Minor Work — Texas license requirements
01 The project
The starting point is the work itself — Minor Work in Texas. The job determines which trades are involved, and the trades determine which license classifications may be required.
No project components are seeded for this project — we do not invent component lists without evidence.
02 Jurisdiction
This project is evaluated for Texas — a state with no statewide general contractor license (Texas Business Licenses & Permits Guide, Office of the Governor): general construction is regulated only through the LOCAL layer (a city or county permit, plus whatever registration the city requires), while the state licenses the TRADES — electrical and air conditioning/refrigeration through TDLR (Occ. Code Ch. 1305 / Ch. 1302) and plumbing through the TSBPE (Ch. 1301), each credential with its own conditions, fees, renewal and official lookup. Texas jurisdiction page.
Permit fees, plan review timelines and every city's registration rules were researched ONLY for the documented City of Austin example (contractor registration before permit work); every other Texas locality remains LOCAL_AUTHORITY_REQUIRED. State requirements are not the complete story for any locality.
03 Trade → license
Relations below are recorded per state — only this jurisdiction's classifications are shown.
Trades involved: no seeded components — trade resolution follows from the classification relations below.
- May require TECL — Electrical Contractor (business) confirmed S-TX-TDLR-MASTER-ELEC rule TX-ELECTRICAL-WORKThere is NO state handyman or small-works license to hold or be exempt from (REQ-TX-NO-GC-001 / REQ-TX-NO-THRESHOLD-001) — general minor work is decided by the LOCAL permit layer alone. This row applies only when the work includes ELECTRICAL components: then 'anyone who performs electrical work must be licensed' unless a §1305.003 exemption holds (owner-occupant (a)(6), maintenance person (a)(8), low voltage (a)(12)…), each subject to municipal override (§1305.201). Rule TX-ELECTRICAL-WORK evaluates owner/municipality facts and returns NOT_DETERMINED when they are missing.
- May require MASTER-PLUMBER — Master Plumber (individual) confirmed S-TX-TSBPE-LAW rule TX-OWNER-PLUMBINGApplies only when the work includes PLUMBING components: §1301.351 requires a TSBPE license under an RMP unless the property owner performs plumbing in the owner's own homestead (§1301.051 — rule TX-OWNER-PLUMBING). The statutory plumbing-permit exception list (§1301.551(c): leaks, lavatory/kitchen faucets, ballcocks/water control valves, garbage disposals, water closets) decides the permit question for those five items only (rule TX-PLUMBING-PERMIT); everything else needs a local permit where the city has adopted a plumbing ordinance.
04 Scope
What the official sources say about the work involved — typed assertions, never a boolean "covers". Interpretations are marked as such.

06 Rule: TX-ELECTRICAL-WORK
Electrical work licensing: anyone who performs electrical work must be licensed under Occ. Code Ch. 1305 except §1305.003 exemptions — the homeowner exemption needs owner AND occupancy, and municipal regulation may override the exemption (§1305.201). Three facts decide; missing facts yield NOT_DETERMINED.

07 Rule: TX-OWNER-PLUMBING
Plumbing licensing: §1301.351 requires the proper TSBPE license, supervision by a licensed person, and (for anyone advertising or offering plumbing) a secured Responsible Master Plumber — unless the property owner performs plumbing in the owner's own homestead (§1301.051). Owner + homestead facts decide; missing facts yield NOT_DETERMINED.

08 Rule: TX-NO-GC-LICENSE
General construction in Texas: no statewide general contractor license exists (Texas Business Licenses & Permits Guide) — the decision turns on the LOCAL layer: whether a permit is required and what the city's registration rules are. 09 No threshold to exempt from — the deliberate contrast
California prices a state license at $500, Florida at $2,500 and Arizona at $1,000 — each state gates a STATE license with a dollar amount. Texas has no statewide general contractor license to gate, so no statewide dollar threshold exists at all: price never converts general work into licensable work in Texas. The only trigger for general work is a LOCAL permit requirement, city by city. S-TX-GOV-GUIDE
| Layer | Trigger for general / handyman work |
|---|---|
| State license | none — no statewide license exists, so no price threshold exists |
| Local permit | the city decides when a permit is required (never guessed) |
| Local registration | city-specific — Austin example: GC, trade and homeowner contractors must register before permit work |
Plumbing components carry their own state rule: §1301.551(c) requires a permit BEFORE plumbing except five statutory minor repairs — repairing leaks, replacing lavatory or kitchen faucets, replacing ballcocks or water control valves, replacing garbage disposals, replacing water closets. Work outside that list needs the local permit; the plumbing LICENSE question is separate (rule TX-OWNER-PLUMBING above). S-TX-TSBPE-LAW
10 Local permit layer
The state decides WHO MAY CONTRACT; the local authority decides permits, plan review, inspections, permit fees, timelines and any registration. TDLR is explicit: "The local licensing or inspecting authority (i.e. cities, counties, and regions with jurisdiction) is responsible for inspecting work performed in their area(s). TDLR does not perform inspections required for local permitting and code requirements." Cities retain their own ordinance and fee-schedule authority under state law. S-TX-TDLR-ELEC-COMPLIANCE
The researched local example is the City of Austin (LOCAL EXAMPLE — NOT STATEWIDE): contractors, general contractors and homeowners acting as contractors must register before permit work begins; in Austin's own words, "In Texas, anyone can be a General Contractor, including homeowners, and a state license is not required."
