Georgia Contractor License Requirements

How contractor licensing actually works in Georgia: a statewide license required since 2004, but not the California/Florida/Arizona shape — Georgia issues the license to a qualifying agent and their affiliated business together, gates residential work at $2,500.00 (with no commercial threshold at all), runs a second statewide trade chapter (Chapter 14), and lets listed specialties contract without a license under board-published lists. Every claim below is traced to an official source with a verification date.

01 The Georgia model

Georgia is not California, Florida, Arizona or Texas. It has a statewide license — the board answers the question in one sentence:

STATEWIDE LICENSE (Ch.41)+STATE TRADE LICENSES (Ch.14)≠LOCAL PERMIT & BUSINESS LAYER
  • Statewide license, since 2004 — board FAQ (verbatim): "Yes. To perform (or offer to perform) residential or commercial general contractor services for compensation in Georgia, you must be licensed in accordance with the laws and rules that regulate this profession." S-GA-FAQ
  • The qualifying-agent architecture — the license is issued to the individual qualifying agent and to the affiliated business organization on whose behalf the application is made; the organization needs a current, full-time licensed QA or it ceases to be considered licensed after 120 days. S-GA-4341-9
  • Residential threshold, no commercial threshold — residential licensure attaches where the higher of value or compensation exceeds $2,500.00 (§ 43-41-2(9)); commercial general contracting is licensable at ANY price (§ 43-41-2(3) contains no dollar figure). S-GA-4341-PDF
  • A second statewide chapter — electrical, conditioned air, plumbing, low voltage and utility work are licensed under Chapter 14 (rewritten effective 2026-07-01 by Act 472 / SB 553), and a Chapter 41 contractor may NOT self-perform any of them. S-GA-4341-2
What this site does not claim

We do not publish local permit amounts, timelines or registration rules beyond the documented City of Atlanta example — those are LOCAL_AUTHORITY_REQUIRED, and no other Georgia locality was researched in this phase.

02 Who regulates

state agency
Georgia Secretary of State (Professional Licensing Division)

State agency that administers every professional licensing board, the GOALS online licensing system (apply, renew, verify), the official fee schedules and license verification. The GOALS licensee search is the official primary-source verification tool for licenses issued by the professional licensing boards (HTTP 200 verified 2026-10-03; Salesforce SPA, operated in a real browser during the fee-schedule research).

state board
State Licensing Board for Residential and Commercial General Contractors

Created 2004 (Ga. L. 2004, p. 786); 15 members appointed by the Governor (8 residential division / 7 general division); assigned to the Secretary of State's office; headquarters 237 Coliseum Drive, Macon, GA 31217. Licenses residential and commercial general contractors under O.C.G.A. Title 43 Ch. 41 through two divisions; publishes the FAQ, how-to guides, specialty exemption policy statements, forms and fee schedule links.

state board
State Construction Industry Licensing Board

State board (under the Secretary of State) that licenses the Chapter 14 trades through five divisions: Electrical, Low Voltage, Utility, Master Plumbers and Journeyman Plumbers, and Conditioned Air (O.C.G.A. Title 43 Ch. 14 as rewritten by Act 472 / SB 553, effective 2026-07-01). Charges the Chapter 14 trade fees on the GOALS fee schedules.

legislature
Georgia General Assembly / Office of Legislative Counsel

Official statutes (O.C.G.A.) and enacted-act summaries. Used to confirm which acts changed Title 43: SB 503 (Ga. L. 2024, p. 705) rewrote the Ch. 41 exam/renewal provisions, and Act 472 / SB 553 repealed and reenacted Chapter 14 effective 2026-07-01. The officially designated O.C.G.A. host (LexisNexis hottopics/gacode, linked from the board's own rules page) requires an interactive agreement and could not be fetched — published limitation; current text was read on a non-commercial reader and corroborated by the SOS-hosted Chapter 41 PDF and the 2026 Legislative Counsel summary.

City of Atlanta — Department of City Planning, Office of Buildings

LOCAL EXAMPLE — NOT STATEWIDE: authority having jurisdiction for building/trade permits, inspections and code enforcement; all permits online via Accela (except Express in person); minimum permit $150 + $25 technology fee (ATL311); homeowner permits exist. No other Georgia locality was researched — local specifics are LOCAL_AUTHORITY_REQUIRED throughout this site.

