HVAC Replacement — Utah license requirements
01 The project
The starting point is the work itself — HVAC Replacement in Utah. The job determines which trades are involved, and the trades determine which license classifications may be required.
| Component | Trade |

| Existing heating or cooling system | HVAC |
02 Jurisdiction
This project is evaluated for Utah — the one-act state. Title 58 Chapter 55 and one agency (DOPL's Division of Professional Licensing) hold the whole ladder: the licence duty attaches to engaging in a construction trade for compensation, never to a price; the $7,000 line of 58-55-305(1)(h)(i) exempts small alteration and repair work while the statute's seven trade overlays stay attached at any value; general classifications owe 2 years / 4,000 hours, the 25+5-hour courses and the Utah Business & Law exam, while 17 specialties owe neither exam nor experience. Building permits are the local compliance layer the state never issues (15A-1- 205(2)). Utah jurisdiction page.
Chapter 55's official 88-page PDF, the DOPL FY2025-26 fee-schedule PDF and every DOPL page cited here were machine-read on 2026-10-11; direct fetches that returned 403 were read through a text proxy (same bytes, official URLs cited). No Utah municipal code or permit schedule was opened, so every city fact — valuation tiers, permit fees, registration questions — stays LOCAL_AUTHORITY_REQUIRED. All three conflicts ($2M-vs-$3M GL aggregate; H100-vs-S350; the RLRF $330) are published side by side, and the elevator-mechanic and residential-master application requirements are flagged open rather than guessed. State requirements are not the complete story for any locality.
03 Trade → license
Relations below are recorded per state — only this jurisdiction's classifications are shown.
Trades involved: HVAC.
- May require H100 — H100 HVAC Contractor (grandfathered from S350) confirmed S-UT-CODE-55 rule UT-H100Utah's sharpest HVAC answer: §58-55-305(1)(h)(ii)(F) keeps HVAC attached EVEN to a project exempt under the $7,000 line — installation, repair or replacement 'must be performed by an HVAC contractor licensed by the division'. H100 (ex-S350; new requirements announced effective 2026-04-20) is the one specialty classification that owes BOTH the Utah Contractor Business and Law exam AND the HVAC written exam (ProV), with W-2-verified HVAC experience and RMGA (or equivalent) certification — plus the 25-hour pre-licensure course, $1M/$2M insurance and the biennial November-30 odd-year cycle. Gas appliance or combustion work inside the job needs a Certified Natural Gas Technician under §58-55-308(2) on top of H100.
- Component basis E201 — E201 Residential Electrical Contractor reported S-UT-CODE-55 rule UT-QUALIFIER-MASTERThe electrical boundary: an HVAC contractor does not get blanket electrical rights — the only electrical allowance on a non-electrical licence is the incidental 10-foot / 120-volt / 20-amp carve-out (58-55-102(18)(b)(vi)). Line-voltage changeouts beyond it belong to an E200 (general) or E201 (residential unit) holder qualified by a master electrician. Reported: assembled from the §58-55-102(18) incidental-works definition and the DOPL general-contractor page's master-qualifier rule, not a single section saying 'furnace wiring needs an electrician'.

06 Rule: UT-H100
§58-55-305(1)(h)(ii)(F) — even a project EXEMPT under the $7,000 line: HVAC 'installation, repair, or replacement … must be performed by an HVAC contractor licensed by the division'. H100 (the ex-S350 classification; R156-55a-301g) carries the heaviest entry regime of any Utah class — DOPL's announcement effective 2026-04-20: 'Qualifiers must hold RMGA or equivalent certification; Passage of the Utah Business and Law Exam and HVAC (H100) Exam through Prov; Two (2) years of HVAC-specific experience, verified by W-2 forms', with R156-55a-302g's statutory shape (4,000 HVAC hours at ≥90% workload within 5 years, or a Utah plumbing trade licence; both exams at ≥70%) and interim S350 recognition 'for the remainder of the licensing period ending November 30, 2027' (CONFLICT-UT-002 — both names live until then). 58-55-302(1)(e): to qualify E200 the applicant must 'be a licensed master electrician'; E201 accepts 'a licensed master electrician or a licensed master residential electrician'; P200 needs 'a licensed master plumber'; P201 accepts 'a licensed master plumber or a licensed master residential plumber' — DOPL echoes 'Plumbing Contractors. Must have Master Plumber qualifier.' and 'Electrical Contractors. Must have Master Electrical qualifier.' H100 is the fifth qualifier-gated class: R156-55a-302g requires 4,000 HVAC hours (≥90% of workload, within 5 years) OR a Utah plumbing trade licence, plus RMGA (or equivalent) certification, both ProV exams at ≥70%, announced effective 2026-04-20.

