Roof Replacement — Texas license requirements
01 The project
The starting point is the work itself — Roof Replacement in Texas. The job determines which trades are involved, and the trades determine which license classifications may be required.
| Component | Trade |
|---|---|
| Roof cover system | Roofing |
02 Jurisdiction
This project is evaluated for Texas — a state with no statewide general contractor license (Texas Business Licenses & Permits Guide, Office of the Governor): general construction is regulated only through the LOCAL layer (a city or county permit, plus whatever registration the city requires), while the state licenses the TRADES — electrical and air conditioning/refrigeration through TDLR (Occ. Code Ch. 1305 / Ch. 1302) and plumbing through the TSBPE (Ch. 1301), each credential with its own conditions, fees, renewal and official lookup. Texas jurisdiction page.
Permit fees, plan review timelines and every city's registration rules were researched ONLY for the documented City of Austin example (contractor registration before permit work); every other Texas locality remains LOCAL_AUTHORITY_REQUIRED. State requirements are not the complete story for any locality.
03 Trade → license
Relations below are recorded per state — only this jurisdiction's classifications are shown.
Trades involved: Roofing.
Deliberate assertion, not a gap: Texas has no state credential this project could relate to. C.S.H.B. 3344 (which would have created TDLR reroofing licenses) died in Calendars on 05/08/2025 and is not law, and no general contractor license exists to record either — the answer lives in the requirements table below and in the local layer.
04 Scope
What the official sources say about the work involved — typed assertions, never a boolean "covers". Interpretations are marked as such.
No scope assertions are seeded for this project's classifications yet.

C.S.H.B. 3344 would have created TDLR-administered reroofing contractor licenses, but the official bill history ends at 'Committee report sent to Calendars' on 05/08/2025 — the 89th Legislature adjourned without passing it. The bill would have created TDLR-administered reroofing contractor licenses (2-year term, general liability insurance + surety bond by rule, rules due 2026-04-01, issuance could start 2026-06-01, effective date 2025-09-01). BILL STATUS read the same day from the official history page (capitol.texas.gov/BillLookup/History.aspx?LegSess=89R&Bill=HB3344): Filed 02/25/2025 → Referred 03/21/2025 → Reported favorably as substituted 04/30/2025 → 'Committee report sent to Calendars' 05/08/2025 — and nothing after. The 89th Legislature adjourned without passing it: HB 3344 is NOT law and no reroofing license exists (research §F.3). |

06 Rule: TX-NO-GC-LICENSE
General construction in Texas: no statewide general contractor license exists (Texas Business Licenses & Permits Guide) — the decision turns on the LOCAL layer: whether a permit is required and what the city's registration rules are. Missing local facts yield NOT_DETERMINED; no dollar threshold exists at state level.

07 Why Texas has no roofing license — and the bill that died
Texas does not require a state-issued license for reroofing contractors. The official House committee analysis of C.S.H.B. 3344 states it plainly: "Texas does not currently require a state-issued license for reroofing contractors." The bill would have created TDLR-administered reroofing contractor licenses — but the official bill history ends at "Committee report sent to Calendars" on 05/08/2025; the 89th Legislature adjourned without passing it. It is NOT law. S-TX-LEG-HB3344
The Governor's guide corroborates the general picture: "General contractors are not required to obtain a license to practice in Texas. A general contractor may be subject to local (county or city) requirements and may need to coordinate with those localities." S-TX-GOV-GUIDE Houston documents the same boundary for prime/general contractors. S-TX-HOU-GUIDE

| Statewide general contractor license | none — does not exist | S-TX-GOV-GUIDE |
| State roofing / reroofing license | none — C.S.H.B. 3344 died in Calendars 05/08/2025 (not law) | S-TX-LEG-HB3344 |
| Local building permit | required where the city requires it — fee/inspection local | S-TX-HOU-PERMIT |
| Local contractor registration | depends on the city — Austin example: registration before permit work | S-TX-AUS-REG |
Had it passed, HB 3344 would have required liability insurance and a surety bond by Texas Constructing Licensing Regulatory rule — recorded only as bill context, never as current law. The insurance/bond rows for this project are therefore deliberately empty: no state authority imposes them on roofers.
08 Local permit layer
The state decides WHO MAY CONTRACT; the local authority decides permits, plan review, inspections, permit fees, timelines and any registration. TDLR is explicit: "The local licensing or inspecting authority (i.e. cities, counties, and regions with jurisdiction) is responsible for inspecting work performed in their area(s). TDLR does not perform inspections required for local permitting and code requirements." Cities retain their own ordinance and fee-schedule authority under state law. S-TX-TDLR-ELEC-COMPLIANCE
The researched local example is the City of Austin (LOCAL EXAMPLE — NOT STATEWIDE): contractors, general contractors and homeowners acting as contractors must register before permit work begins; in Austin's own words, "In Texas, anyone can be a General Contractor, including homeowners, and a state license is not required."
