North Dakota Contractor License Requirements
North Dakota is a license state with a real four-class system: a statewide contractor license from the Secretary of State under ch. 43-07 is required once the cost, value or price of a job exceeds $4,000, selected from four classes (A/B/C/D) by the value of a single contract project. There is no examination and no state surety bond — the conditions are liability insurance and Workforce Safety & Insurance. Layered over it are separate trade credentials: electrical (NDSEB, ch. 43-09) and plumbing (State Plumbing Board, ch. 43-18). Every claim below is traced to an official source with a verification date.
01 The North Dakota model
North Dakota is not California, Florida, Arizona, Texas, Georgia, Nevada, Colorado or Washington. It is a four-class license jurisdiction: one statewide contractor license from the Secretary of State, with the class chosen by the value of a single contract project, plus separate trade credentials and a local permit layer.
- The license attaches above $4,000 per job — NDCC 43-07-02(1) bars anyone from acting as a contractor when the cost, value or price per job exceeds $4,000 without the license, and from suing on that work. (Rule ND-LICENSE-REQUIRED.) S-ND-43-07-02

02 Who regulates
The 'registrar' under NDCC ch. 43-07 (43-07-01(5): 'registrar means the secretary of state') — the single state authority that issues, renews, denies, suspends and revokes the four-class contractor license. Verbatim (Contractors page, read 2026-10-05): 'When the cost, value, or price of a job exceeds $4,000, the person doing the work must be licensed as a contractor in North Dakota (NDCC ch. 43-07). This includes subcontractors, general contractors, public contractors, and nonresident contractors.' 05 Exemptions and the $4,000 threshold
The threshold is per job, and the statutory exception list is short:
- The $4,000 trigger is per job — 43-07-02(1)/43-07-01(1); repeated small jobs can still be the business of construction. (Rule ND-MINOR-4K.) S-ND-SOS-CONTRACTORS

06 Bond and insurance
North Dakota conditions no construction credential on a bond: the ch. 43-07 application and renewal require liability insurance and WSI only, and neither the NDSEB nor the State Plumbing Board requires a bond. Liability insurance: A certificate of liability insurance is mandatory at application and at every renewal (NDCC 43-07-04(1), 43-07-10(1)) and must name the Secretary of State as certificate holder; an applicant whose liability insurance lapses is classified 'not in good standing' (43-07-04(3)(a)). Workers' compensation: At application the contractor must 'submit a statement from North Dakota workforce safety and insurance that the contractor has secured workforce safety and insurance coverage satisfactory to workforce safety and insurance' (NDCC 43-07-04(1)), and renewal requires certification that WSI premiums are paid (43-07-10(1)); the Secretary of State requires a WSI certificate of payment if the business has employees residing in North Dakota, or a letter of good standing if it does not meet the significant-contact tests. 07 Renewal
The contractor license renews annually by March 1; the electrical and plumbing certificates renew on their own cycles:
The license runs by contractor year (March 2 – March 1) and must be renewed before March second / by the March first deadline (43-07-10(3), SOS page); the renewal application lists each in-state project over $50,000 completed the preceding calendar year, includes a certificate of liability insurance naming the registrar, and certifies that payroll taxes, WSI premiums and unemployment insurance premiums are paid. Missing the deadline makes the license 'not in good standing' and the contractor 'deemed to be unlicensed within the meaning of section 43-07-02'; renewal is still possible until June first on payment of a $50 penalty plus the renewal fee, after which unrenewed licenses are EXPIRED. NDCC 43-07-02(1) (read 2026-10-05): 'A person may not engage in the business nor act in the capacity of a contractor within this state when the cost, value, or price per job exceeds the sum of four thousand dollars … without first having a license as provided in this chapter.' The chapter's only enumerated exceptions (43-07-08) are government representatives and unaffixed fabricated products — an owner-occupant is not listed.
NDCC 43-07-02 — License requiredNDCC 43-07-24 (read 2026-10-05): 'A person performing general contractor's work on that person's own property, EVEN IF EXEMPT FROM THE LICENSING REQUIREMENTS OF THIS CHAPTER, shall, when applying for a building permit, supply … the license number, as soon as available, of each subcontractor engaged on the project …' — the statute thus presupposes that an owner doing general-contractor work on their own property may be exempt, even though 43-07-08 does not enumerate such an exemption.
NDCC 43-07-24 — Duty to supply license number when applying for a building permitOPEN — no single authority states the owner exemption's basis or boundary.
