Home Addition Requirements in Connecticut
The registration-first answer in one build: Connecticut grants NO state general contractor licence above or below any number (verified absence — 'the making of additions' is residential alteration, so the addition contract registers under ch. 400 above $200), while three alternatives switch on by shape: a NEW home (or portion before occupancy) flips the contract to the ch. 399a registration — $120 + $240, expiring March 31, with the permit gate of § 20-417h and the owner-builder consequence that 'all framers, foundation workers, sheetrockers, carpet installers, etc. must be registered new home contractors' — and a structure or addition crossing § 29-276b's five limit lines flips to the Major Contractor registration (free if DAS-prequalified). Underneath, the ch. 393 trades attach per component (plumbing, electrical, heating/cooling), and the municipal permit must be in hand before the work begins. Every claim sourced and dated 2026-10-12.
01 The requirements, sourced
- Home improvement registration required before holding out as a contractor (§ 20-420) — § 20-420(a) verbatim: 'No person shall hold such person out to be a contractor or salesperson without first obtaining a certificate of registration from the commissioner as provided in this chapter.' DCP's application page states the same duty: 'Under the Connecticut Home Improvement Act, an individual and/or business is required to register with the Department of Consumer Protection if they are contracting with a consumer to perform work on residential property.' § 20-427(b)(5) makes it an offence to 'offer to make or make any home improvement without having a current certificate of registration'. S-CT-CGA-400
- New home construction registration required, and it is the permit key (§§ 20-417b, 20-417h) — § 20-417b(a) verbatim: 'No person shall engage in the business of new home construction or hold such person out as a new home construction contractor unless such person has been issued a certificate of registration by the commissioner.' The registration covers contracts to 'construct or sell a new home or any portion of a new home prior to occupancy' (§ 20-417a(8)) on a new single-family dwelling, a dwelling of not more than two units, or a condominium/common-interest unit (§ 20-417a(7)). § 20-417h verbatim: 'No new home construction contractor shall commence work unless each applicable building or construction permit has been obtained … No building official shall issue a building or construction permit to a new home construction contractor unless such contractor has presented to such building official the certificate of registration and registration number of such contractor.' DCP's consumer page adds: 'The registration certificate is needed before a building permit may be issued.' S-CT-CGA-399A
- An owner acting as their own general contractor pushes registration down to every unlicensed-trade subcontractor (DCP consumer guidance) — DCP consumer page verbatim: 'If a consumer is acting as his or her own general contractor for the purpose of building their own home, each contractor not holding a specific trade license for the work they perform must be registered as a new home contractor, when they enter into a contract with the consumer. This means that all framers, foundation workers, sheetrockers, carpet installers, etc. must be registered new home contractors.' And: 'A registered home improvement contractor who also builds new homes needs both registrations.' S-CT-DCP-NHCA-CONSUMER
- New home construction exemptions: licensees within their work, and the $3,500 aggregate line (§ 20-417j) — § 20-417j(a) verbatim: the registration sections 'do not apply to' (1) real-estate brokers and salespersons licensed under ch. 392 'provided such person engages only in work for which such person is licensed under chapter 392'; (2) mobile-manufactured-home dealers authorized under ch. 412 within their authority; (3) 'any other person holding a professional or occupational license, registration or certificate issued pursuant to the general statutes, provided such person engages only in the work for which such person is licensed, registered or certified'; and (4) any contractor entering 'one or more new home construction contracts related to the same new home when such contract or contracts in the aggregate with respect to that home has a total price for work or services that is less than three thousand five hundred dollars.' DCP's page adds the owner exception (homeowners building their own home) and the realtor/mobile-home entries. S-CT-CGA-399A
