Louisiana Contractor License Requirements
Louisiana licenses contractors by classification and project value through the State Licensing Board for Contractors (La. R.S. 37:2150 et seq.) — an exam-based credential with a qualifying party, a net-worth minimum, and insurance + continuing education for the residential family. The rule default: a license is required when the project cost exceeds $50,000; the residential family sits lower — Residential Construction above $75,000, Home Improvement registration above $7,500 (no exam, up to $75,000), Residential Roofing at $7,500 from January 1, 2026. Every claim below is traced to an official source with a verification date.
01 The Louisiana model
Louisiana does not merely register contractors — it examines and licenses them by classification, with the classification chosen by the scope of work and the duty triggered by the project value. The trade-off for the higher bar: the board polices the license actively, and the statute backs it with per-day criminal fines and a percentage-of-contract civil penalty.
- License by classification and value — rule §301.F's $50,000 default with the residential family lower; thresholds include labor AND materials. (Rule LA-THRESHOLDS.) S-LA-BLUE-BOOK
- Residential construction is a distinct license — a commercial license "does not allow you to build a single residential home" (FAQ); residential structures are single-family dwellings and duplexes up to three floors. (Rule LA-THRESHOLDS.) S-LA-BLUE-BOOK
- The consumer instruments are financial — net worth, residential insurance, the § 2159 contract and the 10% civil penalty; no surety bond exists anywhere in the chapter. (Rule LA-NO-BOND.) S-LA-BLUE-BOOK
The fee rows are statutory caps (§ 2156.C) — the board resets actual fees each July (rule §131) and its current schedule was not read this phase. The ~55 subclassifications and specialties beyond those the seeded projects need are not rendered or abbreviated. Parish/municipal permit fees are LOCAL_AUTHORITY_REQUIRED.
02 Who regulates
Official host of the Louisiana Revised Statutes. Chapter 24 of Title 37 (Contractors Licensing Law, §§ 2150–2165) was read this phase through the LSLBC's officially compiled Blue Book, which reproduces the statute and the board's rules verbatim (read 2026-10-05 via text-extraction proxy).
Licenses contractors under La. R.S. 37:2150 et seq.: examination-based classifications (Building Construction, Highway/Street/Bridge, Heavy, Municipal and Public Works, Electrical, Mechanical, Plumbing, Hazardous Materials, Residential Construction, Mold Remediation, Home Improvement) with a qualifying party and the Louisiana business and law requirement per classification; net worth $50,000 (residential/commercial and specialties) or $25,000 (home improvement, mold remediation, labor only); $100,000 GL + workers' compensation for the residential family; 6 hours of annual CE for residential contractors; statutory fee caps $50 exam / $100 license / $100 renewal / $50 delinquent / $50 home improvement. 600 North Street, Baton Rouge, LA 70802.
Referenced by LSLBC rule §301.38 and the FAQ: a Mechanical contractor who performs plumbing work valued over $10,000 must also possess a master plumber license with the State Plumbing Board of Louisiana. Cited here only for that cross-referenced requirement; SPBL's own licence classes were not researched this phase.
03 License thresholds by classification
Rule §301.F verbatim: "A license is required when the project cost exceeds $50,000 except where otherwise noted." The exceptions are the model: the residential family is deliberately lower, and the EM&P trades carry their own $10,000 line (a Mechanical contractor performing plumbing work over $10,000 must ALSO hold a State Plumbing Board master plumber license).
- Residential Construction > $75,000 — a residential structure is "used primarily for occupancy by a person as a residence … single family dwellings, and duplexes which are not more than three floors in height." CONFLICT-LA-001: the board's Types of Licenses page says $50,000 — the statute's $75,000 governs and is the only figure encoded. (Rule LA-THRESHOLDS.) S-LA-BLUE-BOOK
- Home Improvement > $7,500, capped at $75,000 — "No examination or credential is required," with a $25,000 net worth and the insurance + contract duties.
- Residential Roofing ≥ $7,500 from January 1, 2026 — advertising, soliciting or bidding residential roofing requires the Residential Roofing classification (with its trade exam) or Residential Construction. (§ 2156.4.)
- Electrical, Mechanical, Plumbing > $10,000; Hazardous Materials work > $1 with Louisiana Department of Environmental Quality credentialing.
