April 1, 2023 before contracting with a homeowner for residential construction over $10,000; individual ($75) and business ($250) registrations; $1,000,000-per-occurrence and $2,000,000-aggregate liability insurance; written-contract attestation with price, dates, scope and change-order provisions; biennial renewal. OPR does not inspect workmanship, mediate disputes, or seek damages — the Attorney General's Consumer Assistance Program handles those.
Licenses the individual trades OPR does not: Electricians (26 V.S.A. ch. 15, Electricians' Licensing Board; NFPA 70/73/780 and ANSI C2 adopted), Plumbers (26 V.S.A. ch. 39, Plumbers Examining Board; 2025 Vermont Plumbing Rules; IPC 2021) and the certification families (gas, oil burners, boilers, T1 fire alarm, T2 chemical suppression, T3/T8 sprinklers, T4 chimney sweep, T6 generators, sprinkler designers I3/I4). Its trade list contains no general-contractor licence — verified absence.
Referenced by OPR as the venue for consumer issues beyond OPR's jurisdiction (damages, restitution, dispute mediation, construction-quality complaints) and by the plumbing rules' Act 193 lead enforcement (penalties up to $10,000 and private lawsuits by consumers).
03 Residential Contractor registration — 26 V.S.A. ch. 106
26 V.S.A. § 5501(a) verbatim: "A person shall register with the Office of Professional Regulation prior to contracting with a homeowner to perform residential construction in exchange for consideration of more than $10,000.00, including labor and materials." Registration has been required since April 1, 2023. § 5501(b) defines residential construction to include interior and exterior construction, renovation and repair; painting; paving; roofing; weatherization; and installation or repair of heating, plumbing, solar, electrical, water or wastewater systems.
- Registration is not a license — § 5503(a): the system "is intended to protect against fraud, deception, breach of contract, and violations of law but is not intended to establish standards for professional qualifications or workmanship." S-VT-26-5501

- Attested contract — a price provision (max price / T&M not-to-exceed / T&M no max), estimated start and completion dates, a scope of work, and a change-order provision documented in a signed writing; OPR will not review contracts. 04 Who does NOT register
- OPR FAQ exemption list — employees of a registered business within the scope of their employment; a tradesperson licensed, registered or certified by the Department of Public Safety while working within its scope; licensed engineers and architects; a business whose work is performed primarily by such exempt people; deliverers/installers of consumer appliances, audio-visual, telephone or computer-network equipment; commercial-only contractors; and a person working on property they own. - OPR's authority limits — OPR does not seek damages or restitution, mediate disputes, inspect construction quality, or enforce against people not required to register; the Attorney General's Consumer Assistance Program handles those. (Rule VT-RC-AUTHORITY.) S-VT-RC-LANDING
05 Plumbers — 26 V.S.A. ch. 39 (DFS)
The Plumbers Examining Board licenses "qualified plumbers and qualified heating and water treatment specialists" under the Vermont Plumbing Rules (2025 Edition; IPC 2021). The rules' own scope line: "These rules shall apply to all public buildings, whether or not connected to public water systems or public sewage systems, and to all other buildings or facilities connected to a public water or sewage system. Owner-occupied single family residences which are not on public water systems or public sewage systems are not covered by these rules."

06 Electricians — 26 V.S.A. ch. 15 (DFS) and the S.220 energy module
The Electricians' Licensing Board's rules exist "to license people doing electrical work and to adopt and enforce nationally recognized safety codes" — NFPA 70, NFPA 73, NFPA 780 and ANSI C2 are the adopted editions. The page read publishes no class list and no fee amounts: per-class electrician claims are NOT_VERIFIED and are never made.
