Local building and permit fees were not read — LOCAL_AUTHORITY_REQUIRED — and the CSL initial licensure fee is unpublished (NOT_VERIFIED). Massachusetts imposes no surety bond and no state general-liability minimum on these credentials (verified absences; the Guaranty Fund is the consumer instrument), but every employer needs workers' compensation.
