Colorado Contractor License Requirements
How contractor licensing actually works in Colorado: a two-layer state with no statewide general contractor license at all (a verified absence, not a gap) — the state regulates exactly two trades, plumbing and electrical, through DORA's Division of Professions and Occupations, while general construction licensing is local, six researched jurisdictions each with its own regime — and the permit authority flips state ↔ local by job-site county. Registration conditions are workers' compensation and unemployment evidence only (no bond, no GL figure statewide). Every claim below is traced to an official source with a verification date.
01 The Colorado model
Colorado is not California, Florida, Arizona, Texas, Georgia or Nevada: the state never issued a general contractor license. It licenses two trades and leaves everything else to local government:
- No statewide general contractor license — verified absence — enumerated from the DPO program pages: the Division's only construction professions are Plumbing and Electrical. General building, remodeling, roofing, mechanical/HVAC, concrete, carpentry and painting are licensed locally, and Colorado's counties confirm it (Larimer marks only Plumbing/Electrical "Exempt*"; Jefferson County: "does not license State-Licensed Plumbers or Electricians"). - Plumbing — license to work, registration to operate — C.R.S. §12-155-108(1) (verbatim): a person "shall not engage in or work at the business, trade, or calling of a residential, journeyworker, or master plumber in this state until the person has received a license from the division…"; §12-155-108(3) registers the business on fee + workers' compensation + unemployment compensation evidence + a full-time master plumber in charge. - Electrical — same architecture, NEC-aligned — C.R.S. §12-115-109(1) (verbatim): "No person shall engage in or work at the business, trade, or calling of a journeyman electrician, master electrician, or residential wireman in this state until the person has received a license from the division…"; the Electrical Contractor registration needs a licensed master as responsible individual, one company only. - No dollar threshold anywhere — neither Article 155 nor Article 115 contains a contract-price trigger; requirements are experience-HOURS (RP 3,400 h; JW 6,800 h plumbing / 8,000 h electrical; MP 8,500 h). - LOCATION decides the rest — the state inspects only where no local program exists; in listed counties the local building department owns permits and inspection, and may require its own license. We do not publish PPRBD license types, fees or exams (the site was unreachable all research day), state permit fee amounts, PSI fees or any electrical state fee — each is named as NOT_VERIFIED, never estimated. CONFLICT-CO-001 (renewal cycle) and CONFLICT-CO-002 (plumbing-guide insurance) are unresolved and both sides are shown below.
02 Who regulates
The state layer of Colorado construction licensing: the Division of Professions and Occupations houses BOTH construction boards — the Colorado State Plumbing Board (C.R.S. §12-155-104) and the Colorado State Electrical Board (C.R.S. §12-115-104) — at 1560 Broadway Suite 1350, Denver, CO 80202 (board homepages, read 2026-10-04). DPO regulates 'more than 450,000 licensees, certificate holders and registrants' (DPO). Verified by enumerating the DPO program pages: Plumbing and Electrical are the Division's ONLY construction professions — Colorado has NO statewide general contractor license (research §A/§B). 03 State vs local
Colorado's boundary is not Nevada's "state + locals may add" nor Georgia's preemption: the state simply does not license general construction at all. The statutes build the split in themselves:

Permit fee schedules, plan-review timelines and every jurisdiction beyond the six researched rows are LOCAL_AUTHORITY_REQUIRED. A Denver license is not valid in Colorado Springs — the Springs FAQ says so verbatim.
04 Credential model
Colorado issues 7 credential shapes across exactly two state-regulated trades. The split matters: a personal license lets you work at the trade; a registration lets a business operate it (or an employer register an apprentice). There is no generic "general contractor" credential of any kind:
- License to work, registration to operate — personal licenses: Residential / Journeyworker / Master Plumber (RP / JW / MP) and Residential Wireman / Journeyman / Master Electrician (RW / JW / ME); registrations: plumbing contractor, electrical contractor, water conditioning contractor + installer/principal, photovoltaic installer and the apprentice registration. 06 Exemptions and verified absences
Colorado's exemptions are few because there is little to exempt: the state never licensed general construction in the first place. One statutory exemption (homeowner), one employee rule, and three verified absences — none combined into a generic "minor work" loophole:
- Homeowner may self-perform — on the own home only — DPO verbatim: a homeowner may do their own wiring/plumbing if the work is personally performed and the property is "not for sale, resale, or rent and is not generally open to the public", all work is inspected before covering and again on completion, and it complies with the NEC / adopted plumbing code — AND a permit is obtained BEFORE starting. - Hiring warning that comes with it — DPO verbatim: "it is a violation of state law for an individual (other than the homeowner) that is not a registered Electrical or Plumbing Contractor to install an electrical or plumbing project on your property." S-CO-DPO-PERMIT-INFO
- Employees work under the business's credential — and a licensed master who is not a registered plumbing contractor "shall not apply for a permit" when operating independently (§12-155-120(1)(c)(II)(A) verbatim). - Local homeowner variants stay local — Denver owner-occupier exams are free/open-book (no exam for general residential construction incl. roofing); Jefferson County: one residential permit per 24-month period or you are deemed a contractor; Fort Collins owner exemption with conditions — each on its own local row, never merged with the state rule.
No dollar figure defines an exemption anywhere in Colorado (verified absence — not an oversight), and no local exemption list beyond the three published above is asserted — every other locality is LOCAL_AUTHORITY_REQUIRED.
07 Local layer (six jurisdictions)

Solar in Colorado runs through the ELECTRICAL credential plus one brand-new registration (SB25-165) — three provisions, each sourced:
- Photovoltaic installer registration (new) — DPO verbatim: 'Senate Bill 25-165 requires Photovoltaic Installers to register with the State Electrical Board no later than December 31, 2026.'
