Oklahoma Contractor License Requirements

Oklahoma licenses the trade, not the general contractor. The Construction Industries Board (CIB) licenses or registers exactly four industries — electrical, mechanical, plumbing and roofing — under OAC Title 158 (electrical ch. 40, mechanical ch. 50, plumbing ch. 30, roofing ch. 85). General contractors need no state license at all, but the moment licensed trade work is performed or offered the trade credential is required. A trade contractor licence stays inactive until the CIB receives a $5,000 corporate surety bond and $50,000 commercial general liability insurance, and every licence expires on the last day of the birth month. Every claim below is traced to an official source with a verification date.

01 The Oklahoma model

Oklahoma is not a general-contractor licence state. It is a trade-license, no-general-contractor jurisdiction: one board licenses three trades and registers a fourth, general building work is local, and a real state bond gates the activation of a trade contractor licence.

CIB TRADE LICENCE (elec/mech/plumb)+$5,000 CIB BOND + $50,000 CGL+ROOFING REGISTRATION≠NO STATEWIDE GC
  • Four industries are licensed or registered — electrical, mechanical, plumbing (licences) and roofing (a REGISTRATION). The CIB states that trade licences/registrations are required to perform or offer licensed trade work. (Rules OK-TRADE-LICENSE, OK-LICENSE-REQUIRED.) S-OK-CIB-HOME
  • No statewide general contractor license — the CIB lists no general-contractor industry and states general contractors are not required to have one. (Rule OK-NO-STATEWIDE-GC.) S-OK-CIB-HOME
  • A real state bond — a $5,000 corporate surety bond payable to the CIB, plus $50,000 CGL, must be on file or the licence is inactive. (Rules OK-BOND, OK-INSURANCE.) S-OK-CIB-ACTIVE-CONTRACTOR
  • Roofing is a registration — with a separate examination-based commercial endorsement and a $500,000/$1,000,000 insurance ladder. (Rules OK-ROOFING-REGISTRATION, OK-ROOFING-ENDORSEMENT.) S-OK-OAC-158-85-2-1
  • Every licence expires on the birth month — a one-year duration expiring the last day of the licensee's birth month, with a 30-day late-fee trigger and a one-year retest limit. (Rule OK-RENEWAL.) S-OK-OAC-158-40-9-3
What this site does not claim

We publish no local permit fee or municipal licensing amount — no Oklahoma municipal code was opened, so the local layer is LOCAL_AUTHORITY_REQUIRED. The PSI examination fee and the statutory examination-fee cap are NOT_VERIFIED. Two boundaries are documented conflicts (CONFLICT-OK-001, CONFLICT-OK-002) and render in full below.

02 Who regulates

state board
Oklahoma Construction Industries Board (CIB)

The single state authority for Oklahoma's licensed/registered construction trades. Verbatim (CIB home page, read 2026-10-05): 'General Contractors are not currently required to have a state license in Oklahoma for general contracting. However, trade licenses/registrations are required for performing, or offering to perform, licensed/registered trade work. Further, local jurisdictions should be contacted for any local requirements.' The CIB licenses and registers four industries — electrical (OAC 158:40), mechanical (OAC 158:50), plumbing (OAC 158:30) and roofing contractors (OAC 158:85, a REGISTRATION) — plus building and home inspectors (OAC 158:60/70, outside contractor licensing). Its office is at 2401 NW 23rd St., Suite 2F, Oklahoma City, OK 73107 (CIB Rules/Laws page). Official lookup: the CIB licensee-search tool for building/home inspectors, electrical, mechanical and plumbing licensees, plus a separate registered-roofing-contractor search. The CIB's enforcement authority over roofing is expressly limited to the registration/endorsement requirements of the Roofing Contractor Registration Act (CIB Roofing page).

legislature
Oklahoma Legislature — Oklahoma Statutes (Title 59)

The OFFICIAL publisher of the Oklahoma Statutes. Primary statutory authority for the Oklahoma model: the Construction Industries Board Act (59 O.S. §1000.1 et seq. — named in the OAC chapter preambles read here), the Electrical License Act (Title 59, effective 11-1-2025 — linked from the CIB Rules/Laws page), the Mechanical Licensing Act (59 O.S. §1850.1 et seq.) and The Plumbing License Law of 1955 (59 O.S. §1001 et seq.), plus the Roofing Contractor Registration Act (59 O.S. §1151 et seq.). Retrieval limitation (disclosed, not hidden): the statute PDFs are not machine-readable in this environment and justia.com returned HTTP 403, so only the PENALTY sections (59 O.S. §1012, §1019, §1690) were read as search-result excerpts of the statutory text; every other statutory statement below is quoted from the OAC rule preamble or the CIB page that cites it.