03 State vs local

Georgia draws an unusually explicit boundary — the state owns the CREDENTIAL and even gates the local permit on it, while locals keep everything else:

QuestionState answerLocal answer
General contractor licenseRequired statewide since 2004 (§ 43-41-17(a)); residential threshold $2,500.00, no commercial threshold. S-GA-FAQLocals may NOT impose additional licensing for state-licensed work (pre-2004 grandfather exception, none identified). S-GA-4341-17
Trade work (electrical / HVAC / plumbing / low voltage / utility)Chapter 14 license required, with its own exemptions and classes S-GA-4341-2Same preemption for Chapter 14 licensees (§ 43-14-19(b)). S-GA-1419
Building / trade permitThe inspector may NOT issue a permit for licensed work until the applicant furnishes the state license number (§ 43-41-14). S-GA-4341-14The city/county issues the permit, sets fees and inspects — Atlanta example below. S-GA-ATL-PERMIT
What locals keep—Permits and inspections, building codes, license/registration fees, taxes, local business licensing, and suspension of a Chapter 14 license after notice and hearing (with appeal to the state). S-GA-1416
Local business license—An occupational tax certificate exists independently of state contractor licensing (Atlanta example). S-GA-ATL-BIZ
What this site does not claim

Permit fee schedules, plan-review timelines, local bonds and every other city's rules beyond the Atlanta example are LOCAL_AUTHORITY_REQUIRED.

04 Credential model

Georgia does not have one credential shape — Chapter 41 classes can be held three ways, and Chapter 14 adds individual and entity credentials:

Credential
Individual License (issued to a person in their own name or as a sole proprietorship — O.C.G.A. § 43-41-6(a)(1))
individual_license
Credential
Qualifying Agent License (individual, issued jointly with the affiliated business organization — O.C.G.A. § 43-41-9(a))
qualifying_agent_license
Credential
Company / Business Organization License (the organization's own license record; requires at least one licensed qualifying agent — GOALS license types; O.C.G.A. § 43-14-2(30) for utility contractors)
company_license
Credential
Individual Certification (Chapter 14 utility manager / utility foreman — O.C.G.A. § 43-14-2(31)(32))
certification
  • Three forms for every Ch.41 class — Individual (own name only, never for an LLC or Inc.), Qualifying Agent (issued jointly with the business; financials in the organization's name) and Company records. S-GA-CHART
  • 120-day replacement window — if the sole qualifying agent departs, the organization has 120 days to employ and apply with a new one before it "shall cease to be considered licensed"; changes are reported within 45 days. S-GA-4341-9
  • Commercial lever = the tier cap — GC Limited Tier covers contracts of no more than $1,000,000.00, change orders included (§ 36-91-2); the unlimited tier has no project financial limits. S-GA-553-4

06 Exemptions and thresholds

Georgia's exemptions live in two statutes — § 43-41-17 (Chapter 41) and § 43-14-19 (Chapter 14) — and each keeps its own conditions. Nothing here is combined into a generic "minor work" rule:

