Illinois Contractor License Classifications
Illinois's 19 seeded classifications sit across three agencies and two local regimes — because there is no single state contractor licence to hang them on. IDFPR gives roofing a Limited / Unlimited pair decided by unit count, not price; IDPH runs the plumbing ladder from apprentice to the annual contractor registration; OSFM licenses fire sprinklers behind a PE or NICET qualifier. Below that, Chicago prices general contracting in five value classes and Cook County simply registers you by trade. There is no statewide electrician, mechanical or home improvement credential — those absences are seeded as absences.
01 What is actually classified here
- No state umbrella exists — each credential below belongs to its own agency and statute: 225 ILCS 335 (roofing), 225 ILCS 320 (plumbing), 225 ILCS 317 (sprinklers), MCC chapter 4-36 (Chicago) and the county's registration ordinance. Nothing aggregates them, and nothing licenses general building work. S-IL-IDFPR-PROFLIST
- Two of the five regimes have no price at all — roofing, plumbing and fire sprinkler work are licensed at ANY dollar value; only Chicago prices the work (by single contract) and Cook prices the registration (flat, per trade). S-IL-RF-APP S-IL-PC-APP
- Competency and contracting are split — Illinois licenses the PERSON for plumbing (apprentice → examination → licence) and registers the COMPANY separately ($150/yr, Plumber of Record, insurance, bond); roofing ties the company to a qualifying party who must have passed the exam. S-IL-PHL-EXAM S-IL-RF-APP
- Verified absences — no statewide electrician, no mechanical/HVAC/ sheet metal/fuel gas credential, no home improvement registry: electrical and mechanical work is licensed by the locality that chooses to license it (confidence reported). S-IL-IDFPR-PROFLIST S-IL-IDFPR-PROFLIST

| URF | Roofing Contractor licence (IDFPR, Illinois Roofing Industry Licensing Act 225 ILCS 335; 68 Ill. Adm. Code 1460 — Limited for residential work incl. properties of 8 units or less, Unlimited for residential/commercial/industrial; the licence hangs on a human qualifying party who must pass the Illinois Residential or Residential-Commercial-Industrial examination within 3 years; $125 application; continuous surety bond $10,000 (BD-LRF) / $25,000 (BD-URF); RF-INS liability $500,000 per occurrence + property damage $250,000 per occurrence; workers' comp + IDES statement when employees; expires December 31 of odd-numbered years) | Licensed Roofing Contractor — Unlimited (residential, commercial, industrial) | RF application verbatim: 'Unlimited Roofing License: Unlimited Roofing License means a license made available to contractors whose roofing business is unlimited in nature and includes roofing on residential, commercial and industrial properties.' Bond form BD-URF ($25,000 continuous); same RF-INS insurance minima; qualifying party must pass the Illinois Residential, Commercial and Industrial Examination. | 225 ILCS 335; 68 Ill. Adm. Code 1460; IDFPR form DPR-RF | S-IL-RF-APP |
| LRF | Roofing Contractor licence (IDFPR, Illinois Roofing Industry Licensing Act 225 ILCS 335; 68 Ill. Adm. Code 1460 — Limited for residential work incl. properties of 8 units or less, Unlimited for residential/commercial/industrial; the licence hangs on a human qualifying party who must pass the Illinois Residential or Residential-Commercial-Industrial examination within 3 years; $125 application; continuous surety bond $10,000 (BD-LRF) / $25,000 (BD-URF); RF-INS liability $500,000 per occurrence + property damage $250,000 per occurrence; workers' comp + IDES statement when employees; expires December 31 of odd-numbered years) | Licensed Roofing Contractor — Limited (residential) | RF application verbatim: 'Limited Roofing License: Limited Roofing License means a license made available to contractors whose roofing business is limited to residential roofing, including residential properties consisting of 8 units or less.' Bond form BD-LRF ($10,000 continuous, per Section 3(2)(d) of the Act); RF-INS insurance; qualifying party must pass the Illinois Residential Examination. | 225 ILCS 335; 68 Ill. Adm. Code 1460; MCC/IDFPR form DPR-RF | S-IL-RF-APP |
LRF covers "residential roofing, including residential properties consisting of 8 units or less"; URF covers "residential, commercial and industrial properties". The bond follows the class ($10,000 vs $25,000 continuous), the insurance does not change (RF-INS: $500,000 personal injury / $250,000 property damage per occurrence), and both are inoperable without an active, examined qualifying party — reported within 30 business days of any change. Granted on passing the state examination; the licence fee is $100 (IDPH retired-plumber form verbatim: 'After passing the exam, the fee for a plumber license is $100'). Display duty under 225 ILCS 320/5 (place of business + employee register; Class A misdemeanor, $1,000 fine and suspension/revocation for violations). | 225 ILCS 320/10; 77 Ill. Adm. Code 890 | S-IL-PHL-EXAM |

