Minor Work — Arizona license requirements
01 The project
The starting point is the work itself — Minor Work in Arizona. The job determines which trades are involved, and the trades determine which license classifications may be required.
No project components are seeded for this project — we do not invent component lists without evidence.
02 Jurisdiction
This project is evaluated for Arizona — a contractor license issued by the Registrar of Contractors to a BUSINESS (sole proprietorship, partnership, LLC or corporation) under A.R.S. Title 32, Chapter 11, qualified by a person with the statutory four years of experience, plus the LOCAL layer: building permits are issued by the city or county, and the §32-1121(A)(14) exemption itself turns on whether a local permit is required. Arizona jurisdiction page.
City and county permit fees, plan-review timelines and any locality-level registration were not verified for any Arizona jurisdiction beyond the documented City of Phoenix example — LOCAL_AUTHORITY_REQUIRED. State requirements are not the complete story for any locality.
03 Trade → license
Relations below are recorded per state — only this jurisdiction's classifications are shown.
Trades involved: no seeded components — trade resolution follows from the classification relations below.
- Alternative path R-62 — Minor Home Improvements confirmed S-AZ-ROC-CLASS rule AZ-MINI-JOBWhen the §32-1121(A)(14) exemption does NOT apply (price ≥ $1,000, a permit required, evasion splitting, missing advertising disclosure, or a (D) carve-out such as gas or fire-safety work), a license is needed — R-62 Minor Home Improvements is the purpose-built licensed path for jobs of $5,000 or less with no structural work (electrical, plumbing, AC and boilers subcontracted). When ALL exemption conditions hold, no classification applies at all (rule AZ-MINI-JOB outcome 'exemption-applies').
04 Scope
What the official sources say about the work involved — typed assertions, never a boolean "covers". Interpretations are marked as such.
- Officially excluded R-62 Structural Work Beyond On Grade Flat Work And Patio Porch Covers (may_not_perform) ROC R-62 scope (roc.az.gov/license-classifications) S-AZ-ROC-CLASS Verbatim limits of R-62 Minor Home Improvements (projects of $5,000 or less): NO structural work — no load-bearing masonry or concrete except on-grade flat work, no load-bearing carpentry except patio or porch covers. Beyond those limits the classification does not apply.

06 Rule: AZ-MINI-JOB
Arizona mini-job exemption (A.R.S. §32-1121(A)(14) + (D)): aggregate contract price < $1,000 AND casual/minor nature AND no local building permit AND no larger-operation/evasion splitting AND compliant advertising AND no gas-connection work AND no fire-safety work — all seven must hold.

07 The $1,000 boundary — documented conflict
The §32-1121(A)(14) exemption applies only when the aggregate contract price 'is less than $1,000' — at exactly $1,000.00 the exemption does not apply.
A.R.S. §32-1121 — Persons not required to be licensed (read verbatim 2026-10-02)Generally, if labor and materials exceed $1,000 OR a permit is required (regardless of the price of labor and materials), then a license is required — read literally, exactly $1,000 would not require a license.
License Classifications | Arizona Registrar of Contractors (official FAQ text)Resolved in favour of the statute: both documents agree the operative figure is $1,000 and both agree a required permit independently requires a license at any price; the divergence is only at the exact boundary value. Hierarchy statute > agency FAQ paraphrase — the exemption covers contracts BELOW $1,000; $1,000.00 and up requires a license (absent a permit requirement, which requires one regardless). The FAQ phrasing is published as the agency's plain-language summary and both sources are displayed.
Analysis notes
Recorded 2026-10-02. REQ-AZ-LICENSE-001 and REQ-AZ-MINIJOB-001 publish the statutory ('less than $1,000') version; the FAQ sentence is quoted inside this conflict row so the reader can compare both official phrasings. No fact row carries confidence 'conflicting' — the resolution is recorded where the disagreement lives.
The rule above uses the STATUTORY wording: the exemption covers contracts below $1,000; $1,000.00 and up requires a license (absent another exemption). Both official phrasings are shown in the conflict — neither is quietly dropped. S-AZ-1121
When the exemption fails, the purpose-built licensed path for small non-structural jobs is R-62 Minor Home Improvements (≤$5,000, no structural work, trades subcontracted) — recorded as the alternative relation above. An owner improving their own property falls under the separate §32-1121(A)(5) exemption in the requirements table.
08 Local permit layer
Whether a license is required can turn on whether a LOCAL building permit is required for the work (A.R.S. §32-1121(A)(14)(a)); permits, their fees, plan review and inspections belong to the city or county — the City of Phoenix documents its own process and states that city construction projects must be performed by state-licensed contractors.