Residential threshold
> $2,500.00
higher of total value or compensation (§ 43-41-2(9)) S-GA-4341-PDF
Commercial threshold
none
licensable at any price — verified absent (§ 43-41-2(3)) S-GA-4341-2
Limited Tier contract cap
$1,000,000.00
per contract, change orders included (rule 553-4-.05(8)(10)) S-GA-553-4
  • Specialty contractor (board lists) — § 43-41-17(f) lets listed specialties contract directly with owners; other work stays within the greater of $10,000.00 or 25% of the total value, and no Chapter 14 work may be done unlicensed. The lists are "under development and subject to change." S-GA-4341-17
  • Repair work — exempt ONLY with disclosure to the owner that the person is unlicensed AND no effect on structural integrity (both mandatory). S-GA-4341-17
  • Owner-builder — own property, sole occupancy, not offered for sale or lease, and no qualifying sale within the prior 24 months. S-GA-4341-17
  • Utilities, rail, pipeline and mining — O.C.G.A. § 43-14-19(c)(1)(2)(3): installation, alteration or repair of plumbing, air conditioning/heating, utility systems or electrical services (except low voltage) UP TO AND INCLUDING THE METERS, when an integral part of their own systems in normal function, by public service companies, railroads, pipeline and mining operations. S-GA-1419
  • Chapter 14 licensee contracting directly with an owner — O.C.G.A. § 43-41-17(e): a Chapter 14 licensee (plumbing, conditioned air, utility, electrical, low voltage) may contract directly with an owner for otherwise Chapter-41-licensed work when the total scope is predominantly their licensed trade, the other work is incidental and an integral part of it, and that other work does not exceed the greater of $10,000.00 or 25% of the total value at the time of contracting; the licensee may not delegate supervision of the other work to an unlicensed person. S-GA-4341-17
  • DOT-qualified contractors — O.C.G.A. § 43-41-17(d): persons qualified by the Georgia Department of Transportation to perform road, bridge, runway or railroad-type work need no Chapter 41 license for that work (for DOT or any other owner requiring similar work); 'services incidental thereto' are defined by division rule. O.C.G.A. § 43-14-19(e): DOT-qualified persons are likewise exempt for utility sections, with the compensatory limits stated in that subsection. S-GA-4341-17
  • Design professionals — O.C.G.A. § 43-41-17(i)(j): architects (Ch. 4), interior designers (Ch. 4) and professional engineers (Ch. 15) may perform services within their registration scope; they may offer design-build services, BUT the contract must state that all commercial-general-contractor services are performed by a duly licensed commercial general contractor. S-GA-4341-17
  • Agricultural buildings — O.C.G.A. § 43-41-17(k): the chapter does not apply to the construction, alteration or repair of buildings classified as agricultural occupancy or used for agricultural storage or purposes. S-GA-4341-17
  • Manufactured homes — O.C.G.A. § 43-41-17(n): the chapter does not apply to the construction or installation of manufactured homes as defined in O.C.G.A. § 8-2-131(4). S-GA-4341-17
  • Completion of an incomplete contract after a licensee's death — O.C.G.A. § 43-41-15: unlicensed affiliates may complete an incomplete contract after the licensee's death, with 30-day notice to the division and division approval. S-GA-4341-PDF
  • Homeowner trade exemption — O.C.G.A. § 43-14-19(d)(1): an individual may install, alter or repair plumbing, air conditioning and heating, utility systems, or electrical and low-voltage wiring in a RESIDENTIAL DWELLING OWNED OR OCCUPIED BY THAT INDIVIDUAL, subject to all chapter provisions, board rules and local codes and inspections. S-GA-1419
  • Employer-premises employees and public-facilities maintenance staff — O.C.G.A. § 43-14-19(c)(5): regular full-time employees performing the trades ON THE PREMISES OF THEIR EMPLOYER. O.C.G.A. § 43-14-19(d)(2): state, county or municipality maintenance staff performing integral maintenance at their own facility, subject to codes and board rules. S-GA-1419
  • Farm/ranch service work — O.C.G.A. § 43-14-19(d)(3): an individual may install, alter or repair the Chapter 14 trades in a farm or ranch service building or as part of a farm irrigation system NOT WITHIN 30 FEET of any dwelling or animal-husbandry building — local codes and inspections expressly preserved. S-GA-1419
  • Lawn sprinkler plumbing — O.C.G.A. § 43-14-19(d)(4): the plumbing component of a lawn sprinkler system is exempt only when installed FROM A BACKFLOW PREVENTER INSTALLED BY A LICENSED PLUMBER. S-GA-1419
  • Propane dealers — O.C.G.A. § 43-14-19(d)(5): LP-gas-licensed, properly insured propane dealers may install, repair or service propane systems and gas piping — but may NOT install conditioned air or forced-air heating systems unless licensed under the chapter. S-GA-1419
  • CATV, gas utility, DPH wastewater and manufactured-home installers — O.C.G.A. § 43-14-19: (c)(4) technicians employed by municipal/county-franchised or municipally owned CATV systems, on their own systems; (c)(7) employees or agents of regulated or municipal gas utilities, in the scope of employment; (c)(6) contractors certified by the Department of Public Health to connect on-site wastewater systems from stub-out to the system; (c)(8) state-fire-marshal-licensed manufactured/mobile home installers, limited to THREE connections: coupling electrical from service entrance panel to distribution panel board, connecting exterior sewer outlets to an aboveground sewer system, and connecting an exterior water line to an aboveground water system. S-GA-1419
  • Utility contractor statewide bid privilege without a Chapter 41 license — O.C.G.A. § 43-14-19(g): a licensed utility contractor may bid and perform utility-system work statewide 'without obtaining a license under Chapter 41 of this title,' and owners may not refuse its bids for lack of a Chapter 41 license. S-GA-1419
  • No emergency, material-only, storm or general handyman-dollar exemption located — Searched across the current O.C.G.A. § 43-41-17 text, the board's exemption and specialty policy pages, and the official Chapter 41 statute PDF (all read 2026-10-03): NO general emergency-work exemption, NO material-only exemption, NO storm/disaster exemption, and NO separate 'handyman' dollar cap beyond the $2,500.00 definition (§ 43-41-2(9)) and the repair-disclosure rule (§ 43-41-17(g)) was located at state level. S-GA-4341-17

07 Local layer (Atlanta example)

LOCAL EXAMPLE — NOT STATEWIDE. The City of Atlanta is used here only to show what the local layer contains. No other Georgia locality was researched, and nothing below applies automatically to any other city.

