Utah Contractor License Fees
The 29 verified state fees Utah publishes — one contractor formula, the handyman affirmation, three individual-trade prices, the statutory funds and the miscellaneous ladder. Every figure below was machine-read from DOPL's official fee-schedule PDF (fiscal year 2025-26) or the interactive fee-schedule page on 2026-10-11. Utah has no universal bond — financial responsibility is a signed questionnaire first — and municipal permit fees are not state fees: no Utah city rate was opened.
01 State fees vs conditional bond vs local fees
- The application formula — $175 per classification + $50 per qualifier + $1 electronic-reference-library surcharge, so a two-class licence with one qualifier is $401 before any course or exam. Unincorporated entities add $20 per owner holding less than 8%.
- One cycle for the whole construction ladder — contractors and specialties expire November 30 of odd years ($128 renewal); electricians, plumbers and elevator mechanics November 30 of even years ($78/$68/$78); a $20 late fee attaches after expiry and a separate $50 reinstatement step past two years. S-UT-DOPL-FAQ
- No universal bond — §58-55-306 financial responsibility defaults to the signed questionnaire; a surety bond is only in lieu, at R156-55a-602's tiers (greater of 30% of cumulative debts or $50,000 general / $25,000 R100 / $15,000 other classifications, once debts reach $1,000) — so no bond row is seeded as a universal duty. S-UT-CODE-55
- Local fees — no Utah municipal code or permit schedule was opened; every city rate (including the Salt Lake City valuation tiers) stays LOCAL_AUTHORITY_REQUIRED.
02 Contractor licence block — application formula, renewal, owners (machine-read)
| Fee | Amount | Kind | Charged by | Source |
|---|---|---|---|---|
| Unincorporated entity — additional registration fee per owner holding less than 8% Application PDF v.20260930 verbatim: 'Submit an additional $20 registration fee for each owner owning less than 8% (in addition to the fees above)' — with Appendix F (ownership documentation) required for the same owners. | $20 | miscellaneous | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-APP |
| Contractor licence — application, PER CLASSIFICATION Application PDF v.20260930 verbatim: 'Total Number of Classifications __________x $175.00 = $ ____________' — a separate fee per classification (58-55-301(3)). The same $175 appears on the FY2027 fee schedule (S-UT-DOPL-FEE). | $175 | application | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-APP |
| Contractor licence — application, PER QUALIFIER Application PDF v.20260930 verbatim: 'Total Number of Qualifiers __________ x $50.00 = $ ___________'. A change or replacement later costs $50 more (misc fee). | $50 | application | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-APP |
| Contractor or specialty licence — biennial renewal FY2027 DOPL fee schedule (read 2026-10-11). Renewal runs through UtahID/My License One, needs a current Division of Corporations registration and an active liability insurance certificate; a $20 late fee and a $50 reinstatement fee sit beside it. | $128 | renewal | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-FEE |
| Electronic Reference Library Surcharge (EL-01) — every application Application PDF v.20260930 verbatim: 'Electronic Reference Library Surcharge* $ _ 1.00 _______' with the explanation 'The Division must collect a surcharge on each application to provide licensees access to an electronic reference library with web-based access to national, state, and local building codes and standards.' The FY2027 schedule carries the same $1.00 as fee code EL-01. | $1 | miscellaneous | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-APP |
The $128 renewal / $20 late / $50 reinstatement ladder and the odd-year November-30 expiry come from the DOPL FAQ and the FY schedule beside it; renewal runs through UtahID / My License One, needs a current entity registration and an active liability-insurance certificate. S-UT-DOPL-FAQ
03 Handyman exemption affirmation — the $3,000–$7,000 band (machine-read)
| Fee | Amount | Kind | Charged by | Source |
|---|---|---|---|---|
| Handyman exemption registration — reaffirmation/renewal R156-55a-305a requires reaffirmation 'on or before November 30 of each odd numbered year' — the same date the licensed ladder expires. | $45 | renewal | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-FEE |
| Handyman exemption registration (the $3,000–$7,000 affirmation) — application The price of Utah's only unlicensed-work registration: the one-time affirmation of 58-55-305(1)(h)(ii)(H) with $1,000,000/$3,000,000 liability insurance, reaffirmed 'on or before November 30 of each odd numbered year'. | $45 | application | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-FEE |
