Maine Contractor License Requirements
Maine is a no-statewide-license state: there is no general or residential contractor license. Maine licenses the individual trade instead — electricians (32 MRSA ch. 17), plumbers (ch. 49) and fuel technicians (ch. 139) — regulates the door-to-door home-repair seller (ch. 128), and leaves building permits to municipalities under the Maine Uniform Building and Energy Code and plumbing permits to 30-A §4215. The one attempt at a statewide contractor license, LD 1226, died in the Senate on 2026-04-29. Every claim below is traced to an official source with a verification date.
01 The Maine model
Maine is not California, Florida, Arizona, Texas, Georgia, Nevada, Colorado, Washington or North Dakota. It has no statewide contractor license at all; the state credential is always an individual trade license, plus one transient-sales registration, and everything else is local.

02 Who regulates
The official host of the Maine Revised Statutes. Every MRSA citation in this seed was read on legislature.maine.gov on 2026-10-05 with HTTP 200 — no mirror was needed. Primary authority for the whole Maine model: 32 MRSA ch. 17 (Electricians), ch. 49 (Plumbers), ch. 139 (Maine Fuel Board), ch. 128 (Regulation of Transient Sales / door-to-door home repair sellers); 10 MRSA ch. 1103 (Maine Uniform Building and Energy Code); 30-A §4215 (plumbing permits). 04 No statewide contractor license
OPOR's complete professions-and-occupations list enumerates every credential the office administers and contains no contractor or general-contractor entry. The only attempt, LD 1226 (HP 801), passed both chambers in June 2025 but died in the Senate when the Legislature adjourned Sine Die on 2026-04-29 and was placed in the legislative files. A caller who reports holding a "Maine general contractor license" holds a credential Maine does not issue — it is a local or out-of-state credential. Do not answer a Maine construction question with "get a state contractor license".

06 Exemptions and owner rights
Maine's exemption lists are statutory and specific — the trade license is tested against the exception BEFORE it is asserted:
- Electrical — 13 statutory exceptions — §1201-A exempts industrial plants, low-energy installers, elevator mechanics, ch. 139 fuel technicians, ch. 49 plumbers for like-in-kind water pump/heater conductor work, ≤3 hp pump installers, wastewater plants, incidental light-fixture/switch work, and an owner in an EXISTING single-family dwelling they occupy (2025 c. 88). - Plumbing — four exceptions — §3302(1) exempts public-utility employees, ch. 139 fuel technicians for same-room existing-piping hot/cold connections only, an owner-occupant of a single-family residence, and ch. 69-C pump installers (≤15 ft, same room, no new branch). 07 Bond and insurance
None of the board pages or licensing chapters read here conditions a Maine credential on a surety bond or a general-liability minimum: the plumber and electrician pages list license, renewal, background-check, late and penalty fees but no bond and no coverage figure, and ch. 17 / ch. 49 / ch. 139 contain no bond requirement. A consumer should still ask a contractor for a certificate of insurance — but Maine does not require it as a licensing condition, and no statewide bond exists to post, verify or renew.
08 Renewal
Every Maine trade license runs a two-year term based on the first-licensure date; the electrical classes additionally require continuing education:
Electrician CE: For Master, Journeyman, Limited and Journeyman-in-Training electricians the board requires Continuing Education of a 15-hour current National Electrical Code course as adopted by the board, on a two-year renewal cycle based on the first-licensure date. Chapter 120 adopted the 2026 NEC as the Maine installation standard for electrical installations commencing on or after 2026-07-01. S-ME-EEB
Reciprocity: The Electricians' Examining Board issues a license to a person licensed in another state or territory that has a reciprocity agreement with Maine and that person has passed that state's written examination and worked as an electrician a minimum of six years; the board presently has reciprocity agreements with New Hampshire and Vermont. For plumbers, 32 MRSA §3504-A requires the board to license an applicant licensed in another state or territory whose licensing standards and experience requirements are at least equivalent and which grants similar privileges to Maine licensees, and reciprocal licenses may not be denied on residency. 11 Solar
- No standalone solar license — verified absence — rooftop photovoltaics are ch. 17 electrical work, so a licensed electrician (with an electrical permit by a master/limited electrician) is the credential. (Rule ME-SOLAR.) S-ME-32-1201
- The only solar-specific provision — LD 1730 (P.L. 2025 c. 644, effective 2026-07-29) added 35-A §3475: a plug-in photovoltaic or battery system whose inverter output exceeds 420 W but is no more than 1,200 W per service address must be installed by a Maine licensed electrician on a dedicated circuit with a single receptacle outlet. The bill would have created a Residential Construction Board and residential building contractor licensing; secondary sources report the threshold as $15,000 and the effective date as 2027-01-01 (those specifics are the BILL's, not law).