'After a maximum apprenticeship period of 6 years, those individuals who do not apply for the plumbers licensing exam (or fail the exam) will not be eligible for a renewal of the apprentice license.' The examination application must be filed at least 30 days before the exam date ($175, Illinois apprentice route). | 225 ILCS 320; 77 Ill. Adm. Code 890 | S-IL-DPH-PLUMBING |
| PLUMBING-CONTRACTOR | Plumbing Contractor registration (IDPH, 225 ILCS 320 + 77 Ill. Adm. Code 894 — 'any licensed plumber or apprentice plumber who performs work for another person' must register with the state ANNUALLY: $150 annual fee (non-refundable), a named Licensed Plumber of Record holding an active Illinois plumber licence, minimum general liability / bodily injury / property damage / workers' compensation insurance, a $20,000 surety bond for sole proprietors (77 IAC 894.20 'requires a bond for all plumbing work'); $100 reinstatement/late fee; advertising and licence-display duties under 225 ILCS 320/5) | Plumbing Contractor registration (IDPH) | IDPH page verbatim: 'Plumbing Contractors are any licensed plumber or apprentice plumber who performs work for another person… All plumbing contractors must register with the state and pay an annual fee.' The application sets the price ('$150 annual registration fee') and the footer the penalties ('Renewal Fee: $150 / Reinstatement/Late Fee: $100 / Returned Check Fee: $200'). A named Licensed Plumber of Record with an active Illinois licence, GL/BI/PD/WC insurance, and — for sole proprietors — the $20,000 IDPH surety bond (77 IAC 894.20 'requires a bond for all plumbing work'). | 225 ILCS 320; 77 Ill. Adm. Code 894 (§ 894.20 bond) | S-IL-PC-APP |
The apprentice licence lasts up to six years; at the end of it, no examination means no renewal. The plumber licence is the state's ONLY post-apprentice plumbing credential (Chicago's journeyman/master ladder is municipal and travels separately). The plumbing CONTRACTOR registration is annual and attaches to "work for another person" — sole proprietors add the $20,000 bond of 77 IAC 894.20, everyone adds four coverages and a named Plumber of Record. Irrigation registers annually with the same department but never covers fire-protection work. S-IL-PC-APP S-IL-DPH-PLUMBING

- roof-replacement — the idfpr roofing licence regardless of job price (225 ILCS 335) S-IL-RF-APPIllinois' sharpest contrast with the general absence: no GC licence exists, yet the ROOF alone is licensed statewide at a $0 floor (rules IL-ROOFING + IL-NO-STATE-GC).
- il:gc_a — general contracting outside the city of chicago under the state umbrella (MCC ch. 4-36; 815 ILCS 510; 225 ILCS professions chapters) S-IL-IDFPR-PROFLISTConfidence `reported` because the state-level absence is assembled from official surfaces, never recited by a single page saying 'Illinois has no GC licence'.
- il:cook_general — contracting in unincorporated cook county (Cook County Building and Zoning contractor registration) S-IL-COOK-REGA registration, not a licence: the county polices insurance and permits, competency comes from state/municipal credentials (rule IL-COOK-REG).
- il:cook_roofing — the state idfpr roofing licence (Cook County contractor registration (roofing lane); 225 ILCS 335) S-IL-COOK-REGThe seam where the two silos meet: the county registration is only the envelope — the state licence travels inside it (rule IL-ROOFING).
- il:gc_e — a single contract project of 500000 or more (MCC §§ 4-36-030, 4-36-090) S-IL-CHI-GC-APPClass E is the entry rung — the smallest Chicago GC licence, still carrying a $1,000,000 per-occurrence CGL floor (rule IL-CHI-GC).
- hvac-installation — no statewide mechanical or hvac licence (225 ILCS professions chapters; Illinois Mechanical Code (local administration)) S-IL-IDFPR-PROFLIST`reported` for the same reason as the other absences — assembled from three official surfaces, never recited by one page.
- il:apprentice_plumber — unsupervised plumbing or plumber of record duties (225 ILCS 320/10(d); 77 Ill. Adm. Code 894) S-IL-PC-APPAn apprentice may be named on no registration — the Plumber of Record slot requires the full licence (rule IL-PLUMBING-CONTRACTOR).
- minor-work — no statewide gc or home improvement credential at any price (815 ILCS 510; 225 ILCS 317/320/335) S-IL-HRA-510Confidence `reported`: the absence is ASSEMBLED from the profession list and the statute's structure — three official surfaces agree, none states the negative outright.
- bathroom-remodel — plumbing registration and local electrical licensing (225 ILCS 320; 77 Ill. Adm. Code 890/894) S-IL-DPH-PLUMBINGThe bathroom page's real content is the plumbing stack — Illinois is the rare state where the CONTRACTOR half is a registration and the competency half is an individual licence.
These limits feed the deterministic rules (IL-ROOFING, IL-PLUMBER-LICENCE, IL-PLUMBING-CONTRACTOR, IL-SPRINKLER, IL-CHI-GC, IL-CHI-PLUMBING, IL-CHI-ELECTRICAL, IL-COOK-REG, IL-LOCAL-PERMITS, IL-OWNER-BUILDER) that project pages evaluate — missing facts return NOT_DETERMINED, never a forced answer. The two DRAFT rows are the ones whose source text could not be read in full (the § 15 sprinkler exemptions and the village layer).
