Alaska Contractor License Requirements
Alaska registers contractors instead of licensing them for competency: no bid and no work before a certificate of registration (AS 08.18.011(a)), with no dollar threshold and no base examination — five categories (general, specialty, mechanical, electrical, handyman), a residential contractor endorsement for one-to-four-unit homes (the chapter's only exam), bonds from $5,000 to $25,000 and liability minimums of $20,000 / $50,000 / $100,000 with a $2,500-per-project carve-out. Every claim below is traced to an official source with a verification date.
01 The Alaska model
The chapter regulates the BID as much as the work: § 08.18.171(4) defines a contractor to include anyone who "undertakes or offers to perform, or claims to have the capacity to perform, or submits a bid" — and § 08.18.011(a) then bars all of it until a certificate of registration issues. There is no competency exam for that certificate; the state's only contractor examination is the residential contractor endorsement.
- Registration before any bid or work — no threshold — the $10,000 figure people quote is the handyman BOND TIER, never an exemption from registration. (Rule AK-REGISTRATION.) S-AK-AS-0818

- Five categories, three-trade specialty cap — § 08.18.013 lets the division set categories by regulation; § 08.18.024(b): a specialty contractor "may perform work that requires the use of not more than three trades". (Requirement REQ-AK-CATEGORIES-001.) S-AK-AS-0818
The business-licence fee, any separate residential-exam fee, the AS 08.01.100(b) late penalty, the AS 08.40 administrator licence fees and every municipal fee are NOT_VERIFIED or LOCAL_AUTHORITY_REQUIRED and are never seeded. The AS 08.40.390 exemptions (which decide whether a small job needs an administrator at all) were not read this phase.
02 Who regulates
Official host of the Alaska Statutes. Chapter 08.18 (Construction Contractors, §§ 08.18.011–08.18.171) and title 12 chapter 21 (Construction Contractors regulations) were read on 2026-10-08 in the division's official compilation PDF (commerce.alaska.gov/web/Portals/5/pub/contractorstatutes.pdf, HTTP 200) — the statutes and regulations verbatim, published by the agency that administers them.
The LOCAL layer read for this phase: 'Any individual or business engaged in construction within the Municipality of Anchorage Service Area is required to obtain a Municipal Contractors License.' The application requires the STATE of Alaska contractor licence first (plus the mechanical/electrical administrator licence when applicable), pays a fee per licence category (General, Specialty, Plumbing, Mechanical, Electrical), and 'Each license is valid for a maximum of two years, and expires on February 14th of each calendar year.' The municipality 'does not license outside the categories stated on your State of Alaska contractors license'; plumbing and mechanical trades also need a municipal qualification (fitness) card after a bi-monthly municipal exam. Per-city FEES are LOCAL_AUTHORITY_REQUIRED and were not researched.
Administers AS 08.18 and 12 AAC 21: the registration certificate for the general, specialty, mechanical, electrical and handyman categories, the residential contractor endorsement (AS 08.18.025), the $25,000/$20,000/$10,000/$5,000 bond tiers (AS 08.18.071), the AS 08.18.101 insurance minimums and the biennial cycle expiring December 31 of even-numbered years. 03 Registration — no threshold, no exam
AS 08.18.011(a) verbatim: "A person may not submit a bid or work as a contractor until that person has been issued a certificate of registration as a contractor by the department." Registration runs two years and expires December 31 of even-numbered years, costs $100 application + $250 initial biennial certificate (form total $350), and renews at $250.
- No base exam, no experience test, no qualifying party — the application's own checklist is application, fees, insurance, workers' comp (when applicable) and bond. (Rule AK-NO-BASE-EXAM.) S-AK-CON4815
- Renewal — "Registrations are issued for a two-year period and expire on December 31 of even-numbered years … except registrations issued within 90 days of the expiration date"; one notice ≥ 30 days before expiry, and "Failure to receive a renewal notice does not relieve a registrant from the responsibility of renewing." - Advertising carries the registration number — name, mailing address, principal place of business address and registration number on advertising and contracts (a web ad complies if it says the details live on the site and they do); the unregistered may not use "builder", "contractor", "general contractor", "mechanical contractor", "residential contractor", "specialty contractor" or "handyman". - Enforcement — an unregistered contractor cannot sue to collect compensation (§ 08.18.151); civil penalties run up to $1,000 per violation with each day separate (§ 08.18.131), and a repeat knowing violation of § 08.18.011 or § 08.18.025 is a class B misdemeanor (§ 08.18.141(a)). S-AK-AS-0818

04 Residential contractor endorsement — AS 08.18.025
AS 08.18.025(a) verbatim: "A general contractor may not undertake the construction or alteration, or submit a bid to undertake the construction or alteration of a privately-owned residential structure of one to four units or advertise or publicly represent that the general contractor may undertake work of this type in the state without a residential contractor endorsement … In this subsection, 'alteration' means changes that have a value greater than 25 percent of the value of the structure being altered." It is the chapter's only examination.
- How it issues — general contractor registration; pass the residential contractor examination (PSI Services, LLC — at least 70 percent, within the 12 months before applying); the Alaska Craftsman Home Program or equivalent (or a postsecondary arctic-engineering course) within the previous 24 months; a 7-year honesty screen; and the fees ($100 + $250). - Renewal — 16 contact hours of continuing competency per licensing period (first renewal pro-rated at 8 hours per complete calendar year), plus proof of continued competency (§ 08.18.025(c)); a lapse beyond two years forces the exam again.