08 Rule: UT-GAS-FIRE-ELEVATOR
§58-55-308 sits ON TOP of the contractor licence. Gas: (2) — gas appliance/combustion work needs Certified Natural Gas Technicians (violations are class A misdemeanors via 58-55-503(2)(a); the programme lives in R156-55a-308b), and R156-55a-301c saves the duty inside every B100 HVAC job: 'Nothing in this subsection, however, shall be construed as waiving the requirements that all HVAC work relating to natural gas be performed by a Certified Natural Gas Technician'. Fire sprinklers: (4) — before a business entity installs automatic fire sprinklers its qualifier must 'be a licensed general building contractor; or obtain a certification in fire sprinkler fitting from the division' via a DOL-approved apprenticeship or two years' supervised experience plus 'the Star fire sprinklerfitting mastery examination offered by the National Inspection Testing Certification Corporation or an equivalent examination'. Elevator: S510 Elevator Contractor's qualifier must hold 'an active Utah Elevator Mechanic license' (application PDF), and B100 excludes elevator work outright (R156-55a-301c). 09 Rule: UT-EXEMPTION-OVERLAYS
Utah Code 58-55-305(1)(h)(ii) keeps the licensed trades attached to even an EXEMPT project: (A) component work — 'a faucet, toilet, fixture, device, outlet, or electrical switch' — may be done by 'a licensed journeyman plumber or journeyman electrician' or by the exempt person themselves, but 'if the project involves an electrical or plumbing system, the … work shall be performed by a licensed electrical or plumbing contractor', measured over any six-month period; (F) HVAC installation, repair or replacement 'must be performed by an HVAC contractor licensed by the division'; gas appliance/combustion work needs a Certified Natural Gas Technician (58-55-308(2)); automatic fire sprinklers, alarm systems and radon each keep their own overlay. The exemption is on the BUILDING side only — it never swallows the trades.

| Question | Utah answer | Source |
|---|---|---|
| Even below $7,000? | yes — HVAC always needs H100: 58-55-305(1)(h)(ii)(F) keeps installation, repair or replacement "performed by an HVAC contractor licensed by the division" on exempt projects (rule UT-H100) | S-UT-DOPL-CON |
| Entry to H100 itself? | effective 2026-04-20: RMGA (or equivalent) certification, both ProV exams, and two years of W-2-verified HVAC experience; R156-55a-302g adds 4,000 HVAC hours at ≥90% workload (rule UT-H100) | S-UT-DOPL-CON |
| Gas appliance or combustion work? | a Certified Natural Gas Technician certification on top of the licence (58-55-308(2)) — even for the H100 holder (rule UT-GAS-FIRE-ELEVATOR) | S-UT-CODE-55 |
| Line-voltage changeouts? | an HVAC licence carries no blanket electrical rights — beyond the incidental 10-foot / 120V / 20A carve-out, line-voltage work belongs to E200/E201 (master-qualified) | S-UT-CODE-55 |
| Which class name is current? | H100; active S350 holders are "deemed to hold an H100 … for the remainder of the licensing period ending November 30, 2027" — CONFLICT-UT-002 publishes both names | S-UT-DOPL-CON |