state agency
Oklahoma Secretary of State — Office of Administrative Rules (Oklahoma Administrative Code)

Publishes the Oklahoma Administrative Code (OAC). The CIB's permanent rules are an interpretation and application of the Oklahoma statutes codified at Title 158 OAC (CIB Rules/Laws page, read 2026-10-05): chapter 1 (CIB), 10 (fines), 30 (plumbing), 40 (electrical), 50 (mechanical), 60 (building inspectors), 70 (home inspectors), 85 (roofing contractors). The rule text read here came through the Legal Information Institute (LII/Cornell) mirror of the OAC because the OAC PDFs on the CIB site are not machine-readable; each source row names the mirror and its URL.

03 State vs local

Oklahoma splits the state trade credential from the local permit and general building regulation; the state licenses the trade, the locality permits the job:

05 Contractor categories and scope limits

Electrical categories
Unlimited / Residential / Limited
Residential is limited to one- and two-family dwellings; Limited may not do apprentice/journeyman work S-OK-CIB-ELEC-CONTRACTOR
Mechanical categories
7 published categories
HVAC/R Limited is capped at 25 tons and 500,000 Btu/h per appliance S-OK-CIB-MECH-CONTRACTOR
Plumbing experience
3 years + 1
three years under a licensed plumbing contractor, plus one more for the contractor licence S-OK-CIB-PLB-CONTRACTOR
  • Electrical — Unlimited (12,000 hours), Residential (8,000 hours, one/two-family only) and Limited (degree + 8,000 or 16,000 hours, and barred from apprentice/journeyman work). (Rule OK-ELECTRICAL-CATEGORIES.)
  • Mechanical — HVAC/R Unlimited and Limited plus refrigeration, natural gas piping, process piping, sheet metal and ground source piping (the only category with no examination). (Rule OK-MECHANICAL-CATEGORIES.)
  • The disputed commercial line — the CIB FAQ says a mechanical HVAC or plumbing licence is residential-only and that above 500,000 Btu/h per appliance an UNLIMITED licence is required, while the category scopes state no such restriction (CONFLICT-OK-001). (Rule OK-MECHANICAL-COMMERCIAL.) S-OK-CIB-MECHANICAL
  • Plumbing — three years under a licensed plumbing contractor for the journeyman examination, plus one more year for the contractor licence, with approved-classroom-hour substitutions. (Rule OK-PLUMBING-EXPERIENCE.) S-OK-CIB-PLB-CONTRACTOR

06 Roofing: a registration, not a licence

  • Registration required for all roofing contractor work — before advertising or performing the work, with a full-time registered qualifying party who is an officer, partner or owner. (Rule OK-ROOFING-REGISTRATION.) S-OK-OAC-158-85-2-1
  • Commercial endorsement — commercial roofing work additionally requires a commercial endorsement passed by examination, on top of the residential registration. (Rule OK-ROOFING-ENDORSEMENT.) S-OK-OAC-158-85-2-1
  • The threshold is not determined — the rule text requires registration of all roofing contractor work and states no dollar figure, while commercial pages repeat an undocumented $10,000 claim (CONFLICT-OK-002). (Rule OK-ROOFING-THRESHOLD.)
  • Agent of enforcement — the CIB enforces registration and endorsement only. (Rule OK-ROOFING-SCOPE.) S-OK-CIB-ROOFING

07 What an applicant must show

  • Examination — contractor and journeyman licences are issued by examination through PSI; ground source piping is the one category with no exam. (Rule OK-EXAM.) S-OK-OAC-158-40-9-3
  • Apprentice registration and the 3:1 ratio — original signatures, signed by an ACTIVE contractor, three apprentices per contractor, hours recorded yearly. (Rule OK-APPRENTICE.) S-OK-CIB-ACTIVE-CONTRACTOR
  • Reciprocity — electrical and plumbing journeyman reciprocity (an Arkansas plumbing agreement is published), plus roofing registration and endorsement by reciprocity. (Rule OK-RECIPROCITY.) S-OK-CIB-ELECTRICAL
  • Display — the licence number with the “OK” prefix must appear on vehicles (two-inch letters, both sides) and on all advertising, contracts and bids. (Rule OK-DISPLAY.) S-OK-CIB-ACTIVE-CONTRACTOR

