Arizona Contractor License Classifications
The Arizona Registrar of Contractors issues separate licenses for residential and commercial work — and dual licenses covering both — for each trade. These 15 classifications carry their official scope text exactly as the ROC publishes it, grouped by the fee table's families, with the source and verification date on every row.
01 The classification axis
- Residential contracting (verbatim ROC definition) — "constructing, altering, repairing, adding to, subtracted from, improved, moved, wrecked or demolished any residential structure… and any appurtenances on or within residential property lines, connection to utility service and sewer lines, meters and mechanical or structural service for any residential structure." - Commercial contracting — anything other than residential (ROC's own definition). S-AZ-ROC-CLASS
- Dual (CR / KA / KB) — one license covering both axes; for the bond, the dual amount is the residential plus commercial amount combined. S-AZ-ROC-BOND
The ROC's per-classification "License Classification Requirements" PDF (experience and exam detail) was blocked by a Cloudflare interstitial during research, so a page per classification would repeat this table without adding verified facts. Those routes are marked absent in the index policy instead of being published thin. Only the statutory minimum experience (4 years, 2 within the last 10 — A.R.S. §32-1122(E)) applies across classifications.

07 Deterministic scope limits
- arizona:r-42 — roof substrate replacement up to 10 percent (ROC R-42 scope (roc.az.gov/license-classifications)) S-AZ-ROC-CLASSVerbatim scope text: the R-42 licensee may replace up to 10 percent of the total roof substrate square footage after the roofing contract; more than 10 percent requires the licensee to subcontract (SCOPE-AZ-R42-SUBSTRATE-GT10). - arizona:r-42 — subcontracting of substrate replacement above 10 percent (ROC R-42 scope (roc.az.gov/license-classifications)) S-AZ-ROC-CLASSAbove the 10% substrate threshold an R-42 licensee must subcontract the substrate work. A general residential license (B or B-3) covers roofing without this limit — recorded as an alternative relation on the roof-replacement project, not as a scope row.
- arizona:r-39 — installation of new service panel or sub panel (ROC R-39 scope (roc.az.gov/license-classifications)) S-AZ-ROC-CLASSVerbatim: 'a new circuit may be added to the existing service panel or sub-panel. Excluded is the installation of a new service panel or sub-panel.' Installing a new service panel or sub-panel therefore requires another classification — electrical (R-11 residential, C-11 commercial, or the dual CR-11). Encoded by rule AZ-HVAC-PANEL.
- arizona:r-62 — structural work beyond on grade flat work and patio porch covers (ROC R-62 scope (roc.az.gov/license-classifications)) S-AZ-ROC-CLASSVerbatim limits of R-62 Minor Home Improvements (projects of $5,000 or less): NO structural work — no load-bearing masonry or concrete except on-grade flat work, no load-bearing carpentry except patio or porch covers. - arizona:b-3 — subcontracting of electrical plumbing mechanical boiler pool spa and water well work (ROC B-3 scope (roc.az.gov/license-classifications)) S-AZ-ROC-CLASSVerbatim: a B-3 General Remodeling and Repair licensee subcontracts electrical, plumbing, mechanical, boilers, pools, spas and water wells unless also holding that specialty — rule AZ-REMODEL-TRADES encodes both branches. A.R.S. §32-1121(B) independently provides that a license in a particular trade covers mechanical or structural service within its own scope (REQ-AZ-INTRA-TRADE-001).