- Major Contractor registration above the § 29-276b thresholds — free when DAS-prequalified, and ch. 393 licensees are exempt (§ 20-341gg) — § 20-341gg(a)-(b) (2026 supplement) verbatim: 'major contractor' means a person in the business of construction, structural repair, structural alteration, dismantling or demolition 'of a structure or addition that exceeds the threshold limits provided in section 29-276b', or a person performing such structural work under a general contractor's direction — 'Such work includes, but is not limited to, roofing, masonry and structural frame work.' 'No person shall engage in or offer to perform the work of any major contractor in this state … unless such person has first obtained a license or certificate of registration as required under the provisions of chapter 539 or a registration from the Department of Consumer Protection'; 'Individuals licensed under chapter 393 shall be exempt … while engaging in work that they are licensed to perform'; and anyone 'prequalified as a contractor or substantial subcontractor by the Department of Administrative Services pursuant to section 4a-100 shall be issued a certificate of registration as a major contractor, and shall not be required to pay any fee for such registration'. § 29-276b(a): four stories, sixty feet, a 150-foot clear span, 150,000 square feet of gross floor area or 1,000 persons, plus the use-group additions of § 29-276b(b); above the line the building official requires an independent structural engineering review at the owner's cost (§ 29-276b(c)). S-CT-CGA-393C
- Permits are municipal, must be in hand before the work, and licensed trade work on a permit must be done by licensees (§§ 20-338a–20-338c, 29-263) — § 20-338a verbatim: 'Any contractor who applies for a building permit from a local building official for any work required to be performed by a person licensed under the provisions of this chapter, shall cause such work to be performed by a person licensed under the provisions of this chapter.' § 20-338b: the permit application is signed by the licensed contractor or by an agent carrying an ORIGINAL letter on the contractor's letterhead — 'The letter shall not be a copy or a facsimile' — naming the municipality, job, start date, contractor, agent and every licence number; electronic applications are allowed (as amended by P.A. 23-114). § 20-338c: 'No person licensed pursuant to sections 20-330 to 20-341 … shall commence work … unless each applicable permit … has been obtained as required pursuant to local ordinances and the general statutes.' § 20-417h adds the new-home permit gate. DCP: 'Many home improvement projects will require a building permit from the town … The permit must be in hand before the work begins'; permit applications answer to § 29-263 and the State Building Code adopted under § 29-252; DAS maintains the local building-officials list. Connecticut carries 3 conflict rows — CONFLICT-CT-001 (E-2 classroom hours 720-vs-576, UNRESOLVED), CONFLICT-CT-002 (the $360 new-home composition) and CONFLICT-CT-003 (the $220 HIC label) — published beside every answer rather than resolved by guesswork.
04 What it costs
| Fee | Amount | Source |
|---|---|---|
| Home Improvement Guaranty Fund fee — annual (statutory component) § 20-432(b) verbatim: 'Each contractor (1) who receives a certificate pursuant to this chapter, or (2) receives a certificate pursuant to chapter 399a and has opted to engage in home improvement … shall pay a fee of one hundred dollars annually to the guaranty fund.' Salespersons pay $40. | $100 | S-CT-CGA-400 |
| Home improvement contractor registration — the $220 DCP charges (application + guaranty fund) DCP application page verbatim: 'Non-refundable application fee: $220.00'. Composition per statute: $120 (§ 20-421(b)) + $100 (§ 20-432(b)) — CONFLICT-CT-003 records the label difference and its resolution. Both numbers are official; only the composition differs. | $220 | S-CT-DCP-HIC-APP |
| Home improvement contractor registration — annual renewal DCP renewal page verbatim: 'All registrations expire annually on March 31st. The annual renewal fee is $220.00.' § 20-417b(d)(1) sets the same 31 March expiry for the new-home registration, and both renewal lanes live on one DCP page. | $220 | S-CT-DCP-RENEWAL |
| Trade licence — initial licence fee, any other licence § 20-335 verbatim: '… or a fee of one hundred twenty dollars for any other such license. Any such initial license fee shall be waived for persons who present a recommendation for review issued pursuant to section 31-22u.' | $120 | S-CT-CGA-393 |
| Trade licence — annual renewal, any other licence § 20-335 verbatim: '… and of one hundred twenty dollars for any other such license.' DCP publishes $120 on each trade renewal line. | $120 | S-CT-CGA-393 |
| Elevator licence — application, contractor / journeyperson DCP verbatim: 'Application fee for contractor is $150.00 (Non-Refundable). Application fee for journeyperson is $90.00 (Non-Refundable)'; renewal $150/$120; 'All elevator work licenses expire annually on August 31st.' The same $150/$90 pattern appears on the electrical, plumbing and heating pages — one statutory table, five pages. | $150 | S-CT-DCP-ELEVATOR |
