Massachusetts License Classes
Massachusetts licenses five credential families: the individual Construction Supervisors License (eight classes under 780 CMR), the Home Improvement Contractor registration, the individual plumber / gas fitter / LP installer licences, the electrician and systems licences and the business-side plumbing business licence. There is no general-contractor classification and no credential keyed to a dollar value.
01 Construction supervisor — OPSI / Board of Building Regulations and Standards (780 CMR)
Demolition only — for buildings under 35,000 cu ft, one- and two-family dwellings with accessories, agricultural buildings, and walls less than 10 ft (footing base to wall top).
Construction, reconstruction, alteration, repair or removal of doors, windows and siding, including repair and replacement of damaged window or door framing under 4 ft wide and up to 25% of sheathing — for buildings under 35,000 cu ft, one- and two-family dwellings with accessories, and agricultural buildings.
Installation of insulation including repair and replacement of sheathing and siding — for buildings under 35,000 cu ft, one- and two-family dwellings with accessories, and agricultural buildings.
Installation of solid fuel burning appliances. 'Does not allow work on any structural elements including sheathing. Inlet or exhaust elements required for installation may be exceptions.' Buildings under 35,000 cu ft, one- and two-family dwellings with accessories, agricultural buildings.
'Unrestricted Construction Supervisor is responsible for directly supervising persons (including self) who are engaged in construction, reconstruction, alteration, repair, removal, or demolition involving any activity regulated by the Code for: buildings containing less than 35,000 cubic feet of enclosed space, one- and two-family dwellings or any accessory buildings thereto, irrespective of size, buildings used for farm purposes, and retaining walls less than 10 feet in height at all points along the wall as measured from the base of the footing to the top of the wall.'
'Restricted Construction Supervisor is responsible for directly supervising persons (including self) who are engaged in the construction, reconstruction, alteration, repair, removal, or demolition involving any activity regulated by the Code for any one- and two-family dwelling and accessory buildings thereto, irrespective of size.' mass.gov's license-types page carries the same scope under the heading 'CSL One and two family dwellings' (one and two family dwellings with any additional accessory).
Construction, reconstruction, alteration, repair, removal or demolition of masonry structures that require a permit, for buildings of any use containing less than 35,000 cubic feet, one- and two-family dwellings with accessories, agricultural buildings, and walls less than 10 ft. The handbook adds: 'A masonry license is not sufficient for the construction of masonry buildings. Supervision of such work would require possession of at least a restricted construction supervisor license, dependent upon the scope of work.'
Construction, reconstruction, alteration, repair or removal of roof covering, including repair, replacement of 25% sheathing and 25% of sistering roof rafters — for buildings under 35,000 cu ft, one- and two-family dwellings with accessories, and agricultural buildings. The handbook adds: 'A Roof Covering Construction Supervisor is not authorized to work on or supervise work relating to the structural elements of a roof, including sheathing.'
02 Home improvement contractor — Office of Consumer Affairs and Business Regulation (c. 142A)
'Contractors, subcontractors, partnerships, or corporations that solicit, bid on, or perform contracting work in Massachusetts on an existing, owner-occupied residential property with one to four units, must be registered as a Home Improvement Contractor (HIC).' §9: 'No contractor or subcontractor shall undertake, offer to undertake, or agree to perform residential contracting services unless registered therefor with the approval of the office of consumer affairs and business regulation.'
03 Plumber / gas fitter / LP installer — Board of State Examiners of Plumbers and Gas Fitters (248 CMR)
The highest plumbing license issued by the Board of State Examiners of Plumbers and Gas Fitters. Applicants apply online through eLIPSE (mailed applications are returned) and pay an application fee of $31 plus a $78 license fee when they pass. A master plumber's statement of experience signs off journeyman applicants' experience.
Applications must be completed online through eLIPSE and must upload an Education Verification Form signed by an official at the applicant's school, a Statement of Experience Form signed by the supervising master plumber (the Employer's Statement section cannot be modified after signature), a 2x2 passport-style photo and the CORI acknowledgement (second page notarized). Application fee $31; license fee $52 paid at the test center after passing.
The board 'Registers apprentice plumbers and gas fitters' — an apprentice registration puts the trainee on the board's roster while training under a licensed plumber/gas fitter. Renewal fee $40 (apprentice plumber renewal, eLIPSE).
The highest gas-fitting license issued by the board — gas fitting is licensed SEPARATELY from plumbing in Massachusetts. Application fee $31; license fee $97.
Gas-fitting work under a supervising master gas fitter: the application requires a Statement of Experience form signed by the supervising master gas fitter and is submitted online through eLIPSE. Application fee $31; license fee $52.
An individual license for installing undiluted liquefied petroleum gas installations, issued by the same board and renewed with 6 hours of approved continuing education. Renewal fee $66 ($52 for a limited LP installer).
04 Electrician / systems — Board of State Examiners of Electricians (237 CMR)
The business-holding electrical license. Application fee $66 and license fee $155, plus PSI examination fees of $135 for both portions ($80 trade, $55 business/practical). Renewal $117; licenses expire July 31 on a three-year cycle with 21 hours of continuing education (237 CMR 17.01 — 15 hours mandatory).
Application fee $31 and license fee $104, plus the PSI examination ($135 total for both portions: $80 trade + $55 business/practical). Renewal $78; expires July 31 on a three-year cycle with 21 hours of CE.

05 Plumbing business — corporation or partnership (248 CMR)
The board 'Issues corporate and partnership' plumbing licenses — the business-side credential a plumbing company holds alongside its individual master/journeyman licenses. License fee $225; corporation or partnership renewal $225.
