Utah Contractor License Classifications
Utah's 36 seeded classifications sit under one Act and one division — DOPL issues every contractor, specialty and trade licence under the Utah Construction Trades Licensing Act (Title 58 ch. 55). The eight general classifications share the Business & Law exam, the two-year experience gate and $1M/$2M insurance; the seventeen specialty classes need neither an exam nor experience; the ten-tier trade ladder licenses electricians and plumbers as individuals. Utah HAS a roofing credential (S280) and — unlike almost every other state — a solar-specific one (S202), which stops at the wire. There is no painter, framer, handyman or window credential: those absences are seeded as absences.
01 What is actually classified here
- One duty, one chapter, one division — 58-55-301(1)(a): a person in the licensed construction trades "shall become licensed under this chapter before engaging in that trade or contracting activity in this state unless specifically exempted." Each class is a separate application with its own fee. S-UT-CODE-55
- The eight general classes share one gate — the Utah Contractor Business and Law Examination (through Prov) plus 2 years / 4,000 hours of paid construction experience (or the NASCLA exam / CM degree / Utah PE door), and $1,000,000 / $2,000,000 liability insurance. E200/E201/P200/P201 add a master-qualifier gate; H100 adds RMGA certification, a second exam and 4,000 HVAC-specific hours. (Rules UT-GC-EXAM, UT-QUALIFIER-MASTER, UT-H100.) S-UT-DOPL-EXAM S-UT-CODE-55 S-UT-DOPL-CON
- Specialty classes need neither — "No experience is required for a specialty contractor license" (DOPL FAQ verbatim) and R156-55a-302a requires no division exam for them; a specialty applicant still owes the 25-hour pre-licensure course, the same $1M/$2M insurance and the same biennial cycle. A licensee may hold three specialties max — and R101 must be held alone. (Rules UT-SPECIALTY-NO-EXAM, UT-SPECIALTY-CAP.) S-UT-DOPL-FAQ S-UT-R156-55A
- Competency is personal, contracting is corporate — the individual trade licences (journeyman, master) are PERSONAL credentials that may not subcontract licensed work; the company layer (E200/P200 or a specialty class) is what contracts. Trade CE runs 16 hours (electricians), 12 (plumbers) and 8 (elevator mechanics) per two-year cycle. S-UT-CODE-55
- No required licence bond anywhere — financial responsibility is a signed questionnaire by default; the surety bond is only the ALTERNATIVE (58-55-306), with R156-55a-602 minima $50,000 / $25,000 (R100) / $15,000. (Rule UT-FINANCIAL-RESPONSIBILITY.) S-UT-CODE-55

The B100 rule excludes elevator work from the general building scope ('S700 and S510 elevators', R156-55a-301c(2)(b)(i)), and elevator MECHANICS hold their own individual licence (58-55-301(2)(g)) with an eight-hour CE cycle (58-55-302.7(2)(c)). DISCLOSURE: the S510 scope sentence was NOT located inside the R156-55a-301w–301al series this pass — that series accounts for the other sixteen specialty classes — so no scope text is quoted; the class is seeded by its statutory and DOPL citations only, never invented. | 58-55-301(2)(f); R156-55a-301c(2)(b)(i) (excluded from B100) | S-UT-DOPL-APP |
| R101 | Utah Specialty Contractor Licence (seventeen classes — sixteen defined at R156-55a-301w…301al plus S510 Elevator: R101 Residential/Small Commercial Non-Structural Remodeling and Repair (≤$50,000, no structural changes, exclusive of every other specialty), S260 Asphalt and Concrete, S410 Boiler/Pipeline/Waste Water/Water Conditioner, S220 Carpentry and Flooring, S270 Drywall/Paint/Plastering, R200 Factory Built Housing, S370 Fire Suppression Systems, S310 Foundation/Excavation/Demolition, S330 Landscape and Recreation, S230 Masonry/Siding/Stucco/Glass/Rain Gutter, B200 Modular Unit Installation, S354 Radon Mitigation (absorbed by H100), S280 Roofing, S440 Sign Installation, S202 Solar Photovoltaic, S510 Elevator (qualifier must hold the Elevator Mechanic licence) and S700 Limited Scope — no division examination and no employment-experience requirement (58-55-302(1)(c)(i)/(e)(ii); R156-55a-302b), a 25-hour pre-licensure course, the same $1M/$2M insurance and financial-responsibility regime as the contractor licence, max three specialty licences held at once (R156-55a-301am), the licence number on all permits/contracts/bids (58-55-304(2)) and the same biennial November-30 cycle) | R101 Residential and Small Commercial Non-Structural Remodeling and Repair | R156-55a-301w verbatim (rule eff. 08/07/2026, read 2026-10-11): 'A licensee under this subsection may remodel or repair any existing structure built for support, shelter, and enclosure of persons, animals, chattels, or movable property of any kind subject to the limitation in Subsection R156-55a-301w(2).' The exclusions: 'changes to the bearing portions of the existing structure, including footings, foundation, and weight bearing walls' and 'any project, or related series of projects costing, in total, more than $50,000 total including materials and labor.' | 58-55-301(2)(x); R156-55a-301w; R156-55a-301am(3)(c) | S-UT-R156-55A |
R101 is the handyman-to-pro bridge — no exam, no experience — but it stops at $50,000 (materials + labor, aggregated across a "related series of projects"), excludes anything structural, and may not be held with any other class. S280 Roofing covers every waterproof membrane plus attached materials, roof conversion and non-electrical skylights — but an electrical skylight needs an E200/E201 to make the connection. S202 Solar Photovoltaic covers modules and racking but "excludes any wiring, connections, and wire methods as governed in the National Electrical Code" — a solar install is two credentials unless E200 holds the contract (R156-55a-301d lets E200 absorb E201's and S202's scopes). S510 Elevator requires an active Utah Elevator Mechanic qualifier, and S700 Limited Scope is the case-by-case escape valve for crafts that fit no listed class. Gas, fire-sprinkler (S370 behind a NITC STAR or a general building contractor) and elevator work sit under 58-55-308 overlays. S-UT-CODE-55

What was machine-read this phase: §58-55-302.7(2)(c) verbatim (chapter PDF, read 2026-10-11) — 'Beginning December 1, 2010, during each two-year renewal cycle … (c) a licensed elevator mechanic shall complete eight hours' of continuing education; the official FY2026 fee schedule prices the profession at '$110 / $78' (application / renewal) plus the $1 electronic-reference-library surcharge; and the current contractor application (v.20260930) requires the S510 Elevator Contractor's qualifier to 'hold an active Utah Elevator Mechanic license'. The DOPL requirements page for this licence (hours, examination) was NOT machine-read this phase — those particulars are published as OPEN (research §O), never guessed. | 58-55-301(2) (elevator mechanic); 58-55-302.7(2)(c) | S-UT-CODE-55 |
The electrician and plumbers each run five tiers — apprentice (no division exam, learning under a master or journeyman), journeyman, master, residential journeyman and residential master — and the elevator mechanic is its own individual licence (8 hours of CE per cycle). A journeyman "shall not subcontract with or employ any individual to perform work requiring a license" but may supervise apprentices. The residential electrician's scope is buildings "using primarily nonmetallic sheath cable." Fees are $110 application / $78 renewal (electrician) and $110 / $68 (plumber) plus the $5 Education and Enforcement Fund and $0.24-per-hour apprentice tracking. S-UT-R156-55A