The $45/$45 pair prices the handyman exemption affirmation — the one-time filing (plus $1M/$3M liability insurance) required for exempt work between $3,000 and $7,000, reaffirmed every odd-year November 30. Note honestly: the fee row is official, but the word "handyman" appears nowhere in Chapter 55 — its legal basis is seeded open, never invented. S-UT-R156-55A

| Fee | Amount | Kind | Charged by | Source |

| Electrician licence — biennial renewal FY2027 schedule. The renewal that carries 16 hours of CE (58-55-302.7(2)(a)) — the heaviest education duty on the Utah ladder. | $78 | renewal | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-FEE |
| Plumber licence (any of the five tiers) — application FY2027 schedule. Same application price as the electrician ladder, but a cheaper renewal ($68) and 12 CE hours instead of 16. | $110 | application | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-FEE |

The profession sits beside Electrician ($110/$78) and Plumber ($110/$68) on the schedule. | $110 | application | Utah Division of Professional Licensing (DOPL), Department of Commerce | S-UT-DOPL-FEE |
| Elevator Mechanic licence — biennial renewal Official FY fee schedule PDF (machine-read 2026-10-11): $78 renewal on the same biennial cycle as every other DOPL licence (30 November), with the $20 late-renewal and $50 reinstatement ladder beside it. 07 Coverage floors — the insurance and the conditional bond
| Instrument | Amount | Notes | Source |
|---|---|---|---|
| INS-UT-CGL-001 | $1,000,000 / $2,000,000 | $1,000,000 each incident / $2,000,000 total — the CURRENT figures; the pre-2026-04-20 specialty page said $3,000,000 aggregate (CONFLICT-UT-001), and $3,000,000 survives as the HANDYMAN affirmation's own aggregate (R156-55a-305a) | S-UT-R156-55A |
| INS-UT-WC-001 | required (or waiver) | with employees: the workers' comp certificate plus a Workforce Services unemployment registration number and a Utah State Tax Commission withholding account number, OR a signed contract with an approved Professional Employer Organization | S-UT-DOPL-SC |
| R156-55a-602 tiers | $50k / $25k / $15k | bond in lieu of the questionnaire — only where cumulative debts reach $1,000 (greater of 30% of debts or the tier floor); unincorporated entities may post 20% of annual gross distributions instead | S-UT-CODE-55 |
The $1M/$2M floor was corroborated three ways on 2026-10-11 (rule text, current application PDF, DOPL's 2026-04-20 announcement); workers' comp applies only where there are employees, otherwise a Labor Commission waiver substitutes. S-UT-R156-55A
08 Renewal cycles and CE, per credential family
| Family | Cycle | Late / reinstatement | CE requirement | Source |
|---|---|---|---|---|
| Utah Individual Trade Licence — electricians and plumbers (58-55-301(2); scopes at 58-55-102(8),(9),(35)–(38),(45)–(48); rules R156-55a-301m…301v): apprentice electrician / apprentice plumber (no division exam; 'learning the … trade under the immediate supervision of a master or journeyman'), journeyman electrician / journeyman plumber, master electrician / master plumber, plus the residential journeyman and residential master tiers of each trade (the residential electrician's scope is buildings 'using primarily nonmetallic sheath cable'). Journeyman and master licence holders 'shall not subcontract with or employ any individual to perform work requiring a license' (they may supervise apprentices). Trade CE runs 16 h/two-year cycle for electricians and 12 h for plumbers (58-55-302.7); fees are $110 application / $78 renewal (electrician) and $110 / $68 (plumber) plus the $5 Education and Enforcement Fund and $0.24-per-hour apprentice tracking. | 24 months | The trade licences ride the same biennial cycle — 58-55-303(2)(c) requires, at renewal, 'completion of the number of hours of continuing education specified under Section 58-55-302.7'; the electrician renewal is $78 and the plumber renewal $68 on the FY2027 schedule, with the same $20 late fee. | 58-55-302.7(2) verbatim (read 2026-10-11): 'Beginning December 1, 2010, during each two-year renewal cycle …: (a) a licensed electrician shall complete 16 hours …; (b) a licensed plumber shall complete 12 hours …; and (c) a licensed elevator mechanic shall complete eight hours.' 'Licensed electrician' and 'licensed plumber' each cover all five tiers of the trade (apprentice, journeyman, master, residential journeyman, residential master). | S-UT-CODE-55 |