08 Bond and insurance

A real Oklahoma bond — the licence is inactive without it

After passing the exams the trade contractor licence “will be inactive until the CIB receives proof of the bond and insurance”: a $5,000 corporate surety bond payable to the Construction Industries Board, in the individual licence holder's name, continuous with 30 days' cancellation notice — plus a certificate of $50,000 commercial general liability insurance with the CIB as certificate holder. An affidavit waiver is published for each trade. S-OK-CIB-ACTIVE-CONTRACTOR

09 Renewal and continuing education

Every licence has a one-year duration and expires on the last day of the licensee's birth month:

Credential

12-month cycle
Late / reinstatement
The licence expires on the last day of the licensee's birth month; a late renewal fee is effective THIRTY (30) days after expiration and the licence may be renewed up to one year from the original renewal date. A licence expired for longer than one year is not renewable — the former holder must make an initial application and RETEST. A licence cannot be issued or renewed until all outstanding CIB fines are paid.
Continuing education
Electrical journeymen and contractors: 12 hours every 36 months (6 hours code update under the OUBCC codes + 6 hours other). Electrical apprentices: 3 hours every year before re-registering (student apprentices exempt). Mechanical and plumbing journeymen and contractors: 6 hours every 36 months.
The same one-year birth-month cycle governs the mechanical and plumbing licences (OAC 158:50-9-3, 158:30-9-3) and the shared $30/$300/$200/$100 + $25/$50/$75/$25 + $5/$20 fee schedule applies to all three (OAC 158:30-9-2, 158:50-9-2).

Late / reinstatement
One-year duration expiring the last day of the birth month; before renewal ALL applicable continuing-education requirements must be met; an expired licence issued by examination may be reinstated with the renewal fee, the late fee, a renewal application and proof of all renewal requirements. A licence cannot be renewed until outstanding fines are paid.
Continuing education
Plumbing journeymen and contractors: 6 hours within the preceding 36 months of the licence expiration.
A licensee who surrenders during a CIB investigation is treated as revoked for one year (OAC 158:30-9-3(e)).
Credential
ok:mechanical_license
12-month cycle
Late / reinstatement
One-year duration expiring the last day of the birth month; a renewed licence is effective when the CIB issues notice of renewal; an expired licence may be reinstated with the renewal fee, the late fee, a renewal application and proof of all renewal requirements; outstanding fines block renewal.
Continuing education
Mechanical journeymen and contractors: 6 hours within the preceding 36 months of the licence expiration.
A licensee who surrenders during a CIB investigation is treated as revoked for one year (OAC 158:50-9-3(e)).
Credential
ok:roofing_registration
12-month cycle
Late / reinstatement
All registrations and commercial endorsements have a duration of no more than one year. A registrant has 31 to 60 days after expiration to renew with a $100 late fee; a registration suspended for any cause is assessed a fee equal to twice the statutory renewal fee ($150); a revoked registration is assessed a $300 reinstatement fee IN ADDITION to the renewal fee. A registration cannot be renewed or reinstated until all outstanding fines owed to the CIB, a district attorney or a district court are paid. Surrender during an investigation is treated as revoked for one year (two years with a subsequent misdemeanor charge).
Continuing education
Commercial roofing qualifying parties: 4 hours of approved continuing education every 36 months, beginning three years from the date they passed their current endorsement exam. Residential-only roofing registrations have no published CE requirement.
The roofing cycle is a REGISTRATION renewal, distinct from the trade licences above; the endorsement renews alongside the registration and has its own fees.
  • Electrical CE — 12 hours every 36 months, half code update. S-OK-CIB-ELECTRICAL
  • Mechanical and plumbing CE — 6 hours every 36 months. S-OK-CIB-PLUMBING
  • Commercial roofing CE — 4 hours every 36 months, beginning three years after the endorsement exam. S-OK-CIB-ROOFING

CE is enforced before renewal: OAC 158:30-9-3(b) requires that “all applicable continuing education requirements must be met” before a licence may be renewed. S-OK-CIB-ELECTRICAL

Blue badge = official source with a retrieval/verification date. The CIB pages and the OAC Title 158 rules were read directly; the handful of statutory PENALTY sections were read as search-result excerpts of the Oklahoma Statutes because the official statute PDFs are not machine-readable here and justia.com returned HTTP 403, and the Roofing Contractor Registration Act PDF could not be read — all disclosed on the source rows and in the research record.

