Connecticut Contractor License Fees
The 17 verified whole-dollar state fees Connecticut publishes — each one read off the General Statutes or a DCP page on 2026-10-12: the two registration composites ($220 and $360) whose statutory components sit transposed on DCP's own labels, and the single schedule that prices every chapter 393 occupation ($150/$90 applications, $150/$120 licences and renewals). Connecticut prices registrations and occupations, not general contracting — there is no state GC fee because there is no state GC licence — and where a price simply was never printed (the PSI exam, the trainee fees), the row says so.
01 Fee vs insurance vs bond vs permit
- The fee is the small number — $220 to hold the HIC registration, $360 for the new-home registration, $150 to hold a contractor's trade licence: what a credential costs separates cleanly from what it requires — the $20,000 liability proof, the tiered thresholds and the permit. S-CT-CGA-400
- Insurance attaches at the registrations — general liability "not less than twenty thousand dollars" with every HIC and new-home application (§ 20-421(a)(3), § 20-417b(b)); the only six-figure line in ch. 400 is the $1,000,000 that residential heating-oil-tank contractors must evidence (§ 20-420(a)). No statewide figure sits above the floor for ordinary home improvement (verified absence, research §I.5).
- The bond is discipline, not entry — § 20-426a's $15,000 is a bond the commissioner "may require" as a condition of issuance, renewal or reinstatement — Connecticut has NO required surety bond for any of the three registrations or the ch. 393 licences (verified absence, research §I.4). S-CT-CGA-400
- There is no state GC fee to compare against — Connecticut issues no general contractor licence; the municipality charges for the permit or nobody does, and Major Contractor registration is free for DAS-prequalified contractors. S-CT-CGA-393
02 Consumer Protection — the HIC registration: $120 + $100 collected as $220
| Fee | Amount | Kind | Charged by | Source |
|---|---|---|---|---|
| Home Improvement Guaranty Fund fee — annual (statutory component) § 20-432(b) verbatim: 'Each contractor (1) who receives a certificate pursuant to this chapter, or (2) receives a certificate pursuant to chapter 399a and has opted to engage in home improvement … shall pay a fee of one hundred dollars annually to the guaranty fund.' Salespersons pay $40. | $100 | miscellaneous | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-400 |
| Home improvement contractor registration — the $220 DCP charges (application + guaranty fund) DCP application page verbatim: 'Non-refundable application fee: $220.00'. Composition per statute: $120 (§ 20-421(b)) + $100 (§ 20-432(b)) — CONFLICT-CT-003 records the label difference and its resolution. Both numbers are official; only the composition differs. | $220 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-DCP-HIC-APP |
| Home improvement contractor registration — annual renewal DCP renewal page verbatim: 'All registrations expire annually on March 31st. The annual renewal fee is $220.00.' § 20-417b(d)(1) sets the same 31 March expiry for the new-home registration, and both renewal lanes live on one DCP page. | $220 | renewal | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-DCP-RENEWAL |
| Home improvement contractor registration — application fee (statutory component) § 20-421(b) verbatim: 'Each application for a certificate of registration as a home improvement contractor shall be accompanied by a fee of one hundred twenty dollars, except that no such application fee shall be required in any year during which such person has paid the registration fee required under section 20-417b or in any year in which such person's registration as a new home construction contractor is valid.' § 20-421(d) waives it for a contractor of record acting solely for a business entity. DCP collects $120 + the $100 Guaranty Fund as one $220 payment — CONFLICT-CT-003. | $120 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-400 |
Three rows describe ONE charge: the statute's $120 application (§ 20-421(b)) plus the $100 Guaranty Fund (§ 20-432(b)) — which DCP collects and labels as a single "Non-refundable application fee: $220.00". CONFLICT-CT-003 resolves it by composition: both documents are right, the $220 is the sum. The annual renewal rides the same $220 on the April 1 – March 31 registration year. S-CT-CGA-400
03 New Home Construction — $120 + $240 collected as $360, expiring March 31
| Fee | Amount | Kind | Charged by | Source |
|---|---|---|---|---|
| New Home Construction Guaranty Fund fee — annual (statutory component) § 20-417i(b) verbatim (2026 supplement): 'Each person who receives a certificate pursuant to sections 20-417a to 20-417j, inclusive, shall pay a fee of two hundred forty dollars annually to the New Home Construction Guaranty Fund. Such fees shall be payable with the fee for an application for a certificate or renewal of a certificate.' | $240 | miscellaneous | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-399A-SUP |
| New home construction registration — the $360 DCP charges (statute: $120 + $240; the page labels them the other way round) DCP new-home page verbatim: 'New non-refundable registration fee: $360.00 ($240.00 registration fee & $120.00 guaranty fund fee)'. The TOTAL matches the statute ($120 § 20-417b(b) + $240 § 20-417i(b) = $360) but the page's parenthetical transposes the two labels — CONFLICT-CT-002, resolved_with_method in favour of the statutory composition. DCP adds that including home-improvement services on the same registration costs $100. | $360 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-DCP-NHCA |
| New home construction contractor registration — application fee (statutory component) § 20-417b(b) verbatim: 'Each such application shall be accompanied by a fee of one hundred twenty dollars, except that no such application fee shall be required if such person has paid the registration fee required under section 20-421 during any year in which such person's registration as a new home construction contractor would be valid.' P.A. 21-197 cut this fee from $240 to $120 effective 2022-07-01; renewal equals the application fee (§ 20-417b(d)(1)). | $120 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-399A |
