Minor Work — Oklahoma license requirements
01 The project
The starting point is the work itself — Minor Work in Oklahoma. The job determines which trades are involved, and the trades determine which license classifications may be required.
No project components are seeded for this project — we do not invent component lists without evidence.
02 Jurisdiction
This project is evaluated for Oklahoma — the trade-license, no-general- contractor state. The Construction Industries Board (CIB) licenses or registers exactly four industries (electrical, mechanical, plumbing and roofing) and states that general contractors need no state license while trade licences ARE required to perform or offer licensed trade work. A trade contractor licence stays inactive until the CIB receives a $5,000 corporate surety bond and $50,000 commercial general liability insurance; every licence expires on the last day of the licensee's birth month. Oklahoma jurisdiction page.
Permit fees, local construction rules and any municipal contractor registration were not researched and remain LOCAL_AUTHORITY_REQUIRED. The mechanical commercial boundary is a documented conflict (CONFLICT-OK-001) and the roofing registration threshold is contradicted by an unverified third-party claim (CONFLICT-OK-002); both rules return NOT_DETERMINED rather than guessing. State requirements are not the complete story for any locality.
03 Trade → license
Relations below are recorded per state — only this jurisdiction's classifications are shown.
Trades involved: no seeded components — trade resolution follows from the classification relations below.
- Component basis ELEC-CONTRACTOR-UNLIMITED — Unlimited Electrical Contractor (no scope limit) confirmed S-OK-CIB-HOME rule OK-NO-STATEWIDE-GCCONDITIONAL — routine general building or handyman work triggers NO state credential (there is no statewide general-contractor licence), but the moment a LICENSED trade is performed or offered, that trade's credential is required (rules OK-NO-STATEWIDE-GC, OK-TRADE-LICENSE).
- May require ELEC-CONTRACTOR-UNLIMITED — Unlimited Electrical Contractor (no scope limit) confirmed S-OK-CIB-HOME rule OK-TRADE-LICENSEA minor electrical scope requires the electrical contractor licence; the electrical categories (Unlimited/Residential/Limited) decide which one (rule OK-ELECTRICAL-CATEGORIES).
- Component basis PLUMBING-CONTRACTOR — Plumbing Contractor confirmed S-OK-CIB-PLB-CONTRACTOR rule OK-TRADE-LICENSECONDITIONAL — a minor plumbing scope requires the plumbing contractor licence (rule OK-TRADE-LICENSE).
- May require ROOFING-REGISTRATION — Registered Roofing Contractor (+ Commercial Endorsement for commercial work) confirmed S-OK-OAC-158-85-2-1 rule OK-ROOFING-REGISTRATIONA minor roofing scope still requires the roofing registration — the rule requires registration of 'all persons performing roofing contractor work' with no de minimis exception in the text read (rule OK-ROOFING-REGISTRATION; CONFLICT-OK-002).
- Component basis MECHANICAL-CONTRACTOR — Mechanical Contractor (HVAC/R, refrigeration, gas/process piping, sheet metal, ground source) confirmed S-OK-CIB-MECHANICAL rule OK-AIR-DUCTCONDITIONAL — air duct CLEANING requires no state licence (verified absence, rule OK-AIR-DUCT), while duct installation (sheet metal) and mechanical service are licensed mechanical categories (rule OK-MECHANICAL-CATEGORIES).
04 Scope
What the official sources say about the work involved — typed assertions, never a boolean "covers". Interpretations are marked as such.
- Officially included minor-work Trade License Only If A Licensed Trade Is Performed (requires) CIB home page (Oklahoma General Contractors Statement) S-OK-CIB-HOME The defining Oklahoma boundary: no state credential for general building work, but a state trade credential the moment a licensed trade is performed or offered (rule OK-NO-STATEWIDE-GC, OK-TRADE-LICENSE).
- Officially included ELEC-CONTRACTOR-UNLIMITED Electrical Contracting Without Scope Limitation (may_perform) OAC 158:40; CIB Electrical Contractor page S-OK-CIB-ELEC-CONTRACTOR The only electrical category with no scope limit.
- Officially included MECHANICAL-CONTRACTOR Hvacr Unlimited Refrigeration Gas Process Piping Sheet Metal (may_perform) OAC 158:50; CIB Mechanical Contractor page S-OK-CIB-MECH-CONTRACTOR The unlimited mechanical scope. The other six categories are listed in the classification row.
- Officially excluded MECHANICAL-CONTRACTOR Cooling Over 25 Tons Or Heating Over 500000 Btu Per Appliance (may_not_perform) OAC 158:50; CIB Mechanical Contractor page S-OK-CIB-MECH-CONTRACTOR The HVAC/R LIMITED ceilings. Whether these are residential-only is disputed (CONFLICT-OK-001) and the rule OK-MECHANICAL-COMMERCIAL returns NOT_DETERMINED.
- Requires another classification MECHANICAL-CONTRACTOR Committee Approved Ground Source Installation Certification No Exam (requires) OAC 158:50; CIB Mechanical Contractor page S-OK-CIB-MECH-CONTRACTOR The one mechanical category with NO examination — the exception to rule OK-EXAM.
- Officially included PLUMBING-CONTRACTOR Plumbing Contracting Under A Cib Plumbing Contractor Licence (may_perform) OAC 158:30; CIB Plumbing Contractor page; 59 O.S. §1012 S-OK-CIB-PLB-CONTRACTOR
- Officially included ROOFING-REGISTRATION Roofing Contractor Work Under A Registration Plus Commercial Endorsement (may_perform) OAC 158:85; Roofing Contractor Registration Act S-OK-OAC-158-85-2-1 Roofing is the only Oklahoma credential called a REGISTRATION; the term is preserved (research §B). The Act's own exclusions could not be read (PDF unreachable) — research §P.
- Officially excluded ROOFING-REGISTRATION Cib Enforcement Of Workmanship And Business Disputes (may_not_perform) CIB Roofing page; Roofing Contractor Registration Act S-OK-CIB-ROOFING An honest enforcement boundary the roof-replacement page states (rule OK-ROOFING-SCOPE).
- Officially excluded MECHANICAL-CONTRACTOR Air Duct Cleaning Is Outside Mechanical Licensure (may_not_perform) OAC 158:50; CIB Mechanical industry page S-OK-CIB-MECHANICAL A verified ABSENCE of licensure, not a gap; duct installation (sheet metal) remains licensed.

Oklahoma separates the credential from the permit and the locality: the STATE decides who may perform licensed trade work (the CIB trade licence or roofing registration), while the city or county issues the building permit and — because there is no statewide general-contractor licence — regulates general building contractors itself. The permit and its rules are local — LOCAL_AUTHORITY_REQUIRED. S-OK-CIB-HOME
