Minor Work / Handyman Requirements in North Carolina
North Carolina minor work: below $40,000 of project cost NO state general-contractor licence exists to hold (G.S. 87-1's own sentence, raised from $30,000 eff. 2023-10-01) — yet electrical and plumbing have NO dollar floor at all, so the NCBEEC and SBEPHFS credentials apply at any price. The six statutory exceptions and the owner-builder affidavit are the other doors, the $10 Homeowners Recovery Fund fee rides any single-family permit, and the municipal layer stays LOCAL_AUTHORITY_REQUIRED. 01 The requirements, sourced
- $40,000 project-cost threshold for general contractor licensure (NCGS § 87-1) — Effective October 1, 2023, NCGS § 87-1 requires a valid North Carolina general contractor's license for any project that includes the construction of any building, highway, public utilities, grading or any improvement or structure where the cost of the undertaking is forty thousand dollars ($40,000) or more; any project that is less than forty thousand dollars ($40,000) does not require a valid general contractor's license in North Carolina (raised from the prior $30,000 threshold by HB 488). - The six statutory exceptions to § 87-1 licensure (secondary source — ncleg.gov blocked) — NCGS § 87-1's licence requirement does not reach six categories, as enumerated by the UNC School of Government's machine-read commentary (2026-10-09): (1) contracts under $40,000; (2) industrial equipment, power-plant equipment, radial brick chimneys and monuments; (3) buildings on land owned by the performer and occupied only by that entity or that entity's person-or-family (including local-government own-force work, itself capped at $500,000 total or $200,000 labor-only by G.S. 143-135); (4) farm buildings on the farmer's own land for the farmer's own use; (5) public buildings contracted directly with an electrical/plumbing/HVAC state licensee where a licensed GC performs all GC work and the GC work is no more than 25% of the total bid (G.S. 87-1.1); and (6) modular building installation with a $5,000 surety bond (G.S. 143-139.1; Petty v. - Owner-builder path — actively manage, present at every inspection, occupy and control 12 months — The NCLBGC's owner-builder route is narrow: occupancy 'solely … is restricted to the family of a person, officers, shareholders of a firm or corporation and guests and social invitees where no consideration is received'; the owner 'shall actively manage and superintend the project', hire, manage and pay all subcontractors and be physically present for every inspection; the affidavit binds the owner to occupy and control the property for 12 months before any sale or lease; there is no power-of-attorney substitution and no spouse-by-deed substitution. - No standalone roofer/solar/painter/framer/handyman credential (assembled absence) — North Carolina issues NO standalone state credential titled roofer, solar installer, painter, framer or handyman: the state's construction-credential surface is exactly three boards — the NCLBGC's five general-contractor classifications (whose Building classification covers 'all building construction and demolition activity including … all residential building construction'), the NCBEEC's ten electrical classifications and the SBEPHFS's 31 plumbing/heating/fuel-piping/fire-sprinkler qualifications — all machine-read 2026-10-09. Work in those trades therefore rides the general-contractor threshold above $40,000 (Building classification, rule NC-GC-THRESHOLD), needs NO state credential below it, and picks up the electrical or plumbing licence only when those trades are touched. - The local layer — permits and permit-driven insurance are city/county matters, unresearched this pass — Local permit requirements are their own layer the state does not speak for: the NCLBGC's FAQ states 'there may be insurance requirements for individual projects or for pulling building permits', permit offices are the ones who collect the Homeowners Recovery Fund fee 'for the construction of any single-family/modular residential dwelling unit … that requires a building permit' (Rowan County's official page), and NO municipal code — Charlotte/Mecklenburg, Wake/Raleigh, Guilford or any city business-licence schedule — was opened this pass, so every city-specific permit, fee, registration and local-insurance fact remains LOCAL_AUTHORITY_REQUIRED.
