Alabama Contractor License Requirements

Alabama regulates construction through five separate state boards with two different thresholds. The Alabama Licensing Board for General Contractors (ALBGC, ch. 8, Title 34) licenses non-residential commercial, industrial and public work where the cost of the undertaking including labor and materials is $100,000 or more (swimming pools $5,000), a figure raised from $50,000 by Act 2024-277 (effective 2024-10-01). The Home Builders Licensure Board (HBLB, ch. 14A, Title 34) licenses residential building over $10,000 — residential roofing over $2,500 — annually through a qualifying representative. Separate boards license electrical contractors (AECB, ch. 36), plumbers and gas fitters (PGFB, ch. 37) and HVAC/R contractors (HACR, ch. 31). Every claim below is traced to an official source with a verification date.

01 The Alabama model

Alabama is not California, Florida, Arizona, Texas, Georgia, Nevada, Colorado, Washington, North Dakota or Maine. It does not have one contractor threshold — it has two, split by whether the work is residential, and five boards that are never collapsed into a single "Alabama contractor license".

We publish no general contractor surety bond (the ALBGC's published chapter shows no such condition — CONFLICT-AL-001) and no residential-roofer bond amount (commercial materials circulate $10,000; not board-published — CONFLICT-AL-004). The one confirmed state contractor bond is the HVAC/R $20,000 performance bond (CONFLICT-AL-002 names the $15,000 commercial figure). The plumbing/gas fee schedule and all municipal permit fees are NOT_VERIFIED / LOCAL_AUTHORITY_REQUIRED.

02 Who regulates

Alabama Licensing Board for General Contractors (ALBGC)

The board behind the non-residential commercial/industrial/public GENERAL CONTRACTOR license under chapter 8 of Title 34, Code of Alabama 1975. Its law page states the threshold verbatim: a 'general contractor' is one who undertakes construction 'where the cost of the undertaking including labor and materials is $100,000 or more' (swimming pools $5,000 or more), and subcontractors performing minimum contracts of $100,000 ($5,000 swimming pools) under a licensed prime must be licensed too (read 2026-10-05). Legislative Act 2024-277 (effective 2024-10-01) raised the minimum contract amount from $50,000 to $100,000 and clarified the labour-broker exemption; Act 2026-396 (effective 2026-10-01) added the residential-swimming-pool and routine-maintenance exemptions. Alabama Home Builders Licensure Board (HBLB)

The board behind the RESIDENTIAL home builder license under chapter 14A of Title 34. Its law page reproduces the chapter: a 'residential home builder' is one who constructs or offers to construct 'any residence or structure that is not over three floors in height and that does not have more than four residential units … when the cost of the undertaking exceeds ten thousand dollars ($10,000)' — and, since 2019, includes a residential roofer when the cost exceeds $2,500; §34-14A-5 requires all residential home builders to be licensed ANNUALLY (12-month period beginning January 1). Entities license through a QUALIFYING REPRESENTATIVE. §34-14A-19 requires proof of liability insurance prior to construction; §34-14A-15 authorises the Homeowners' Recovery Fund. The board issues license tiers (Unlimited / Limited / Residential Roofer).

Alabama Board of Electrical Contractors (AECB)

The board that licenses ELECTRICAL CONTRACTORS and JOURNEYMAN ELECTRICIANS under chapter 36 of Title 34 (§34-36-13 license required; §34-36-7 examinations and reciprocity). The board publishes its full chapter as an official PDF (Section34LAW.pdf) and its examination/reciprocity section (34-36-7.pdf). The board moved to 100 N. Union Street, Suite 132, Montgomery; online renewals for electrical contractors and journeyman electricians are available. Continuing education: 14 hours required in a CE year (2027 is a CE year — board home, read 2026-10-05). A 'master electrician' scope is exercised through the electrical-contractor license (Alabama licenses the CONTRACTOR, whose qualifying individual is a master electrician).

Alabama State Plumbers and Gas Fitters Examining Board (PGFB)

The board that shall 'examine, certify, and regulate plumbers, gas fitters, and medical gas piping fitters' under chapter 37 of Title 34 (§34-37-1). Certificates are annual and run the calendar year: renewal period October 1 through December 31, with continuing education (4 hours) required to avoid a deficiency plan/fee (board home, read 2026-10-05). A minimum of an APPRENTICE card is required to perform gas fitting (board forms page). The board sets its fees by rule (Alabama Administrative Code chapter 720-X-4).

06 Exemptions and owner rights

Alabama's exemption lists are statutory and specific — the licence is tested against the exception BEFORE it is asserted:

  • General contractor — §34-8-7 — exempts the owner of property acting as their own contractor; temporary labour provided by a labour broker under a general contractor's supervision (§34-8-7(a)(8), Act 2024-277; a labour broker may not act as a subcontractor); and, from 2026-10-01 (Act 2026-396), the construction and repair of residential swimming pools and certain routine or regular maintenance, repair, cleaning and facility-support services.