04 What a license requires
- Qualifying party + exams — one qualifying party per classification plus the Louisiana business and law requirement; all classifications require a written examination, a credential, or both, unless otherwise noted. (Rule LA-REQUIREMENTS.) S-LA-BLUE-BOOK
- Net worth — $50,000 for residential/commercial licenses and specialties (except labor only); $25,000 for home improvement, mold remediation and labor only — substitutable with an irrevocable letter of credit covering the shortfall plus any negative net worth. (§ 2156.1B(2).)
- Background investigation — the applicant, each principal and each qualifying party (fiduciary/monetary matters and criminal history). (§ 2156.1C.)
- Insurance — the residential family (Residential Construction and its subclassifications, Mold Remediation, Home Improvement) evidences $100,000 liability + workers' compensation with every application and renewal; a lapse can trigger a cease-and-desist and suspension. (Rule LA-INSURANCE.) S-LA-BLUE-BOOK
- Continuing education — 6 hours annually by a board-approved provider for residential contractors (met if a current commercial license is held in Building Construction, Highway/Street/Bridge, Heavy, or Municipal and Public Works). (Rule LA-CE.) S-LA-FAQ
05 Written contract and the price of skipping it
- § 2159 written contract — the complete agreement, the contractor's license number, the work description, the total price (or a cost approximation for cost-plus/T&M), all signatures, and current insurance certificates; all parties get a copy at signing and no work may begin before all parties sign. (Rule LA-CONTRACT.) S-LA-BLUE-BOOK
- Lien denial — an unlicensed contractor "shall not be entitled to file a statement of claim or a statement of lien or privilege" for sums owed under a contract requiring a license (§ 2159(D)).
- Criminal + civil — unlicensed contracting is a misdemeanor (fine up to $500 per day of violation and/or 3 months; aggravated to $500–$5,000 and/or 6 months–5 years where harm exceeds $300), plus a civil penalty of up to 10% of the contract with costs and attorney fees. (Rule LA-PENALTIES.) S-LA-BLUE-BOOK
06 Who does NOT license
- Owner-builders — an owner may build their personal residence "if the homeowner does not build more than one residence per year" (the one-year clock runs from the certificate of occupancy; marital and employment-relocation exceptions exist), with a board affidavit of exemption before the permit; an owner "cannot build a home to rent or sell without a license." (Rule LA-EXEMPTIONS.) S-LA-BLUE-BOOK
- Other § 2157 exemptions — owners on their own property for their own use; LPSC-regulated utilities; church labor donors; farmers; federally owned projects; employees of any licensee; dewatering/water mitigation; manufactured housing; and more.
- Permit gate — local building departments may not issue permits to unlicensed persons for licensed-scope work, and § 2160 preempts local EXAMINATION authority while preserving local permitting. (Rule LA-PERMITS.) S-LA-BLUE-BOOK
07 Solar Energy Equipment — § 2156.3
A Solar Energy Equipment license is required to install solar energy equipment or systems at a project value of $10,000 or more, and the applicant must hold one of Building Construction, Electrical, Mechanical, or Residential Construction — the solar credential rides a base classification. A Mechanical license is required to connect piping for solar-thermal systems ≥ $10,000. Leasing and financing arrangers are expressly not exempt; homeowners and third-party financiers bear no liability under the section. (Rule LA-SOLAR.) S-LA-BLUE-BOOK

09 Fees — statutory caps
Every amount below is a statutory cap from § 2156.C ("Fees for licenses shall not exceed the following amounts") — the board sets actual fees annually (rule §131) and its current schedule was not read this phase, so the caps are labeled as caps, never as current charges.
| Fee | Amount (cap) | Source |
|---|---|---|
| Examination fee — statutory cap (§ 2156.C(1)) | $50 | S-LA-BLUE-BOOK |
| License fee — statutory cap (§ 2156.C(2)) | $100 | S-LA-BLUE-BOOK |
| Renewal fee — statutory cap (§ 2156.C(3)) | $100 | S-LA-BLUE-BOOK |

11 Verified absences and conflicts
- No surety bond — nothing in ch. 24, the rules or the FAQ requires a contractor license bond (rule LA-NO-BOND.) S-LA-BLUE-BOOK
- CONFLICT-LA-001 (resolved) — the residential threshold: the Types of Licenses page's $50,000 vs the statute's $75,000; resolved for the statute by authority hierarchy, and the $50,000 residential figure is never encoded.
- Current board fees withheld — the statutory caps are seeded and labeled; the board's actual current fee schedule is NOT_VERIFIED this phase.
