02 Jurisdiction
This project is evaluated for Texas — a state with no statewide general contractor license (Texas Business Licenses & Permits Guide, Office of the Governor): general construction is regulated only through the LOCAL layer (a city or county permit, plus whatever registration the city requires), while the state licenses the TRADES — electrical and air conditioning/refrigeration through TDLR (Occ. Code Ch. 1305 / Ch. 1302) and plumbing through the TSBPE (Ch. 1301), each credential with its own conditions, fees, renewal and official lookup. Texas jurisdiction page.
Permit fees, plan review timelines and every city's registration rules were researched ONLY for the documented City of Austin example (contractor registration before permit work); every other Texas locality remains LOCAL_AUTHORITY_REQUIRED. State requirements are not the complete story for any locality.

Code Ch. 1806 contract terms (§1806.155): the solar sale/lease agreement must provide that installation 'will be performed by a licensed electrical contractor' and conspicuously state that contractor's name and license number, and the retailer or electrical contractor must obtain any permit required by a government entity plus utility interconnection approval. The installation leg therefore runs through the TDLR Electrical Contractor credential (itself qualified by a Master Electrician of record). The sales side is a separate TDLR registration (solar retailers/salespersons since 2026-09-01 — REQ-TX-SOLAR-001; electrical contractors exempt from that registration).

07 Chapter 1806 — two dates, two different duties
Texas regulates residential solar on two separate clocks: the CONTRACT terms (installation by a licensed electrical contractor) have applied since 2025-09-01, while the RETAILER REGISTRATION duty became enforceable on 2026-09-01. Neither creates a solar-specific construction license — the installation leg runs through the ordinary TDLR electrical credential.

08 Local permit layer
The state decides WHO MAY CONTRACT; the local authority decides permits, plan review, inspections, permit fees, timelines and any registration. TDLR is explicit: "The local licensing or inspecting authority (i.e. cities, counties, and regions with jurisdiction) is responsible for inspecting work performed in their area(s).
