Minor Work — Utah license requirements
01 The project
The starting point is the work itself — Minor Work in Utah. The job determines which trades are involved, and the trades determine which license classifications may be required.
No project components are seeded for this project — we do not invent component lists without evidence.
02 Jurisdiction
This project is evaluated for Utah — the one-act state. Title 58 Chapter 55 and one agency (DOPL's Division of Professional Licensing) hold the whole ladder: the licence duty attaches to engaging in a construction trade for compensation, never to a price; the $7,000 line of 58-55-305(1)(h)(i) exempts small alteration and repair work while the statute's seven trade overlays stay attached at any value; general classifications owe 2 years / 4,000 hours, the 25+5-hour courses and the Utah Business & Law exam, while 17 specialties owe neither exam nor experience. Building permits are the local compliance layer the state never issues (15A-1- 205(2)). Utah jurisdiction page.
Chapter 55's official 88-page PDF, the DOPL FY2025-26 fee-schedule PDF and every DOPL page cited here were machine-read on 2026-10-11; direct fetches that returned 403 were read through a text proxy (same bytes, official URLs cited). No Utah municipal code or permit schedule was opened, so every city fact — valuation tiers, permit fees, registration questions — stays LOCAL_AUTHORITY_REQUIRED. All three conflicts ($2M-vs-$3M GL aggregate; H100-vs-S350; the RLRF $330) are published side by side, and the elevator-mechanic and residential-master application requirements are flagged open rather than guessed. State requirements are not the complete story for any locality.
03 Trade → license
Relations below are recorded per state — only this jurisdiction's classifications are shown.
Trades involved: no seeded components — trade resolution follows from the classification relations below.
- May require R101 — R101 Residential and Small Commercial Non-Structural Remodeling and Repair confirmed S-UT-R156-55A rule UT-R101-CAPBelow $7,000 (labor + materials + every change) NO contractor licence attaches — 58-55-305(1)(h)(i) exempts the building work outright, with the $45 affirmation + $1M/$3M insurance between $3,000 and $7,000. Above the line, the handyman-to-pro bridge is R101: no exam, no experience requirement, but capped at $50,000 of NON-STRUCTURAL work and exclusive of every other specialty (R156-55a-301w; 301am(3)(c)).
- Component basis JOURNEYMAN-PLUMBER — Journeyman Plumber confirmed S-UT-CODE-55 rule UT-EXEMPTION-OVERLAYSThe overlays stay attached at ANY value: component work ('a faucet, toilet, fixture, device, outlet, or electrical switch') may be done by a licensed journeyman plumber or electrician, but a project that 'involves an electrical or plumbing system' must go to a licensed electrical or PLUMBING CONTRACTOR — measured over any six-month period (58-55-305(1)(h)(ii)(A)).
- May require H100 — H100 HVAC Contractor (grandfathered from S350) confirmed S-UT-CODE-55 rule UT-EXEMPTION-OVERLAYSHVAC installation, repair or replacement on an exempt project 'must be performed by an HVAC contractor licensed by the division' (58-55-305(1)(h)(ii)(F)) — and gas work needs a Certified Natural Gas Technician even from the H100 holder.
04 Scope
What the official sources say about the work involved — typed assertions, never a boolean "covers". Interpretations are marked as such.
- Requires another classification H100 Certified Natural Gas Technician For Gas Line Work (requires) 58-55-308(2); R156-55a-301g; R156-55a-308b S-UT-CODE-55
- Officially excluded R101 Structural Work Or Projects Above 50000 (may_not_perform) R156-55a-301w(2) S-UT-R156-55A Rule UT-R101-CAP — the handyman-to-pro bridge has a hard ceiling and an anti-aggregation clause.
- Officially excluded R101 R101 Held Alone With No Other Classification (requires) R156-55a-301am(3)(c) S-UT-R156-55A
- Officially included H100 Hvac Plus Radon Mitigation Plus Condensate And Refrigeration (may_perform) R156-55a-301g; 58-55-102(31) S-UT-R156-55A
- Officially excluded JOURNEYMAN-PLUMBER Subcontracting Or Employing Others For Licensed Work (may_not_perform) R156-55a-301n; R156-55a-301s S-UT-R156-55A The individual trade licence is a PERSONAL credential — the company layer (E200/P200 or a specialty class) is what contracts.
- Officially included minor-work Owner Occupant Permit On Their Primary Residence (may_pull_permit) 58-55-305(1)(j); SLC Building Services FAQ S-UT-SLC-FAQ
- Officially included minor-work Unlicensed Building Work Below 7000 With Trade Overlays (may_perform) 58-55-305(1)(h) S-UT-CODE-55
- Officially included minor-work General Maintenance Permit Under 3000 Roofing Included (may_pull_permit) SLC Building Services permit FAQ; 15A-1-205(2) S-UT-SLC-FAQ The local layer in one sentence: permits, inspections and permit fees are the compliance agency's job — the state issues none.