The same geometry, a different pair: § 20-417b(b) sets the application at $120 (P.A. 21-197 cut it from $240) and the 2026 Supplement's § 20-417i(b) sets the Guaranty Fund at $240 annually — while DCP's page prints "$360.00 ($240.00 registration fee & $120.00 guaranty fund fee)". CONFLICT-CT-002: both total $360; the statute's composition governs and the page's parenthetical transposes the labels. Claims cap at $50,000 per consumer, fund cap $650,000. S-CT-CGA-399A-SUP
04 Chapter 393 trades — one schedule for every occupation (application, licence, renewal)
| Fee | Amount | Kind | Charged by | Source |
|---|---|---|---|---|
| Trade licence — initial licence fee, any other licence § 20-335 verbatim: '… or a fee of one hundred twenty dollars for any other such license. Any such initial license fee shall be waived for persons who present a recommendation for review issued pursuant to section 31-22u.' | $120 | license | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-393 |
| Trade licence — annual renewal, any other licence § 20-335 verbatim: '… and of one hundred twenty dollars for any other such license.' DCP publishes $120 on each trade renewal line. | $120 | renewal | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-393 |
| Trade licence — application fee, contractor-class licence (E-1, P-1, S-1, SM-1, R-1, PV-1 …) § 20-333(a) verbatim: 'a nonrefundable application fee of one hundred fifty dollars for a license under subdivision (1) of subsection (a), subdivisions (1) and (2) of subsection (b), subdivision (1) of subsection (c) and subdivisions (1), (2) and (3) of subsection (e) of section 20-334a.' Waived for a § 31-22u recommendation for review. | $150 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-393 |
| Trade licence — application fee, journeyman-class licence (E-2, P-2, S-2, apprentice permit …) § 20-333(a) verbatim: 'a nonrefundable application fee of ninety dollars for a license under subdivisions (2) and (3) of subsection (a) and subdivision (4) of subsection (e) of section 20-334a.' | $90 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-393 |
| Trade licence — initial licence fee, contractor's licence § 20-335 verbatim: 'Any person who has successfully completed an examination for such person's initial license under this chapter shall pay to the Department of Consumer Protection a fee of one hundred fifty dollars for a contractor's license …'. Waived for a § 31-22u recommendation for review. | $150 | license | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-393 |
| Trade licence — annual renewal, contractor's licence § 20-335 verbatim: the board may renew 'upon payment to the department of a renewal fee of one hundred fifty dollars in the case of a contractor' if the application arrives within one month of expiry. DCP's electrical, plumbing, heating and elevator pages publish the same $150. | $150 | renewal | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-CGA-393 |
| Trade examination — PSI vendor price NOT PUBLISHED on any DCP page (duty verified) PRICE WITHHELD BY NAME (research §J.1): DCP's exam page says 'CONSTRUCTION TRADES … Examinations: PSI Bulletins' and each trade page adds 'Separate fees will be due to the exam vendor at time of exam registration' — no amount is published on any official Connecticut page read on 2026-10-12, so this row records the duty with amount 0 = 'unpublished', never a guess. | not published | miscellaneous | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-DCP-EXAM |
One schedule prices every occupation: $150 contractor-class / $90 journeyman-class application (§ 20-333(a)), then $150 for the contractor's licence or $120 for any other (§ 20-335), renewed annually at the same prices inside a one-month window — and a lapse over two years requalifies only by running § 20-333 again. The examination row reads not published: DCP says only that "Separate fees will be due to the exam vendor at time of exam registration." S-CT-CGA-393-SUP S-CT-CGA-393
05 Elevator and well drilling — the two family-specific surfaces
| Fee | Amount | Kind | Charged by | Source |
|---|---|---|---|---|
| Elevator licence — application, contractor / journeyperson DCP verbatim: 'Application fee for contractor is $150.00 (Non-Refundable). Application fee for journeyperson is $90.00 (Non-Refundable)'; renewal $150/$120; 'All elevator work licenses expire annually on August 31st.' The same $150/$90 pattern appears on the electrical, plumbing and heating pages — one statutory table, five pages. | $150 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-DCP-ELEVATOR |
| Well drilling registration — application (W-1…W-4, W-7, W-8) DCP verbatim: 'The application fee for all well drilling registration types is $88.00, with the exception of the W-5 and W-6.' Registrations expire annually on 30 April and require a passing score on the Department's written examination. | $88 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-DCP-WELL |
| Well drilling registration — application, W-5 and W-6 DCP verbatim: 'The fee for W-5 and W-6 registration types is $50.00' — the only ch. 393 construction credential priced below the $90 floor. | $50 | application | Connecticut Department of Consumer Protection (DCP) — License Services Division / Trade Practices | S-CT-DCP-WELL |
The two family-specific surfaces: elevator matches the general $150/$90 application pattern, while well drilling runs its own registration prices — $88 (W-1…W-4, W-7, W-8) and $50 (W-5/W-6) — behind a written DCP exam, expiring April 30. S-CT-DCP-WELL
06 Withheld on purpose — never guessed
- PSI examination prices — DCP publishes no amount and the vendor charges separately (research §J.1); the fee row exists so the DUTY is visible and the amount says not published.
- Trainee (SP-2 / SPB) fees, requirements and renewal — the trainee page names the codes without a schedule (§J.3).
- Gas hearth (§ 20-334f) and stair-lift (§ 20-340f) fee schedules — not machine-readable this session (§J.6).
- Late and reinstatement prices for trade licences — § 20-335 gives the one-month window and the >2-year rule but no number (§J.7).
- Municipal registration and permit fees — the local layer was not enumerated this session (§J.4); every town figure is LOCAL_AUTHORITY_REQUIRED.
- The full § 20-426 grounds list and § 20-433 training programme — operative text not extracted (§J.8); ch. 399b pool contractors likewise (§J.9).
- Bond and insurance premiums — private-market prices; the statute prices only the $20,000 floor and the $15,000 disciplinary maximum.
