South Dakota Contractor License Requirements
South Dakota has no statewide general contractor licence — the DLR boards list names every occupational board the department directs and no construction contractor board exists. What the state does run are two trade commissions (both inside DLR) and one tax credential: the State Electrical Commission licenses all electricians under SDCL ch. 36-16 — only an electrical contractor may contract electrical work, a Class B electrician may contract farm and residential wiring only, and the licence carries a $10,000 undertaking plus $100,000/$300,000 liability insurance on a biennial cycle expiring midnight June 30 of even years; the State Plumbing Commission licenses plumbing contractors, plumbers and six specialty families under SDCL ch. 36-25 on annual licences expiring December 31; and every person entering a construction contract needs the Department of Revenue's 2% contractor's excise tax licence.
01 The model: no GC licence, three layers
- Verified absence — no GC licence — the DLR boards list (machine-read) shows Abstracters, Athletic, Accountancy, Barber, Technical Professions, Cosmetology, Electrical, Plumbing and Real Estate boards — no construction contractor board; DOR frames the state's contractor credential as the excise tax licence. - Owner's exemption — no licence for installing wiring on one's own residence, farmstead, owner-occupied build or owned private non-habitable property — but the approved homeowner permit comes FIRST, entrances over 60 A stay inspectable, and failure to report the work is a Class 2 misdemeanor. 03 Track 2 — the State Plumbing Commission (SDCL ch. 36-25)
- Covered occupations — plumbers, plumbing contractors, third-year apprentices, sewer & water, appliance, manufactured & mobile home, underground irrigation and water conditioning contractors, and the individual and small on-site wastewater (septic) installers. S-SD-PLUMBING-DEFAULT

04 The universal credential and the local layer

07 Conflicts and verified absences
SDCL 36-16-27 (read 2026-10-09 from the official Wiring Bulletin): 'No rule specifying a wiring permit fee may exceed fifteen dollars each. No rule specifying a late wiring permit procedure fee and failure to renew permit fees may exceed seven hundred fifty dollars.' Read alone, a $20 wiring permit EXCEEDS the $15 rule cap this section sets.