| Well drilling registration — application (W-1…W-4, W-7, W-8) DCP verbatim: 'The application fee for all well drilling registration types is $88.00, with the exception of the W-5 and W-6.' Registrations expire annually on 30 April and require a passing score on the Department's written examination. | $88 | S-CT-DCP-WELL |
| New Home Construction Guaranty Fund fee — annual (statutory component) § 20-417i(b) verbatim (2026 supplement): 'Each person who receives a certificate pursuant to sections 20-417a to 20-417j, inclusive, shall pay a fee of two hundred forty dollars annually to the New Home Construction Guaranty Fund. Such fees shall be payable with the fee for an application for a certificate or renewal of a certificate.' | $240 | S-CT-CGA-399A-SUP |
| New home construction registration — the $360 DCP charges (statute: $120 + $240; the page labels them the other way round) DCP new-home page verbatim: 'New non-refundable registration fee: $360.00 ($240.00 registration fee & $120.00 guaranty fund fee)'. The TOTAL matches the statute ($120 § 20-417b(b) + $240 § 20-417i(b) = $360) but the page's parenthetical transposes the two labels — CONFLICT-CT-002, resolved_with_method in favour of the statutory composition. DCP adds that including home-improvement services on the same registration costs $100. | $360 | S-CT-DCP-NHCA |
| Trade licence — application fee, contractor-class licence (E-1, P-1, S-1, SM-1, R-1, PV-1 …) § 20-333(a) verbatim: 'a nonrefundable application fee of one hundred fifty dollars for a license under subdivision (1) of subsection (a), subdivisions (1) and (2) of subsection (b), subdivision (1) of subsection (c) and subdivisions (1), (2) and (3) of subsection (e) of section 20-334a.' Waived for a § 31-22u recommendation for review. | $150 | S-CT-CGA-393 |
| Trade licence — application fee, journeyman-class licence (E-2, P-2, S-2, apprentice permit …) § 20-333(a) verbatim: 'a nonrefundable application fee of ninety dollars for a license under subdivisions (2) and (3) of subsection (a) and subdivision (4) of subsection (e) of section 20-334a.' | $90 | S-CT-CGA-393 |
| Trade licence — initial licence fee, contractor's licence § 20-335 verbatim: 'Any person who has successfully completed an examination for such person's initial license under this chapter shall pay to the Department of Consumer Protection a fee of one hundred fifty dollars for a contractor's license …'. Waived for a § 31-22u recommendation for review. | $150 | S-CT-CGA-393 |
| Trade licence — annual renewal, contractor's licence § 20-335 verbatim: the board may renew 'upon payment to the department of a renewal fee of one hundred fifty dollars in the case of a contractor' if the application arrives within one month of expiry. DCP's electrical, plumbing, heating and elevator pages publish the same $150. | $150 | S-CT-CGA-393 |
| Trade examination — PSI vendor price NOT PUBLISHED on any DCP page (duty verified) PRICE WITHHELD BY NAME (research §J.1): DCP's exam page says 'CONSTRUCTION TRADES … Examinations: PSI Bulletins' and each trade page adds 'Separate fees will be due to the exam vendor at time of exam registration' — no amount is published on any official Connecticut page read on 2026-10-12, so this row records the duty with amount 0 = 'unpublished', never a guess. | not published | S-CT-DCP-EXAM |
| Well drilling registration — application, W-5 and W-6 DCP verbatim: 'The fee for W-5 and W-6 registration types is $50.00' — the only ch. 393 construction credential priced below the $90 floor. | $50 | S-CT-DCP-WELL |
| Home improvement contractor registration — application fee (statutory component) § 20-421(b) verbatim: 'Each application for a certificate of registration as a home improvement contractor shall be accompanied by a fee of one hundred twenty dollars, except that no such application fee shall be required in any year during which such person has paid the registration fee required under section 20-417b or in any year in which such person's registration as a new home construction contractor is valid.' § 20-421(d) waives it for a contractor of record acting solely for a business entity. DCP collects $120 + the $100 Guaranty Fund as one $220 payment — CONFLICT-CT-003. | $120 | S-CT-CGA-400 |
| New home construction contractor registration — application fee (statutory component) § 20-417b(b) verbatim: 'Each such application shall be accompanied by a fee of one hundred twenty dollars, except that no such application fee shall be required if such person has paid the registration fee required under section 20-421 during any year in which such person's registration as a new home construction contractor would be valid.' P.A. 21-197 cut this fee from $240 to $120 effective 2022-07-01; renewal equals the application fee (§ 20-417b(d)(1)). | $120 | S-CT-CGA-399A |