State layerverified — traced to official sources

The state issues the credential and gates the permit: a county or municipal building inspector may not issue a permit for work requiring a licensed contractor until the applicant furnishes the state license number, and locals must post the state licensing requirements at the permit window (§ 43-41-14). Locals may not add their own licensing for state-licensed work. S-GA-4341-14

Local layernot researched on this site
LOCAL EXAMPLE — City of Atlanta (not statewide)

City of Atlanta: 'DCP's Office of Buildings is responsible for issuing building permits, conducting inspections and code enforcement…' 'The Department of City Planning has moved to a completely electronic process for permit applications and issuance. All permit types must now be submitted online via the Accela Citizen website – except for Express permits, which are only accepted in person.' 'The minimum cost for a permit is $150, plus a $25 technology fee.' 'All required trade permits must be obtained, and all field inspections must be completed and passed prior to the issuance of a Certificate of Occupancy.' Homeowner permits exist: 'The licensed General Contractor—or the homeowner, if it is a homeowner permit—must be present on-site at the time of the inspection.' Credit-card processing fees are no longer absorbed by the City effective 2026-09-14. S-GA-ATL-PERMIT

Permit fees beyond Atlanta's published minimum, exemption lists, timelines and every other city's rules are LOCAL_AUTHORITY_REQUIRED.

08 Bonds

Georgia is a deliberately EMPTY bond table — zero bond_requirement rows, because nothing statewide MANDATES a bond for licensure:

  • No statewide Chapter 41 license bond — statute, rules and the fee schedule mandate none; the $25,000 surety bond is one of five financial-responsibility OPTIONS for residential classes, not a mandate, and reactivation/reciprocity checklists may request a surety document without a published amount. S-GA-HOWTO-RES
  • Chapter 14: permissive $10,000 bond — a licensee MAY post a code-compliance bond with the probate court (§ 43-14-16(b)(2)); permissive, not required, so it is published as a requirement row rather than a bond mandate. S-GA-1416
  • Local bonds — some Georgia cities may require a bond as part of local permitting or registration; never researched to a verifiable amount, so none is published — LOCAL_AUTHORITY_REQUIRED.
Why the table is empty

No bond requirement appears in O.C.G.A. Chapter 41, in any Dept 553 rule, or on the official fee schedule: 0 statewide license bonds. The How-To Guide application checklists DO list 'Surety Bond with Power of Attorney' (and 'Line of Credit') as possible supporting documents on the REACTIVATION and RECIPROCITY checklists (not on the initial By-Examination checklist) — a document the board may request in a financial-responsibility review, with NO amount set by statute, rule or fee schedule → amount NOT_VERIFIED. Separately, a $25,000 surety bond is one of five alternative proofs of financial responsibility for the residential classes (REQ-GA-INS-FINRESP-001) — an option, not a mandate.

09 Insurance and financial responsibility

Georgia conditions licensure and renewal on insurance AND on financial proofs — the two are kept apart here (financial rows are marked, never called insurance):

CoverageStatusApplies when / amountSource
CGLrequired by boardany Chapter 41 license class held — proof at application, certificate maintained with the division, condition of renewal
$300,000 per occurrence (Residential Basic); $500,000 per occurrence (Residential Light Commercial, General Contractor, GC Limited Tier)
Board-rule requirement (rules 553-3/553-4), not a statutory dollar amount; the chart p.4 repeats all four figures — checked, consistent. 30-day notice duty for coverage changes.
S-GA-553-3
WCrequired by lawas required by Georgia law — the chart states the coverage trigger as '3 or more employees in Georgia'; proof in the applicant's/entity's name at application and as a condition of renewal
The coverage DUTY is Georgia law (threshold-gated); the licensing DUTY is to prove whatever the law requires. No licensing dollar amount exists to publish (research §K).
S-GA-CHART
OTHERrequired by boardGeneral Contractor ($150,000) and GC Limited Tier ($25,000) applicants — affirmed net worth
minimum net worth $150,000 (GC) / $25,000 (GC Limited Tier); residential classes instead use the five-option financial-responsibility test
A FINANCIAL requirement, not an insurance product — carried in this table with coverageType 'other' so it renders with the financial-responsibility block and is never called insurance (research §K).
S-GA-553-4
OTHERrequired by boardResidential Basic and Residential Light Commercial applicants — one of five alternative proofs
net worth $25,000 / Bank Credit Reference Form / $25,000 Surety Bond / $25,000 Line of Credit Letter / $25,000 Letter of Credit
The '$25,000 Surety Bond' option here is NOT a license bond — Georgia mandates 0 statewide bonds (REQ-GA-NO-BOND-001); this row records the alternative-proof duty only.
S-GA-CHART
Tax verification — general contractors