The state/local boundary this seed publishes: DOPL administers the codes but 'has no responsibility to: conduct inspections to determine compliance with the codes; issue permits; or assess building permit fees' (15A-1-205(2)) — those duties sit with the local 'compliance agency' ('an agency of the state or any of its political subdivisions that issues permits for construction regulated under the codes …', 15A-1-202), advised by the 13-member Uniform Building Code Commission whose contractor seats include 'two … general contractors, one of which shall specialize in residential construction; one shall be an electrical contractor; and one shall be a plumbing contractor' (15A-1-203). |
06 Rule: UT-R101-CAP
R101 Residential & Small Commercial Non-Structural Remodeling and Repair (R156-55a-301w) is Utah's handyman-to-pro bridge: NO exam, NO experience requirement, $175/$128 like every classification — with three hard walls: (1) contract value 'more than $50,000 total including materials and labor' is outside the scope; (2) structural work is outside it (footings, foundations and bearing walls belong to B100/R100); (3) exclusivity — R156-55a-301am(3)(c) verbatim: 'An R101 … licensee … shall hold no other specialty contractor license'. It is the specialty a serious small-job contractor outgrows — and the licence many Utah remodelers start on.

07 Rule: UT-EXEMPTION-OVERLAYS
Utah Code 58-55-305(1)(h)(ii) keeps the licensed trades attached to even an EXEMPT project: (A) component work — 'a faucet, toilet, fixture, device, outlet, or electrical switch' — may be done by 'a licensed journeyman plumber or journeyman electrician' or by the exempt person themselves, but 'if the project involves an electrical or plumbing system, the … work shall be performed by a licensed electrical or plumbing contractor', measured over any six-month period; (F) HVAC installation, repair or replacement 'must be performed by an HVAC contractor licensed by the division'; gas appliance/combustion work needs a Certified Natural Gas Technician (58-55-308(2)); automatic fire sprinklers, alarm systems and radon each keep their own overlay. The exemption is on the BUILDING side only — it never swallows the trades.

08 Rule: UT-LICENSE-REQUIRED
Utah Code 58-55-301(2): a person may not 'engage in a construction trade' in this state without a licence 'unless specifically exempted'. 'Construction trade' (58-55-102(5)) reaches constructing/remodeling/repairing/wrecking buildings and structures, manufactured/mobile homes, and 'installing or repairing a residential or commercial gas appliance or combustion system'; 'contractor' (58-55-102(7)) includes a person who 'for compensation' does the work, builds a structure on the person's own property for sale, ADVERTISES as a contractor, or sells construction management/consulting — and 'engage in' (58-55-102(9)) includes leading 'a reasonable individual to believe a person will perform a construction trade'. The licence duty attaches to the TRADE FOR COMPENSATION, never to a dollar value (research §K) — the $7,000 figure is only the building-work exemption of 58-55-305(1)(h)(i).