- General liability — not less than $20,000 property damage / $50,000 injury (death) one person / $100,000 injury (death) more than one person, and the requirement "does not apply to an applicant whose contracting operations are for work on projects where each project has an aggregate contract price … of $2,500 or less." - Workers' compensation — "to the extent required under AS 23.30"; the application form asks for a certificate whenever the business uses employee labor or is a corporation or LLC. S-AK-CON4815
- Cash deposit in lieu — the same amounts as cash, a cashier's check or a CD "State of Alaska in trust for (contractor name)"; a CD is not released until 3 years after ceasing business or 3 years from the deposit's effective date.
06 Handyman — the $10,000 tier
The handyman category is a bond tier for one-shot projects, not an exemption: registration is still required before any bid (§ 08.18.011(a)), and the tier reads "one project with an aggregate contract price of $10,000 or less … when the work is not part of a larger or major operation or otherwise divided into contracts of less than $10,000 to evade a higher bonding requirement" (§ 08.18.071(b)(4)). The FAQ: "Starting January 1, 2015, a professional 'General Contractor - Handyman' license is required … the aggregate total of the project must not exceed $10,000."
- What a handyman may not do — 12 AAC 21.700(2)-(3): no work requiring an electrical or mechanical administrator under AS 08.40, and no work requiring the residential contractor endorsement. (Rule AK-HANDYMAN-LIMIT.) S-AK-CON4816
- Money — $5,000 bond, $100 + $250 = $350 at application (form 08-4816), the same $20,000/$50,000/$100,000 liability minimums.
07 Electrical and mechanical contractors — pinned to a person
Two registrations cannot exist without a licensed administrator: the division "may not issue" an electrical or mechanical contractor certificate unless the applicant "is, or employs, a person currently licensed" under AS 08.40 (§§ 08.18.026, 08.18.028), and 12 AAC 21.600(a) lets a mechanical contractor "only submit bids for, or work on, projects for which the contractor has a licensed mechanical administrator assigned … in the category for which the contractor submits bids."
- Electrical — the registration is void 30 days after the next regular examination if the only administrator leaves (§ 08.18.026(c)); exemptions live in AS 08.40.190 (not read this phase). (Rule AK-TRADE-ADMINISTRATOR.) S-AK-AS-0818

08 Exemptions and the local layer
- Twelve statutory exemptions (§ 08.18.161) — government representatives, court officers, RCA-regulated public utilities, owner/lessee oil, gas and mining operations, finished products not built into a structure, personal property, materials-only suppliers, an owner who contracts with a registered contractor, a person working on their own existing structure or residence, commercial owners using their own employees for maintenance, the owner-builder (one home/duplex/triplex/four-plex or commercial building every two years, with a department notice if the structure is advertised or sold during construction or within two years), and rural farming/logging/fishing access work "unless the person is a licensee." - Local layer — Municipality of Anchorage — a municipal contractor licence is required for construction in the Anchorage Service Area, the state licence comes first, a fee is paid per category, and "Each license is valid for a maximum of two years, and expires on February 14th of each calendar year." AS 08.18.013: 'The department may adopt regulations establishing categories of contractors and the registration or endorsement requirements for persons in those categories.' The regulations define the specialty trades (access flooring, acoustical/insulation, asbestos abatement, carpentry finish and rough, communications, concrete and paving, demolition, drilling, drywall, electrical, elevator, excavation, fence and guardrail, floor covering, glazing, landscaping … roofing, and the rest of 12 AAC 21.200–.570). AS 08.18.024(b) verbatim: 'a specialty contractor may perform work that requires the use of not more than three trades'; § 08.18.024(a) allows a licensed specialty to use defined techniques of another trade when they are 'a small but inseparable part' of its own work. AS 08.18.171(13) verbatim: 'mechanical contractor' means a contractor whose business operations involve 'plumbing, pipe fitting, sheet metal, heating, air conditioning, ventilating, or sprinkler and dry chemical fire protection trades in order to install or modify mechanical piping and systems, devices, fixtures, and equipment' subject to the Uniform Plumbing Code, Uniform Swimming Pool/Spa/Hot Tub Code, Uniform Solar Energy Code and Uniform Mechanical Code. AS 08.18.028(a): 'The department may not issue a certificate of registration as a mechanical contractor to an applicant unless the applicant is, or employs, a person currently licensed as a mechanical administrator under AS 08.40.' 12 AAC 21.600(a): 'The mechanical contractor may only submit bids for, or work on, projects for which the contractor has a licensed mechanical administrator assigned to the contractor registration. The mechanical administrator must be licensed under 12 AAC 39 in the category for which the contractor submits bids for, or works on projects.' 12 AAC 21.700 verbatim: 'A contractor doing business as described in AS 08.18.071(b)(4), may apply for registration as a handyman contractor. A holder of a handyman contractor registration may (1) only submit bids for or work on projects within the scope of a contractor; (2) not perform or employ a person to perform activities requiring an electrical or mechanical administrator under AS 08.40; and (3) not perform or employ a person to perform activities requiring a residential contractor endorsement under AS 08.18.025.' § 08.18.071(b)(4) fixes the qualifying work: 'one project with an aggregate contract price of $10,000 or less, including all labor, materials, and other items, when the work is not part of a larger or major operation or otherwise divided into contracts of less than $10,000 to evade a higher bonding requirement.' 12 Verified absences
- No base examination — AS 08.18 conditions no registration on an exam (rule AK-NO-BASE-EXAM). S-AK-CON4815
- No dollar threshold — the chapter never exempts small work; the $10,000 figure is the handyman bond tier.
- No documented conflict — the FAQ, the forms, the Quick Facts table and the statutes agree on every shared figure; the conflicts table is deliberately empty.
- No standalone plumbing or roofing licence — plumbing lives inside the mechanical contractor definition (§ 08.18.171(13)); roofing is a specialty trade (12 AAC 21.460); neither is its own Alaska licence.
- No state CE for base registrations — continuing competency belongs to the residential endorsement (16 contact hours, 12 AAC 21.650).