O.C.G.A. § 43-41-6(e): GC applicants must provide 'suitable verification of tax payments in a form and manner … prescribed by the general contractor division' (rules 553-4-.01(4) restate the duty). S-GA-4341-6

10 Renewal and continuing education

Chapter 41 renews biennially on June 30 of even-numbered yearswith a six-month late window; Chapter 14 runs a two-year term with a 31-day late window — the two are never merged:

Credential
Chapter 41 — Individual license
24-month cycle
Late renewal
Due June 30 of even-numbered years. Late renewal: the six months after expiration, i.e. July 1 – December 31 of the renewal year (§ 43-41-6(i); rules 553-12-.01(3)/.06(1)); after December 31 the license may be REINSTATED ($300.00 + CE evidence for every lapsed biennium; possible re-examination). The board How-To Guide's 'July 1 – July 31' window is side B of CONFLICT-GA-001 — RESOLVED against it by the statute>rule>webpage hierarchy; the late-renewal FEE amount is withheld under CONFLICT-GA-003.
Continuing education
Residential Basic: 3 hours/year. Residential Light Commercial: 6 hours/year (year = July 1 – June 30; records kept 2 years after the biennium — rule 553-12-.02). CE Broker® reporting mandatory since 2026-01-01. General Contractor classes: 0 hours currently imposed (rule 553-12-.05) though § 43-41-6(k) authorizes up to 8 hours/year.
Keyed to the INDIVIDUAL credential (every Ch.41 class can be held this way). Division director must give ≥1 month advance notice of expiration and fee (§ 43-41-6(j)).
Credential
Chapter 41 — Qualifying agent license
24-month cycle
Late renewal
Same biennial window as the individual license: June 30 of even years, late through December 31 of the renewal year, then reinstatement (CONFLICT-GA-001 resolved; late FEE amount withheld under CONFLICT-GA-003).
Continuing education
Per class held (Residential Basic 3h/yr, Residential Light Commercial 6h/yr, General Contractor 0h imposed); CE Broker® reporting since 2026-01-01.
A QA renewal keeps BOTH the individual license and (through it) the organization's license alive; the 45-day change notice (§ 43-41-9(d)) and the 120-day replacement window (§ 43-41-9(e)(1)) run independently of the renewal cycle.
Credential
Chapter 41 — Company license
24-month cycle
Late renewal
Biennial renewal due June 30 of even-numbered years (GOALS lists Renewal $100.00 for Company license types); late window and reinstatement follow the same Ch.41 rules — late FEE amount withheld (CONFLICT-GA-003).
Continuing education
None attaches to the company record itself — CE attaches to the licensed individuals.
The organization's license record carries pocket-card/roster/cease-and-desist rows on GOALS; it remains licensed only while it has a current qualifying agent (§ 43-41-9).
Credential
Chapter 14 — Trade licenses
24-month cycle
Late renewal
Two-year term (§ 43-14-20(a)). Late renewal 'not to exceed 31 days' immediately following expiration with a late fee (GOALS late-renewal $100.00 for conditioned air and plumbing); after 31 days the license lapses — reinstatement under 3 years: fee + CE verification; over 3 years: the board may require re-examination and an experience affidavit (§ 43-14-20(e)(f)).
Continuing education
Each division may require CE approved by it (§ 43-14-20(g)); hours do not carry forward and failure to complete invalidates the license (k)(l) — per-division HOUR counts NOT_VERIFIED (research §S.5).
Chapter 14's renewal family (electrical, conditioned air, plumbing, low voltage, utility + utility certifications) — a DIFFERENT late window (31 days) from the Ch.41 six-month window; the two are never merged. GOALS also shows a CE Provider credential type per division (roster $50.00/$25.00).

