Roof Replacement — Utah license requirements
01 The project
The starting point is the work itself — Roof Replacement in Utah. The job determines which trades are involved, and the trades determine which license classifications may be required.

02 Jurisdiction
This project is evaluated for Utah — the one-act state. Title 58 Chapter 55 and one agency (DOPL's Division of Professional Licensing) hold the whole ladder: the licence duty attaches to engaging in a construction trade for compensation, never to a price; the $7,000 line of 58-55-305(1)(h)(i) exempts small alteration and repair work while the statute's seven trade overlays stay attached at any value; general classifications owe 2 years / 4,000 hours, the 25+5-hour courses and the Utah Business & Law exam, while 17 specialties owe neither exam nor experience. Building permits are the local compliance layer the state never issues (15A-1- 205(2)). Utah jurisdiction page.
Chapter 55's official 88-page PDF, the DOPL FY2025-26 fee-schedule PDF and every DOPL page cited here were machine-read on 2026-10-11; direct fetches that returned 403 were read through a text proxy (same bytes, official URLs cited). No Utah municipal code or permit schedule was opened, so every city fact — valuation tiers, permit fees, registration questions — stays LOCAL_AUTHORITY_REQUIRED. All three conflicts ($2M-vs-$3M GL aggregate; H100-vs-S350; the RLRF $330) are published side by side, and the elevator-mechanic and residential-master application requirements are flagged open rather than guessed. State requirements are not the complete story for any locality.
03 Trade → license
Relations below are recorded per state — only this jurisdiction's classifications are shown.
Trades involved: Roofing.
- May require S280 — S280 Roofing Contractor confirmed S-UT-R156-55A rule UT-S280-SCOPEUtah HAS a roofing credential: S280 covers asphalt, pitch, tar, felt, flax, shakes, shingles, tile, slate and any waterproofing membrane, plus materials attached to the roof, roof conversion, non-electrical skylights and roof insulation (R156-55a-301ai). No exam, no experience requirement — but under $7,000 the building exemption still swallows the roofing contract itself.
- Alternative path B100 — B100 General (Building) Contractor confirmed S-UT-R156-55A rule UT-B100-SCOPEA B100 (or R100) holder roofs under its own licence — S280 sits inside the B100 inclusions (R156-55a-301c(2)(a)), so the specialty exists for roofers who do not hold a building licence. Electrical skylights need an E200/E201 hire either way.
04 Scope
What the official sources say about the work involved — typed assertions, never a boolean "covers". Interpretations are marked as such.
- Officially included B100 All Building Construction Plus Every Specialty Scope (may_perform) 58-55-102(26); R156-55a-301c S-UT-R156-55A B100 is the only Utah licence that swallows the whole specialty list — roofing, S202 solar, B200 modular and pools included — and it still cannot touch the excluded trade stacks.
- Officially excluded B100 Electrical Plumbing Trade Work Elevators R200 S700 (may_not_perform) 58-55-102(26)(a); R156-55a-301c(2)(b) S-UT-R156-55A
- Requires another classification S280 E200 Or E201 For Electrical Skylight Connections (requires) R156-55a-301ai S-UT-R156-55A
- Officially included S280 Roofing Materials And Roof Attached Work (may_perform) R156-55a-301ai S-UT-R156-55A Utah HAS a roofing credential — the reason its roofer answer differs from North Carolina's and South Dakota's.

06 Rule: UT-S280-SCOPE
R156-55a-301ai — S280 Roofing covers 'apply and install asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate …' plus waterproofing membranes, materials attached to the roof, roof conversion, non-electrical skylights and roof insulation — with ONE conditional carve-out: 'installation of electrical skylights, if the electrical connection is performed by an E200 or E201 contractor'. No division exam and no experience requirement (UT-SPECIALTY-NO-EXAM), but the 25-hour course, insurance, financial responsibility and biennial cycle apply. S280 sits INSIDE B100's inclusions (R156-55a-301c), so a B100/R100 holder roofs under their own licence — the specialty exists for roofers without a building licence. Under $7,000 the building exemption still swallows the contract (UT-EXEMPTION-7000).

07 Rule: UT-B100-SCOPE
58-55-102(26)(a): B100 is qualified 'to perform or superintend construction of structures … except plumbing, electrical work, mechanical work, work related to the operating integrity of an elevator, and manufactured housing installation, for which the general building contractor shall employ the services of a contractor licensed in the particular specialty, except that a general building contractor engaged in the construction of single-family and multifamily residences up to four units may perform the mechanical work and hire a licensed plumber or electrician as an employee.' R156-55a-301c adds the inclusions — 'all scopes of work relating to specialty contractor licenses … R156-55a-301w through …301al', the B200 modular scope and pools/spas — and the exclusions (E200/E201/P200/P201, the trade licences, R200, S700, S510 elevators, HVAC beyond ≤4-unit residences) with the natural-gas saving clause for the CNGT.

08 Rule: UT-EXEMPTION-7000
Utah Code 58-55-305(1)(h)(i) exempts from the contractor licence 'building alteration, repair, remodeling, renovation, addition, or improvement … with a contracted or agreed value of less than $7,000, including both labor and materials'. The value is measured over the whole agreement — 'including all changes or additions to the contracted or agreed upon work' (the anti-splitting mechanic DOPL applies). Between $3,000 and $7,000 the exemption is CONDITIONAL: R156-55a-305a requires liability insurance of '$1,000,000 for each incident and $3,000,000 in total' plus the registration DOPL prices at $45/$45, reaffirmed 'on or before November 30 of each odd numbered year'. At $7,000 or more the exemption is gone and the full licence path applies — but the trade overlays (UT-EXEMPTION-OVERLAYS) attach to this work at EVERY value.

09 Rule: UT-LOCAL-PERMIT
§58-55-501 makes the permit duties personal: (4) applying for or obtaining a building permit when not licensed/exempt; (5) issuing a permit to someone without a licence; (6) obtaining a permit for an unlicensed required person; (7) FAILING TO OBTAIN a building permit when required — all unlawful conduct. The state does not permit: §15A-1-205(2) — DOPL 'has no responsibility to: conduct inspections …; issue permits; or assess building permit fees' — the local 'compliance agency' does (§15A-1-202). Salt Lake City's rules illustrate the local layer: the owner-occupant of their PRIMARY residence pulls the permit with an Owner/Builder Certification; 'If the property is a rental or commercial property, a contractor is required obtain the permits and do the work required'; and 'general maintenance or repair under $3000 in valuation' may be pulled by an owner or representative ('General maintenance does include roofing, but does not include anything structural…').