09 Rule: UT-EXEMPTION-7000
Utah Code 58-55-305(1)(h)(i) exempts from the contractor licence 'building alteration, repair, remodeling, renovation, addition, or improvement … with a contracted or agreed value of less than $7,000, including both labor and materials'. The value is measured over the whole agreement — 'including all changes or additions to the contracted or agreed upon work' (the anti-splitting mechanic DOPL applies). Between $3,000 and $7,000 the exemption is CONDITIONAL: R156-55a-305a requires liability insurance of '$1,000,000 for each incident and $3,000,000 in total' plus the registration DOPL prices at $45/$45, reaffirmed 'on or before November 30 of each odd numbered year'. At $7,000 or more the exemption is gone and the full licence path applies — but the trade overlays (UT-EXEMPTION-OVERLAYS) attach to this work at EVERY value.

10 Rule: UT-HANDYMAN-AFFIRMATION
R156-55a-305a verbatim: for exempt building work 'greater than $3,000 but less than $7,000' the person must carry liability '$1,000,000 for each incident and $3,000,000 in total', reaffirmed 'on or before November 30 of each odd numbered year'. DOPL prices the accompanying registration at $45 initial / $45 renewal on the official fee schedule — although 'handyman' appears zero times in Chapter 55, so the registration's legal basis stays OPEN (research §O; the fee row carries its provenance, this rule carries the insurance test). CONFLICT-UT-001 matters here: this $3,000,000 aggregate is the AFFIRMATION's figure and coexists with the contractor licence's $2,000,000 aggregate — different documents, both true.

11 Rule: UT-LOCAL-PERMIT
§58-55-501 makes the permit duties personal: (4) applying for or obtaining a building permit when not licensed/exempt; (5) issuing a permit to someone without a licence; (6) obtaining a permit for an unlicensed required person; (7) FAILING TO OBTAIN a building permit when required — all unlawful conduct. The state does not permit: §15A-1-205(2) — DOPL 'has no responsibility to: conduct inspections …; issue permits; or assess building permit fees' — the local 'compliance agency' does (§15A-1-202). Salt Lake City's rules illustrate the local layer: the owner-occupant of their PRIMARY residence pulls the permit with an Owner/Builder Certification; 'If the property is a rental or commercial property, a contractor is required obtain the permits and do the work required'; and 'general maintenance or repair under $3000 in valuation' may be pulled by an owner or representative ('General maintenance does include roofing, but does not include anything structural…').

12 The $7,000 line — what applies to small work
| Question | Utah answer | Source |
|---|---|---|
| Project value? | under $7,000 (labor + materials + every change): building work exempt; $3,000–$7,000 needs the $45 affirmation + $1M/$3M insurance; under $3,000 neither (rules UT-EXEMPTION-7000, UT-HANDYMAN-AFFIRMATION) | S-UT-CODE-55 |
| Plumbing or electrical SYSTEM work? | always a licensed plumbing or electrical contractor — no dollar floor; component-only work ("a faucet, toilet, fixture, device, outlet, or electrical switch") may go to a licensed journeyman (rule UT-EXEMPTION-OVERLAYS) | S-UT-CODE-55 |
| HVAC work on an exempt project? | still "an HVAC contractor licensed by the division" — H100 attaches even below the line (rule UT-EXEMPTION-OVERLAYS) | S-UT-DOPL-CON |
| Doing it yourself, your own home? | the owner-occupant path: one residential structure per year, three per five years (58-55-305(1)(j)); plus the 28 rule-exempt activities — carpet, turf, concrete cutting, tree work and more (rule UT-OWNER-EXEMPTION) | S-UT-CODE-55 |
| Outgrowing the exemption? | the bridge is R101 — no exam, no experience, capped at $50,000 non-structural and exclusive of every other specialty (rule UT-R101-CAP) | S-UT-R156-55A |
| City permit? | yes — the local building official is the permit authority the state never was (15A-1-205(2)); applying unlicensed is itself unlawful conduct (rule UT-LOCAL-PERMIT) | S-UT-CODE-15A |
The affirmation band is the surprise in Utah's exemption: the fee schedule prices a "handyman exemption registration" ($45/$45) while the word "handyman" appears nowhere in Chapter 55 — the fee row is seeded with its provenance and the legal basis published open, never invented.