O.C.G.A. § 43-41-6(i): 'Such licenses shall be renewable biennially.' Rules 553-12-.01(2)/.05(2): 'The biennial renewal fee, set by the Board, is due and payable by June 30 of even numbered years.' Late renewal: § 43-41-6(i) allows renewal 'within six months of the date of expiration … and paying a late renewal fee as determined by the board. After six months has elapsed … such license may be reinstated.' Rule 553-12-.01(3): penalty period 'after June 30 and through December 31 of the renewal period' and 'Failure to renew a license by December 31 shall have the same effect as a revocation'; rule 553-12-.06(1): 'the six months late renewal period ending December 31 of the renewal year.' After December 31: reinstatement application + $300.00, CE evidence for every lapsed biennium (residential), possible re-examination (rules 553-12-.06(2)(3)). S-GA-553-12

CE Broker® — mandatory since 2026-01-01

Board FAQ (verbatim): 'As of January 1, 2026, all licensees that are required to do continuing education for renewal in the state of Georgia will be required to: Register and report their continuing education into CE Broker®' — a basic limited-access account is free, and the Board audits. S-GA-FAQ

O.C.G.A. § 43-14-20(a): 'All licenses and certificates issued under this chapter shall be valid for a period of two years and shall be subject to biennial renewal.' Late renewal: 'not to exceed 31 days' immediately following expiration with a late fee (§ 43-14-20(c)); after that the license lapses (d). Reinstatement under 3 years: fee + CE verification; over 3 years: the board may require re-examination and an experience affidavit (e)(f). Each division may require CE approved by that division; hours do not carry forward; failure invalidates the license (g)(k)(l) — per-division CE HOUR counts were NOT retrieved → NOT_VERIFIED. S-GA-1420

Late window conflict resolved — CONFLICT-GA-001

The board How-To Guide says "July 1 – July 31"; the statute and rules say six months through December 31. Resolved in favour of the statute and rule by hierarchy — the published window is July 1 – December 31, then reinstatement (full detail in Conflicts below).

Current O.C.G.A. § 43-41-8(a) (rewritten by SB 503, eff. 2024-07-01): exam exemption only for (1) a holder of a current comparable license from another state or territory WITH A RECIPROCAL AGREEMENT (criteria substantially equivalent including the exam; application materials and exam results available to the division; meets § 43-41-6(a)-(e)), and (2) a person holding a current valid Georgia license in the comparable category (individual or qualifying agent). The applicant bears the burden of proof (§ 43-41-8(b)). The board's chart confirms: 'EXAM EXEMPTION (aka GRANDFATHERING) - This is no longer an option. Why there is no standalone exam page

The exam vendor, scheduling flow and reexamination fee are NOT VERIFIED — rather than publish a half-guessed page, all verified exam facts (class exams vs NASCLA + Georgia Business & Law, the two statutory exemption routes, reciprocity states, experience paths) live here. NOT_DETERMINED beats a plausible invention. S-GA-4341-8

13 Official lookup

Before hiring — or before claiming your own license status — check the official state search. It is linked, not mirrored, so the status vocabulary is whatever the agency publishes:

Verified by fetch on 2026-10-03: the GOALS licensee search returns HTTP 200 and describes itself as "a primary source verification for licenses issued by the Professional Licensing Boards." Chapter 41 and Chapter 14 credentials share the same portal.

15 Scope assertions

Scope is recorded as typed assertions — officially included, officially excluded, requires another classification, not determined, or our interpretation (always marked). There is no boolean "covers".

