New Jersey Contractor License Requirements
New Jersey is the registration state. There is no statewide general contractor licence and no roofer licence — instead the Division of Consumer Affairs registers home improvement businesses (the HIC registration, N.J.S.A. 56:8-136 et seq.) at any price, while three boards bind their trades statewide: master plumbers (every permit "shall be signed by a licensed master plumber"), electrical contractors (five years in electrical construction plus a separate business permit — there is no "submaster") and master HVACR contractors (five years, and the circulating $7,500 threshold could not be verified). Below that sits the Uniform Construction Code: no regulated work without an application to the municipal construction official — and Newark's Building Contractor licence as the verified example of the municipal layer.
01 The HIC registration: one credential, no floor, six duties
- Register before you hold yourself out — the Home Improvement registration is the statewide business credential for residential improvement work: $110 initial, $90 annual renewal on the April 1 – March 31 registration year, at any contract value — New Jersey sets no registration floor. S-NJ-AC-1345A-17
- Tiered financial security instead of one bond — $10,000 / $25,000 / $50,000 by contract value, satisfied by a surety bond, an irrevocable letter of credit or other acceptable form (56:8-142(f)-(g)) — the contractor chooses the instrument; the statute fixes the minimum. S-NJ-SA-56-8-142
- Insurance: $500,000 per occurrence plus workers' compensation — commercial general liability of at least $500,000 per occurrence under 56:8-142(a), rising to $1,000,000 for home elevation work. S-NJ-SA-56-8-142
- Written contract over $500 — with the statutory contents and the registration number on the contract itself (N.J.A.C. 13:45A-16.2) — and the three-business-day right to cancel with the prescribed NOTICE TO CONSUMER text attached (56:8-151(b)). S-NJ-AC-1345A-16 S-NJ-SA-56-8-151
- Renewal is annual, not biennial — $90 renewal on the April 1 – March 31 year, $25 late, $50 reinstatement, $20 duplicate certificate; on lapse the contractor must return the certificate and strip the registration number from vehicles, advertising and displays (13:45A-17.11). S-NJ-AC-1345A-17
- Unregistered work is the enforcement line — offering or performing home improvement without a current registration is prohibited, with civil penalties reported up to $10,000 first / $20,000 subsequent. S-NJ-DCA-HIC-FAQ
02 The three boards: plumbing, electrical, HVACR — each binding at any price
- Master plumber (N.J.A.C. 13:32) — the entry is a four-year apprenticeship plus one New Jersey journeyman year of at least 1,200 hands-on hours (or the degree route), $160 biennial ($160 in the first year / $80 in the second), five approved CE credits per biennium (first renewal exempt). The journeyman and apprentice rungs are registrations under the master, not separate licences — and every plumbing permit "shall be signed by a licensed master plumber" in all circumstances. S-NJ-AC-13-32 S-NJ-AC-13-32
- Electrical contractor (N.J.A.C. 13:31) — five years in electrical construction and installation, $225 triennial ($225/$150/$75 by triennial year) plus a separate triennial business permit ($150/$100/$50, $150 renewal), and 34 CE credits per period including a 10-hour in-person course on the latest National Electrical Code. Individuals hold Class A journeyman electrician (8,000 practical + 576 classroom hours, $150 triennial, 15 CE credits), Class B wireman and Class A apprentice credentials — the old "submaster" title no longer exists. S-NJ-AC-13-31 S-NJ-AC-13-31 S-NJ-AC-13-31
- Master HVACR contractor (N.J.A.C. 13:32A) — five years in the HVACR contracting business (four-year apprenticeship or approved training plus one year as an HVACR journeyperson, or the rule's degree pathways), $160 biennial, five CE credits, a pressure seal for entities (the individual master must be the bona fide representative), and constant on-site supervision below two years' experience (13:32A-5.3). The HVACR "journeyperson" is a definition of a supervised worker — not a separate licence. S-NJ-AC-13-32A S-NJ-AC-13-32A
- The $7,500 threshold is not published here — the circulating formulation ("contracts of $7,500 or more", attributed to N.J.S.A. 45:16) could not be verified: N.J.A.C. 13:32A as machine-read carries no dollar threshold, and the statute page that might carry it was unreadable this session. Withheld under CONFLICT-NJ-001 — never guessed. S-NJ-AC-13-32A
03 What New Jersey does not have: no GC licence, no roofer licence
- No statewide general contractor licence — Consumer Affairs' credential surface is the HIC registration plus three trade boards; there is no general contractor board, profession or licence anywhere in N.J.S.A. 45:14C, 56:8-136 et seq. or N.J.A.C. 13:31/13:32/13:32A/13:45A-17, and the UCC routes "contractors who are not subject to State licensing, registration or certification" to local licensing. Confidence reported — an absence assembled from official surfaces, never recited by one page. S-NJ-AC-1345A-17
- No statewide roofer licence — no roofer credential appears on any board surface read this session; residential roofing is covered home improvement under the HIC registration, with the UCC building subcode permit covering the construction side (5:23-2.14(a)). S-NJ-AC-1345A-17
- No "submaster electrician", no HVACR journeyperson licence — the current individual rung is the Class A journeyman electrician, and the HVACR journeyperson is a supervised-worker definition inside 13:32A-1.2, not a credential. Both seeded as verified absences so no page invents them. S-NJ-AC-13-31 S-NJ-AC-13-32A
04 The local layer: the UCC permit and Newark's licence