15 Known conflicts and limitations

Open conflictCONFLICT-OK-001Mechanical/plumbing installation scope: the CIB FAQ says residential homes only, while the mechanical contractor page publishes category scopes with no residential/commercial restriction
Source AS-OK-CIB-MECHANICAL

CIB Mechanical FAQ (read 2026-10-05): 'A Mechanical HVAC or a Plumbing license is allowed to install in residential homes only. Installation in a commercial building requires a Mechanical HVAC license, and if more than 500,000 Btu/h per appliance then the Mechanical HVAC license must be an Unlimited license.'

Source BS-OK-CIB-MECH-CONTRACTOR

CIB Mechanical Contractor page (read 2026-10-05): the HVAC/R LIMITED category entitles the licensee to install 'all heating equipment including the process piping that have a heat input of no more than 500,000 Btu/h per appliance' with NO residential/commercial restriction stated on its face, and the HVAC/R UNLIMITED category is the only category described as covering 'any' equipment.

Statusneither value published

OPEN — the FAQ's residential-only sentence and the published category scopes cannot both describe the same rule, and the governing OAC 158:50 text (Cib Permanent Rules PDF, not machine-readable here) was not read to reconcile them. HANDLING: both statements are published side by side (REQ-OK-COMMERCIAL-BTU-001) and the deterministic rule OK-MECHANICAL-COMMERCIAL returns NOT_DETERMINED for the exact commercial boundary rather than choosing one. The 500,000 Btu/h figure is confirmed (it appears on BOTH surfaces).

Open conflictCONFLICT-OK-002Roofing registration scope: the OAC rule requires registration of ALL persons performing roofing contractor work 'unless excluded under the Act', while the Act's own exclusion list could not be read — and third-party pages repeat an undocumented $10,000 threshold
Source AS-OK-OAC-158-85-2-1

OAC 158:85-2-1(a)(1) (read 2026-10-05): 'All persons performing roofing contractor work are required to apply and obtain from the Board a roofing registration number before advertising or engaging in the performance of roofing contractor work unless excluded under the Act.' OAC 158:85-5-1(a): a 'valid and current registration … is required before a person may advertise or act as a roofing contractor, including but not limited to when a person may be a subcontractor providing Direct Supervision for Roofing Contractor Work … unless the person is exempt.' NO dollar figure appears in either rule.

The Roofing Contractor Registration Act, 59 O.S. §1151 et seq., is the statute the rule defers to with the words 'unless excluded under the Act'. RETRIEVAL LIMITATION (disclosed): the CIB publishes the Act as a PDF that this environment cannot parse, so its EXCLUSION list — the only place a de minimis or dollar threshold could live — was NOT read. Separately, several commercial roofing/licensing pages (discovery leads only, NOT sources) describe the registration as applying only to work over $10,000, and one search result repeated 'work valued at more than $10,000'. No CIB page, OAC chapter 85 rule or statutory section read in this research states any such threshold.

Roofing Contractor Registration Act — Title 59 O.S. §1151 et seq. (CIB-published PDF, unreadable here)
retrieved 2026-10-05
Statusneither value published

OPEN — the rule text requires registration of ALL roofing contractor work 'unless excluded under the Act' and contains no threshold, while the Act's exclusion list (which is where a threshold would live) could not be read; on top of that, the widely repeated $10,000 figure has NO official support in this research. HANDLING: the site publishes the rule's own 'all persons' requirement, names the $10,000 claim as NOT_VERIFIED, and the deterministic rule OK-ROOFING-THRESHOLD returns NOT_DETERMINED on any dollar threshold rather than adopting or dismissing it.

Analysis notes

Detected 2026-10-05 while seeding REQ-OK-ROOFING-REGISTRATION-001. The Act's exclusions (which the rule text explicitly defers to) were not readable, so the absence of a threshold is asserted for the TEXTS READ, not for the whole Act (research §P).

Withheld by name — never guessed
  • Local permit fees and any municipal licensing — no municipal code was opened; LOCAL_AUTHORITY_REQUIRED.
  • The PSI examination fee and the statutory fee cap — the fee is set by contract and paid to the provider; the cap in 59 O.S. §1000.5(A)(2) was not readable; NOT_VERIFIED.
  • The exact commercial mechanical boundary — CONFLICT-OK-001, unresolved; the rule returns NOT_DETERMINED.
  • The roofing registration threshold — CONFLICT-OK-002; the rule returns NOT_DETERMINED.