  • Officially included georgia:residential-basic — Detached One And Two Family Residences Townhouses Up To 3 Stories And Accessory Structures (O.C.G.A. § 43-41-2(10); threshold § 43-41-2(9)) S-GA-CHART
The definition IS the scope — anything outside these structures belongs to Residential Light Commercial or the commercial division. Ch.14 trade scopes are carved out of it by statute (REQ-GA-CH14-SELFPERFORM-001).
  • Officially included georgia:residential-light-commercial — Residential Basic Scope Plus Multifamily And Multiuse Light Commercial Inside The Published Envelope (O.C.G.A. § 43-41-2(11)) S-GA-CHART
A ENVELOPE, not a price: RLC is bounded by building size/height/type (§ 43-41-2(11)) — the monetary threshold applies the same as Residential Basic (§ 43-41-2(9)).
  • Officially included georgia:gc-unlimited — All Types Of Commercial Institutional Industrial Public And Private Construction At Any Price (O.C.G.A. § 43-41-2(3)) S-GA-CHART
No commercial dollar threshold exists (REQ-GA-THRESHOLD-COM-001) — the only numeric bound on the commercial side is the Limited Tier cap.
  • Officially excluded georgia:gc-unlimited — Self Performing Electrical Plumbing Conditioned Air Low Voltage Or Utility Work (O.C.G.A. § 43-41-2(3) proviso (same for residential at § 43-41-2(9))) S-GA-CHART
Recorded per class so each Ch.41 classification row carries the no-self-perform evidence. Encoded by rule GA-CH14-SELF-PERFORM; residential classes carry the identical proviso via § 43-41-2(9).
  • Officially included georgia:gc-limited-tier — Contracts Up To 1 000 000 Inclusive Of Change Orders (Ga. Comp. R. & Regs. r. 553-4-.05(8)(10); § 43-41-5(b)(8)) S-GA-553-4
Encoded by rule GA-LIMITED-TIER-CAP (contract_value + change_orders_value facts; over the cap → the unlimited General Contractor tier is required).
  • Requires another classification georgia:residential-basic — A Current Full Time Qualifying Agent When Contracting For A Business Organization (O.C.G.A. § 43-41-9(a)(e)(1); § 43-41-2(7)) S-GA-4341-9
The qualifying-agent bridge: an organization's license exists only THROUGH a licensed QA (rule GA-QA-BUSINESS). Recorded on the residential class as the representative row; the same bridge applies to every Ch.41 class (§ 43-41-9 applies chapter-wide).
  • Officially included georgia:electrical-class-i — Multifamily Up To 2 Levels Single Family Up To 3 Levels Single Phase Service Up To 400A (O.C.G.A. § 43-14-2(10)) S-GA-1402
Three numeric limits, ALL of which must hold for Class I — encoded by rule GA-ELEC-CLASS (any exceeded → Class II).
  • Officially included georgia:electrical-class-ii — Electrical Contracting Without Restriction (O.C.G.A. § 43-14-2(11)) S-GA-1402
'…to perform work as an electrical contractor without restriction…' — the alternative outcome of rule GA-ELEC-CLASS.
  • Officially included georgia:conditioned-air-class-i — Cooling Up To 60000 Btu And Gas Heating Up To 175000 Btu Plus Permitting Bidding Service And Installation (O.C.G.A. § 43-14-2(5)) S-GA-1402
Georgia's HVAC numeric gate (the analogue of Texas's ACR class limits): 60,000 BTU cooling AND 175,000 BTU gas heating — rule GA-HVAC-CLASS.
  • Officially included georgia:conditioned-air-class-ii — Unlimited Conditioned Air Work Except Boilers (O.C.G.A. § 43-14-2(6)) S-GA-1402
The boiler carve-out is part of the statutory scope and is never dropped (research §F.3).
  • Officially included georgia:master-plumber-class-i — Residential Up To 3 Stories And Commercial Up To 20000 Sqft Plumbing (O.C.G.A. § 43-14-2(24)) S-GA-1402
Two structure gates (stories and building area) — rule GA-PLUMBING-CLASS.
  • Officially included georgia:master-plumber-class-ii — All Scopes Of Plumbing Work Without Limitation (O.C.G.A. § 43-14-2(25)) S-GA-1402
  • Requires another classification georgia:journeyman-plumber — Direction By A Licensed Plumbing Contractor Master Plumber (O.C.G.A. §§ 43-14-2(15), 43-14-2(27), 43-14-13) S-GA-1402
The journeyman performs the work; the MASTER PLUMBER (Class I/II) contracts and pulls permits. Water heaters are expressly in the journeyman's scope — the evidence chain behind the water-heater project page's component row.
  • Officially included georgia:utility-contractor — Utility System Work Statewide Without A Chapter 41 License (O.C.G.A. §§ 43-14-2(30)(33), 43-14-19(g)) S-GA-1402
The entity credential of Chapter 14 — stamped ga:company_license on the classification row — carrying a statewide bid privilege no Ch.41 license confers.
  • Officially included georgia:master-plumber-class-ii — Plumbing From The Property Line To Within 5 Feet Of A Structure (O.C.G.A. § 43-14-13(c)) S-GA-1413
The five-foot line is the plumbing state/local-adjacent boundary: outside it, Master Plumbers and utility companies are qualified; inside it only a Ch.14 plumbing licensee may work — published with both zones.

O.C.G.A. § 43-41-6(i): renewal 'within six months of the date of expiration … After six months has elapsed … such license may be reinstated.' Rule 553-12-.01(3): penalty fee 'after June 30 and through December 31 of the renewal period'; 'Failure to renew a license by December 31 shall have the same effect as a revocation.' Rule 553-12-.06(1): 'the six months late renewal period ending December 31 of the renewal year.'

Chapter 553-12 — Renewal, CE, Reinstatement | Georgia Rules
retrieved 2026-10-03
Statusresolved in favor of S-GA-553-12

RESOLVED by hierarchy: statute > administrative rule > board webpage. The PUBLISHED window is the six-month late-renewal period: July 1 – December 31 of the renewal year; after December 31 the license must be REINSTATED. Both sides are displayed; the July 31 webpage sentence is never published as the window.

