08 Water heaters are carved OUT of the appliance-dealer exemption
The plumbing exemptions include an appliance-dealer branch: persons connecting appliances to existing openings with a code-approved connector (§1301.053(4)). The statute explicitly excludes this state's subject: the exception covers appliance installation "other than installation and service work on water heaters." A water-heater replacement can therefore NEVER ride the appliance-dealer exemption — it runs through §1301.351 (license + supervision under a Responsible Master Plumber) unless the owner-homestead exemption applies. Permit: a water heater is NOT among the five §1301.551(c) exception items, so a plumbing permit is required in any municipality that has adopted a plumbing ordinance (mandatory above 5,000 inhabitants). Gas connection and venting rules are local code — not researched here, LOCAL_AUTHORITY_REQUIRED.

The state decides WHO MAY CONTRACT; the local authority decides permits, plan review, inspections, permit fees, timelines and any registration.
