New York Credential Classes — Local Licences, No State Ladder
New York's credential surface has four local layers and no state rung: the NYC DCWP Home Improvement Contractor licence (residential work anywhere in the city, no dollar threshold), the NYC DOB General Contractor Registration (the permit gate for 1–3 family homes, stacked under the HIC for renovations), the DOB skilled-trade licences (four representatives of the official "more than 30 types" list), and the county home improvement licences of Suffolk, Nassau, Westchester, Putnam and Rockland. There is no state classification of any kind: the Department of State says it verbatim.
01 Four layers, zero state rungs

02 NYC DCWP Home Improvement Contractor licence — the residential gate
Any person or business doing construction, repair, remodeling or other home improvement work to any residential land or building in New York City — explicitly 'the construction, replacement, or improvement of basements, driveways, fences, garages, landscaping, patios, porches, sidewalks, swimming pools, terraces, and other improvements to structures or upon land that is next to a home or apartment building'. No dollar threshold appears anywhere in the DCWP text: the licence attaches to the WORK, not to its price. One principal (sole proprietor, general partner, corporate officer, principal, director, or shareholder owning 10% or more) passes the 30-question Home Improvement Exam (21 right) within 60 days of appearing in ExamBuilder; the fee includes the first two attempts ($50 buys two more after two failures).
03 NYC DOB General Contractor Registration — the permit gate
Every contractor who builds one-, two- and three-family homes must register with DOB to obtain New Building permits; renovation permits 'are only issued to a Licensed General Contractor'. No exam appears on the registration page — it is a registration with money, insurance and address conditions: $300 registration / $240 renewal / $50 late, 3-year term (LIC6, online via DOB NOW); a place of business inside New York City (AC §28-401.18); licence number and business information on trucks, business cards and advertisements (AC §28-418); safety endorsements for construction, concrete and demolition work on buildings four stories or more; general liability insurance of at least $1,000,000 per occurrence plus workers' compensation and disability insurance kept active for permit issuance.
04 DOB skilled-trade licences — from the official 'more than 30 types' list
DOB-issued skilled-trade licence named on the official 'more than 30 types' list — the person legally able to perform and sign off electrical work requiring a DOB permit. Entry money: LIC41 written exam application $585 ('Master and Special Electrician…') and LIC42 practical exam application $530, with the practical test due within twenty-four months of passing the written test (Title 1 RCNY §104-01(c)(2)(iv)&(v)) and no practical sittings in July/August. Licence and insurance must be active and current when a permit application is filed.
DOB-issued skilled-trade licence named on the official list — required for plumbing work that pulls a DOB permit (the LAA — Limited Allocation Application — path for plumbing, fire suppression and oil-burner installations runs through it). Entry money: LIC41 written exam application $585, LIC42 practical $530, practical within 24 months of the written pass, no practical sittings in July/August; insurance active and current at permit time.
DOB-issued skilled-trade licence named on the official list — sprinkler, standpipe and fire-protection piping work; the residential project-requirements page adds that work relocating or modifying sprinklers/standpipes/fire-protection systems requires FDNY notification and approval. Entry money: LIC41 written exam application $585, LIC42 practical $530 (practical within 24 months; none in July/August).
Class A installs any type of oil-burning equipment; Class B is limited to equipment using domestic grade fuel oils one to four. Fees read verbatim: licence $100.00, renewal $75.00, late renewal $50.00, seal fee $100.00 new / $75.00 renewal, **licence term 3 years**. 05 County home improvement licences — the AG's five-county ring
Outside New York City, home improvement contractors must be licensed in exactly five counties — Suffolk, Nassau, Westchester, Putnam and Rockland — quoted verbatim from two Attorney General pages read this pass. Every other New York county has NO home improvement licensing layer (the DOS: 'some counties and local municipalities do'). Each licensing county runs its own office of consumer affairs with its own fee, exam and term; those amounts were NOT researched this pass (official county sources returned 403) and stay LOCAL_AUTHORITY_REQUIRED.
06 What the county row does and does not claim

- Withheld by name — every per-county fee, term, exam and entry requirement: the official county sources returned 403 this pass, so those figures are LOCAL_AUTHORITY_REQUIRED and never seeded. A locality NOT on the AG list was not verified — the sentence is the sourced claim, not a survey of all 62 counties.