Analysis notes

Detected 2026-10-03 while seeding RENEW-GA-CH41-INDIVIDUAL: the board's own guide contradicts the statute and its implementing rules on the length of the late window. The rule text quotes the statute's six months verbatim, so two hierarchy levels agree against the guide. The late-renewal FEE amount is a separate, unresolved problem (CONFLICT-GA-003).

ResolvedCONFLICT-GA-002Exam exemptions: current statute § 43-41-8(a) (narrowed 2024) vs Dept 553 rules 553-2 (stale routes, expired 2006 window)
Source AS-GA-4341-8

Current § 43-41-8(a) (rewritten by SB 503, eff. 2024-07-01) allows exam exemption only for (1) holders of a comparable out-of-state/territory license under a reciprocal agreement and (2) persons holding a current valid Georgia license in the comparable category; the applicant bears the burden of proof (§ 43-41-8(b)). The board's chart: 'EXAM EXEMPTION (aka GRANDFATHERING) - This is no longer an option. The period for submitting an examination exemption application has ended.'

O.C.G.A. § 43-41-8 — Examination exemption (current text)
retrieved 2026-10-03
Source BS-GA-553-2

Rules 553-2-.01 through .05 still describe exam exemptions via a Georgia political-subdivision license or in-state experience (3 projects/5 yrs, 10 projects/10 yrs, 7-of-10 yrs supervisory), each conditioned on 'applications … received between January 1, 2006 and June 30, 2006' — a window that closed 20 years ago.

Chapter 553-2 — Applications and Examinations | Georgia Rules
retrieved 2026-10-03
Statusresolved in favor of S-GA-4341-8

RESOLVED: hierarchy statute > rule. The published exam-exemption paths are the two statutory ones; the rules are recorded as not yet conformed to the 2024 SB 503 rewrite (their application window expired in 2006 regardless). The stale rules' experience facts are used ONLY as licensure experience context, never as a live exam waiver.

Analysis notes

Detected 2026-10-03 seeding REQ-GA-EXAM-EXEMPT-001. The chart's 'This is no longer an option' sentence corroborates the statute — two of three hierarchy levels agree; only the unamended rule text disagrees.

OPEN — no hierarchy resolves two publications of the same board: rule 553-6-.01 delegates amounts to 'the Fee Schedule' without fixing them, and no statute or rule states either amount. HANDLING: the Chapter 41 late-renewal amount is WITHHELD from definitive output (no FEE row; the conflict is shown on the fees page); the $10 processing advisory is published as a CAVEAT on application-fee rows; every other base amount agrees across both sources and is published from the GOALS schedule.

Analysis notes

Detected 2026-10-03 while seeding FEE-GA-CH41-RENEWAL. The two sides disagree by 2x on the late fee and by the existence of a $10 add-on — material to anyone budgeting a late renewal, which is exactly why neither number is published as settled.

OPEN — the fee system's license-type names do not match the post-SB 553 statutory class names, and NO official source publishes the mapping (Restricted↔Class I is plausible but UNSUPPORTED). HANDLING: classifications use the STATUTORY class names; GOALS fee rows are attached under their PUBLISHED GOALS names as fee subjects (labels say so); no equivalence between the two naming systems is ever asserted.

Analysis notes

Detected 2026-10-03 while seeding the conditioned-air and plumbing fee rows. A future official crosswalk would resolve it; until then the fees page shows the naming caveat wherever GOALS names appear.

Limitations of this page
  • The officially designated O.C.G.A. host requires an interactive agreement and could not be fetched — current statutory text was read on a non-commercial reader and corroborated by the SOS-hosted Chapter 41 PDF and the 2026 Legislative Counsel summary; a direct statute-site retrieval remains a published limitation.
  • Chapter 14 late-renewal and CE HOUR counts are NOT VERIFIED per division (the statute authorizes CE; per-division hours were not published in a source read this phase) — no number is shown.
  • Chapter 14 electrical, low-voltage and utility fee rows are NOT VERIFIED (not on the GOALS schedule read 2026-10-03) — withheld, never guessed.
  • Specialty lists are official board policy, expressly "under development and subject to change" — re-check before relying on an exemption outcome.
  • Local permit fees, exemption lists, timelines and registration beyond the City of Atlanta example are LOCAL_AUTHORITY_REQUIRED.
  • Rules evaluate only the facts provided; anything unresolved returns NOT_DETERMINED.