| Utah Specialty Contractor Licence (seventeen classes — sixteen defined at R156-55a-301w…301al plus S510 Elevator: R101 Residential/Small Commercial Non-Structural Remodeling and Repair (≤$50,000, no structural changes, exclusive of every other specialty), S260 Asphalt and Concrete, S410 Boiler/Pipeline/Waste Water/Water Conditioner, S220 Carpentry and Flooring, S270 Drywall/Paint/Plastering, R200 Factory Built Housing, S370 Fire Suppression Systems, S310 Foundation/Excavation/Demolition, S330 Landscape and Recreation, S230 Masonry/Siding/Stucco/Glass/Rain Gutter, B200 Modular Unit Installation, S354 Radon Mitigation (absorbed by H100), S280 Roofing, S440 Sign Installation, S202 Solar Photovoltaic, S510 Elevator (qualifier must hold the Elevator Mechanic licence) and S700 Limited Scope — no division examination and no employment-experience requirement (58-55-302(1)(c)(i)/(e)(ii); R156-55a-302b), a 25-hour pre-licensure course, the same $1M/$2M insurance and financial-responsibility regime as the contractor licence, max three specialty licences held at once (R156-55a-301am), the licence number on all permits/contracts/bids (58-55-304(2)) and the same biennial November-30 cycle) | 24 months | Same 30-November-odd-year expiry and the same $128 renewal / $20 late / $50 reinstatement ladder as the contractor licence (FY2027 schedule; DOPL FAQ). A specialty licensee may let the licence go inactive ($50) — inactive status is 'exempt from liability insurance and financial responsibility requirements' but must still be renewed every two years (FAQ). | 6 hours per cycle with the 3-live-hour minimum, exactly as the contractor family (58-55-302.5; R156-55a-303b) — including the landscape rider for S330 licensees and the 2-hour backflow rider for S330/S410 licensees who install backflow preventers (R156-55a-303b(1)(c)). Specialty contractors owe NO exam and NO experience on entry, so renewal education is the only recurring gate. | S-UT-DOPL-REN |
| DOPL Contractor Licence (Utah Construction Trades Licensing Act, Title 58 ch. 55 — required before 'engaging in that trade or contracting activity in this state unless specifically exempted' under 58-55-301; eight classifications: B100 General Building, R100 Residential/Small Commercial, E100 General Engineering, H100 HVAC (grandfathered from S350), E200/E201 electrical and P200/P201 plumbing; a separate application and fee per classification (58-55-301(3)); a 25-hour pre-licensure course plus a 5-hour business-and-law course, the Utah Contractor Business and Law Examination through Prov, two years/4,000 hours of construction experience (waived for specialty contractors; NASCLA exam, a Construction-Management degree or a Utah PE licence also satisfy it), the qualifier must be a licensed master for E200/P200 and a master or residential master for E201/P201 (58-55-302(1)(e)); $1M-per-incident/$2M-aggregate liability insurance plus workers' compensation or a Labor-Commission waiver (R156-55a-302d); financial responsibility by signed questionnaire with a surety bond only IN LIEU (58-55-306; R156-55a-602 minima $50,000 general / $25,000 R100 / $15,000 other); background checks for the qualifier and every ≥10% owner; biennial renewal expiring November 30 of odd years with 6 hours of CE of which at least 3 must be live in-class) | 24 months | 'All contractor licenses expire on November 30th, of each odd year' (DOPL FAQ verbatim, read 2026-10-11); a $20 late renewal fee and a $50 reinstatement fee sit beside the $128 renewal on the FY2027 schedule. Renewal runs through UtahID/My License One ('Contractor license renewals cannot be completed using a mobile device'), needs a current Division of Corporations registration and an active liability insurance certificate, and DOPL 'emails renewal notices … at least 60 days before the license expires'. An expired entity registration automatically expires the licence (FAQ); a suspended/revoked licensee owes fines paid in full, resolved citations, a NEW financial-responsibility review 'using only titled assets' and any RLRF reimbursement (58-55-303(5)). | 6 hours of approved CE per two-year cycle, at least 3 core and at least 3 live in-class (R156-55a-303b; DOPL: 'Utah contractors need 6 CE hours, 3 of which must be taught live (live webinar counts). Each course applies to all of your contracting licenses'). Riders: HVAC licensees owe 3 HVAC-specific hours; backflow installers 2; energy conservation may supply 1; landscape specialty licensees owe 1 hour of water-conservation or fire-risk landscaping (58-55-302.5(3)). Courses come from the twelve associations named in 58-55-302.5(2)(b) (incl. the Utah Roofing Contractors Association), state agencies, the workers' comp carrier or accredited colleges. | S-UT-DOPL-FAQ |
One shared date for contractors and specialties — 30 November of the odd year — and one for the trades on the even year; no retroactive renewal window is published: the ladder expires on the date, the $20 late fee attaches, and reinstatement is a separate $50 step. S-UT-DOPL-FAQ
09 CONFLICT-UT-001 — the general-liability aggregate
$1,000,000 for each incident and $2,000,000 in total
Utah Admin. Code R156-55a — Utah Construction Trades Licensing Act Rule (§ R156-55a-302d insurance minimums; eff. 08/07/2026)$1,000,000 for each incident and $3,000,000 in total
DOPL — Apply for a Specialty Contractor License (pre-2026-04-20 $3,000,000 aggregate)PUBLISHED at $2,000,000 aggregate — the rule text, the 2026-04-20 announcement and the current application PDF agree, and the $3M page predates the change; both figures are seeded side by side (REQ-UT-INSURANCE-001 + INS-UT-CGL-001 carry the current one, this row carries the superseded one).
