01 The requirements, sourced

  • Contractor's licence required before bidding on any project of $25,000 or more — A contractor's licence must be in hand BEFORE contracting — 'including bidding, offering to engage, or negotiating a price' — for any project of $25,000 or more when acting as a prime contractor, certain subcontractor, or construction manager/consultant (Board page verbatim; § 62-6-103). The threshold counts the total project cost including materials, equipment and labor.   • Monetary limit = 10 × the lesser of working capital or net worth; $300,000 in both = unlimited — Every licence carries a classification AND a monetary limit — the maximum amount of any single project it may take. 'The requested limit is 10 times the lesser of working capital or net worth, plus required experience' (contractor page): a $150,000 limit needs $15,000 in both working capital and net worth; 'To obtain an unlimited monetary limit, an applicant must show $300,000 in both working capital and net worth.' There is no cap on the number of projects, but splitting a project into phases to evade the law is prohibited.   • Owner exemption: building on your own property for individual use escapes the whole chapter — § 62-6-103(a)(2) exempts an owner who undertakes 'single residences, farm buildings or other buildings for individual use, and not for resale, lease, rent or other similar purpose' on the owner's own property from Title 62 chapter 6's licensing regime. Outside counties of 777,113+ population (1980 census), taking MORE THAN ONE building permit — or constructing more than one residence — within any two (2) consecutive years creates a REBUTTABLE PRESUMPTION of intent to resale/lease/rent (i.e. the exemption is lost). And § 62-6-120(a)(2) keeps the Class A misdemeanor away from 'a person who engages a contractor without a license for the purpose of constructing a residence for the use of that person'.   • Plumbing at $25,000 or more: CMC-A classification — Board pre-approval plus three years' experience — At or above $25,000, plumbing and gas-piping work is performed under the mechanical classification CMC-A ('Plumbing and Gas Piping', trade exam required) of the SAME contractor licence. 'Pre-approval is required by the Board to take the plumbing CMC-A or full mechanical CMC exam … $50 fee' (exam page verbatim), and T.C.A. § 62-6-112 requires three (3) years of plumbing experience to qualify for the CMC-A examination.   • Limited Licensed Plumber for plumbing work under $25,000 — $500 maintenance carve-out, Fire Prevention localities — 'The Limited Licensed Plumber (LLP) license is only required by plumbers performing work in a municipality utilizing the Division of Fire Prevention for permits or inspections and covers work less than $25,000 per project. Note that general maintenance work that is less than $500 is exempt from the LLP license.