- The permit is statewide law, issued locally — N.J.A.C. 5:23-2.14(a): no regulated work without an application to the construction official; municipalities issue and inspect under the Uniform Construction Code. S-NJ-AC-5-23-2-14
- Single-family homeowners may do their own dwelling's trade work — the 5:23-2.15(b) exception lets the owner perform the trade work on their own single-family home, but the permit duty is not waived: the application still goes to the construction official. S-NJ-AC-5-23-2-15
- Municipal licensing is real — Newark is the verified example — Newark's Building Contractor licence ("Price: $200+" plus a $20 police-record check) anchors the local tier; Jersey City and Passaic regimes were identified but their fee text did not extract (research §O.9), and every other municipality stays LOCAL_AUTHORITY_REQUIRED. S-NJ-NEWARK-BC
- LP-gas runs its own notice layer — the 250-gallon water-column installation notice to DCA, the 2,000-gallon permit split and the CETP exemptions for appliance service. S-NJ-DCA-LPGAS
05 Renewal cycles: one annual, two biennial, two triennial
- Five verified cycles — the HIC registration renews annually (April 1 – March 31), plumbing and HVACR on a biennial cycle, electrical contractor and Class A journeyman on a triennial cycle. Continuing education attaches to four of them (5 / 34 incl. in-person NEC / 5 / 15 credits) — the first renewal is exempt in the plumbing and HVACR families. 06 Enforcement: what unlicensed looks like here
- HIC — no registration, no work: unregistered home improvement practice carries civil penalties reported up to $10,000 first and $20,000 subsequent, and on revocation or nonrenewal the certificate must be returned and the number stripped from vehicles, ads and displays. S-NJ-DCA-HIC-FAQ S-NJ-AC-1345A-17
- Plumbing — a permit signed by anyone other than a licensed master plumber is the violation the board's own rule puts beyond discretion: signature required "in all circumstances". S-NJ-AC-13-32
- Electrical — the licence number must appear on commercial vehicles and on all advertisements, bid proposals, contracts, invoices and stationery (20-334(b)-style display duty under 13:31), and the separate business permit lapses independently of the contractor licence. S-NJ-AC-13-31
- UCC — work begun without the permit application is the construction official's stop-work ground, statewide. S-NJ-AC-5-23-2-14

Full detail — all 23 figures with the charging authority and the by-name withheld list (the unverified HVACR $7,500 line, Jersey City and Passaic municipal fees) — is on the fees page.
09 Conflicts and verified absences
- One official-vs-official tension is live — a circulating $7,500 HVACR contract threshold, attributed to N.J.S.A. 45:16, against N.J.A.C. 13:32A as machine-read (no dollar threshold in the chapter). Neither figure is seeded: the licence duty publishes, the dollar line waits for an official carrier. The full both-sides record is below. S-NJ-AC-13-32A
- Four verified absences carry the shape — no state GC licence, no roofer licence, no submaster electrician, no separate HVACR journeyperson licence — each confidence reported, each assembled from official surfaces. S-NJ-AC-1345A-17 S-NJ-AC-1345A-17
- Named gaps stay out of the seed — Jersey City's and Passaic's municipal fee text (unreadable PDF/page, research §O.9), the statutory page behind the $7,500 formulation (unreadable, §O.5), and the boards' fixed calendar expiry dates (search listings only, never seeded).
N.J.A.C. 13:32A as machine-read 2026-10-12 (Cornell) contains NO dollar threshold for HVACR licensure — 13:32A-1.2 defines Master HVACR contractor ('a person licensed by the Board who obtains a pressure seal and offers or undertakes HVACR contracting work; for an entity, the individual acting as master HVACR contractor must be its BFR') and the HVACR journeyperson without any contract-value floor or ceiling, and the chapter's contracting provisions carry none either.
N.J.A.C. 13:32A — Board of Examiners of HVAC Contractors (Cornell LII reproduction; no threshold present)The formulation 'no person shall engage in or offer to engage in the business of HVAC contracting … contracts of $7,500 or more' circulates as the New Jersey HVAC rule, attributed to N.J.S.A. 45:16 — the statute page that might carry it was NOT readable this session (the fetcher could not reach it), and no machine-readable official carrier published the operative text on 2026-10-12.
NJ DCA pages (403/unextractable 2026-10-12) — where the $7,500 formulation would live if it survives in current lawNEITHER FIGURE SEEDED — no FEE-NJ-HVACR-THRESHOLD, requirement or scope row asserts a $7,500 line (REQ-NJ-HVACR-THRESHOLD-001 records the withholding). Rule NJ-HVACR-CONTRACTOR publishes the LICENCE duty (five-year entry, $160 biennial, five CE credits) with the caveat that no dollar threshold could be verified, and the hub, classifications and fees pages name the tension. The row retires when an official carrier publishes the operative text.
Analysis notes
This is the CONFLICT-UT-003 pattern applied to a threshold instead of a fee: the honest outcome is the WITHHELD row, named by its number, never a guess. A reader who meets the circulating version learns exactly why this seed does not repeat it — and where to look (the official lookup, S-NJ-MYLICENSE, decides the practitioner's real position).

Retrieval note: njconsumeraffairs.gov — the HIC FAQ, the applications pages, the board pages and the published statute-compilation PDF — returned 403 or unextractable on 2026-10-12, so the administrative rules were machine-read from Cornell LII's reproduction (N.J.A.C. 13:45A-17/16, 13:32, 13:31, 13:32A, 5:23), the statutes from the FindLaw code mirror (N.J.S.A. 56:8-142, 56:8-151), the LP-gas layer from nj.gov/dca, and Newark's licence from newarknj.gov.