Analysis notes
The $3,000,000 aggregate did NOT disappear from Utah law — it survives as the HANDYMAN affirmation's own requirement (R156-55a-305a: liability '$1,000,000 for each incident and $3,000,000 in total' for exempt work between $3,000 and $7,000). The two figures coexist because they govern different documents; this row exists so no reader mistakes one for the other.
Published at $2,000,000 aggregate: the rule text (R156-55a-302d), the 2026-04-20 announcement and the current application PDF agree, and the $3,000,000 page predates the change. The $3M figure did not disappear — it survives as the handyman affirmation's own aggregate (R156-55a-305a), so both figures govern different documents and both stay seeded. S-UT-R156-55A
10 CONFLICT-UT-003 — the RLRF $330 vs no-assessment
a '$330' Residence Lien Recovery Fund registration figure in the FY2027 interactive fee schedule's LRF block
DOPL — interactive Fee Schedule, FY2027 (the LRF block carrying the '$330' registration figure)'EFFECTIVE MAY 8, 2018: LIEN RECOVERY FUND (LRF) INITIAL ASSESSMENT FEE IS NO LONGER REQUIRED ON NEW CONTRACTOR APPLICATIONS AND NO SPECIAL ASSESSMENTS WILL BE ISSUED' — plus 'available funds are extremely limited or may be unavailable'
DOPL — Residence Lien Recovery Fund (no initial assessment since 2018-05-08)NEITHER FIGURE SEEDED — no FEE-UT-RLRF row exists. The statutory text says qualified beneficiaries (the contractor classifications) register automatically, so a '$330 registration' line cannot be published as a contractor duty against DOPL's own no-assessment statement without a DOPL correction notice.
Analysis notes
The honest outcome is the withheld row: the fee page names the tension instead of guessing which side is stale. If DOPL reconciles the schedule with the programme page, this row retires and the amount seeds then.
Neither figure is seeded: DOPL's own programme page says the initial assessment ended 2018-05-08, and 38-11-301 registers qualified beneficiaries automatically on licensure — so a "$330 registration" line cannot be published as a contractor duty without a DOPL correction notice. The fee page names the tension instead of guessing which side is stale. S-UT-CODE-38
11 Withheld on purpose — never guessed
- ProV exam fees — the Utah Business & Law and HVAC written exams are administered by ProV, payable to the provider; no official page read publishes them; NOT_VERIFIED.
- The RLRF $330 registration — CONFLICT-UT-003 above; no FEE-UT-RLRF row exists, deliberately.
- Apprentice base application fee — the fee PDF lists only the $0.24/hour tracking fee for apprentices; no separate application row was found, so none is seeded.
- The alarm profession block ($330/$208, $60/$47) — alarm company licences move to a new chapter on 2027-01-01 (H.B. 40 / 2026); seeding a credential mid-exit would publish a duty Utah is deleting.
- Corporation conversion ($35) and ownership report rows — printed on the schedule but outside the contractor-licence ladder this page prices; only the $20 sub-8% owner fee attaches to applications.
- Municipal permit, inspection and business-licence rates — no Utah city rate was opened; LOCAL_AUTHORITY_REQUIRED.
